I. Analytical Framework, Concepts, Definitions, and Classifications

2.1.1 Concepts and definitions

 

 

 

  • We are applying the european regulation for foreign trade statistics. So transactions which have to be collected, are reported in the statistics. The principle is to include goods which cross the border.

  • Foreign trade statistics is based on the special trade system.

  • Intra- and Extra foreign trade data are produced in accordance with foreign trade EU regulations.

2.3.1 Classification/sectorization

 

 

 

  • Goods are classified with respect to the Combined Nomenclature.

  • Data is published either on the base of the Combined Nomenclature or the SITC.

II. Scope of the data

2.2.1 Scope

Scope of the data

 

 

 

  • Institutional units: included: firms, administrations, private persons (extra-EU).

  • Transactions: sales, financial leasing, supply for sale on approval, barter, return of goods, goods delivered under aid programs, contract work, repairs, transfer of goods (other then temporarily).

  • Commodities: military goods are included, standardized software is taken into acount with the value of the service and the material of tapes, disks or CD-ROM, DVD movements into/ out of stocks are included; all industries are covered;

  • Geographic coverage: the whole territory of Luxembourg is taken into account. Data cover trade in goods between Luxembourg and its partner countries.

Exceptions to coverage

 

 

 

  • However we exclude monetary gold,  goods in transit (in national figures) and merchandises which cross the border on a temporary base.  Data are based upon the special trade system which exclude bonded warehouse trade.  

  • Institutional units: Excluded (data is not collected): international organisations in Luxembourg; embassies in Luxembourg, or embassies of Luxembourg abroad.

     

III. Accounting Conventions

2.4.1 Valuation

 

 

 

  • The value for the goods in processing or repair include not only the value of the service rendered but also the value of the good. 

2.4.2 Recording basis

 

 

 

  • Goods are recorded with the data where they cross the border (extra-EU trade).

 

 

 

 

  • For intra-EU trade, they are recorded in the month when the crossing of border occurs or in the month after it, depending on the date of arrival/sending of the bill.

IV. Nature of the Basic Data Sources

3.1.1 Source data collection programs

 

 

 

  • Custom documents, data provided directly by certain firms to the NSI and Intrastat data collection system.

3.2.1 Source data assessment

 

 

 

  • Data is compared with VAT data and data from a survey in the industry.

V. Compilation Practices

3.3.1 Source data statistical techniques

 

 

 

  • For intra-EU trade adjustement are done for non-response and trade below assimilation threshold in the Intrastat system. Adjustment is done only for SH2, partner country and SITC (2 positions) level. Data is compared with VAT data and data from a survey in the industry.

3.3.2 Other statistical procedures

 

 

 

  • Seasonal adjustment is applied to aggregate data (base year: 1988). Seasonally adjusted data are also disseminated.
