I. Analytical Framework, Concepts, Definitions, and Classifications

2.1.1 Concepts and definitions

 

  • The index shows the evolution of quantitative monthly production. The index computation is based on a Laspeyres formula with fixed value-added weights, with 2005 as a base year. For further concepts and definitions see: Bulletin du STATEC N°8/2004.
  • Definitions are fixed by the commission regulation (CE) 588/2001 of 26 March 2001.

  • NACE Rev.2 (national version).

II. Scope of the data

2.2.1 Scope

Scope of the data

 

  • Transactions coverage: The index covers the activities defined in NACE Rev. 2., sections B-E (mining, manufacturing, electricity, natural gaz and water), excluding NACE 37, 38.1, 38.2 and 39
  • Geographic coverage: The geographical area covered is the territory of the Grand-Duchy of Luxembourg. STATEC is not producing regional production index statistics.
  • Unit coverage: Units employing 20 persons or more are included in the population. However, smaller units are also taken into account whenever they are of importance for the branch they belong to or when employment is not a significant size measure regarding production. The observation unit is normally the kind-of-activity unit.

Exceptions to coverage

 

  • NACE Rev.2. aggregates 37, 38.1, 38.2 and 39 are excluded. Also excluded are parts of activities that don’t exist in Luxembourg (e.g. mining of uranium) or that don’t have an industrial character (e.g. such as small bakeries) or that don’t have a measurable monthly production.

  • The figures cover the production of one calendar month "m".

2.4.3 Grossing/netting procedures

 

  • The industrial production index is available as gross index or working day adjusted index. 

IV. Nature of the Basic Data Sources

3.1.1 Source data collection programs

 

  • Data source: The source of data is the production inquiry, which is in Luxembourg a monthly survey, measuring production of 175 local industrial activity units.
  • All data are obtained from the units by questionnaire. Questionnaires are available in a paper format or by mail in Excel format or by fax.
  •  The index of production represents about 90 % of the value added in industry. The sample size is 175 KAU for which the production is recorded monthly.

3.1.2 Source data definitions, scope, classifications, valuation, and time of recording

 

  • 74% of the basic series measure production in terms of physical units, 20% in deflated output and 6% in hours worked. Products are specified according to the annual PRODCOM list.

 

 

3.1.3 Source data timeliness

 

  • The paper questionnaires are usually sent by post to the units one week before the end of the reference month "m". They must be returned to STATEC before the 20th of the month m+1. Normally, only 40 to 50% of the questionnaires arrive in this delay. Preliminary results are available at m+ 6-7 weeks, valuated revised results at m+ +/-65 days.

V. Compilation Practices

3.3.1 Source data statistical techniques

 

  • Non-responses are estimated on basis of former responses and on basis of the evolution of comparable units/products in the same branch of activity.
  • New important industries can be included in the sample after the beginning of their production process.

3.3.2 Other statistical procedures

 

  • Weights are based on the value added at factor prices in the base year. These weights are adapted every 5 year when rebasing the index.
  • The first level of indices are the so-called "elementary indices" (on 4-digit level of NACE Rev.2). Those indices are compiled to "aggregated indices" which are on a 2-digit level or similar. The formula used is a Laspeyres quantity index, the weights used for aggregation is the value added at factor costs of the base year.

 

  • Besides the total index of industrial production, STATEC calculates also indices for the main industrial groupings (consumer goods, investment goods, intermediate goods and energy goods).  Linking of reweighted indices is only possible for high-level agregates, at lower levels, such linkings are impossible due to the changing structure of the small industrial sector in Luxembourg.
  • The current base year is 2005 and every five years, the indices are rebased and the weighting system is adapted.
  • The index is not seasonally adjusted.

3.4.3 Assessment of discrepancies and other problems in statistical outputs

 

 

  • Several tests for coherence and accuracy are made in order to check the quality of the index.
