I. Analytical Framework, Concepts, Definitions, and Classifications

2.1.1 Concepts and definitions

 

 

 

  • End-month balance sheet data in millions of euro, covering all Monetary Financial Institutions (MFIs) excluding the Banque centrale du Luxembourg. Data disseminated include the Luxembourg contribution to euro-area M1, M2 and M3 as well as credit broken down by general government sector and private non-MFI sector.

  • External positions of the MFI sector are presented as gross foreign claims and gross foreign liabilities.

  • Claims on and liabilities to non-financial public enterprises are included in the non-government sector.

2.3.1 Classification/sectorization

 

 

 

  • The data classifications are based on the framework for accounting and financial reporting within the Eurosystem. For further details of classifications please see the press release (5 January 1999) on the ECB website (http://www.ecb.int) under item ‘Press releases /  ‘Weekly financial statements’.

  • The balance sheet data refer to the Banque centrale du Luxembourg only. The Banque centrale du Luxembourg has no branches.

III. Accounting Conventions

2.4.1 Valuation

 

 

 

  • Accounting practices: Loans and deposits are valued at nominal value. On the liability side, securities are valued at their redemption value. On the asset side, Financial fixed assets are valued at purchase price, the Trading portfolio and the Structural portfolio are usually valued at the lower of cost or market method. 

 

 

 

 

  • Valuation of foreign-currency-denominated instruments: All foreign currency items are converted into the euro by using the end of month exchange rates.

  • Accounting practices: Accounting is on a cash basis.

  • The balance sheet is compiled from the NCB accounts.
