2.1.1 Concepts and definitions

 

 

 

 

 

 

 

  • Data on unemployment that are disseminated relate to unfilled demands for jobs (demandes d'emploi non satisfaites - DENS) and are expressed in levels (number of persons) or as a percentage of the labor force (unemployment ratio).

 

 

 

 

 

 

 

 

  • Unemployment is sometimes referred to as the registered unemployment (chômeurs inscrits), since it takes only into account those persons which have actually registered at the Labor Administration.

    The official unemployment (taux de chômage au sens strict) defines the concept as the jobless persons, available for the labor market, looking actively for an appropriate employment, not active under a special labor measure (mesure pour l'emploi), even if this measure is not lucrative, and having respected the obligations of follow-up required by the Labor Administration. Nevertheless, an other concept (taux de chômage au sens large) also takes into account the persons involved in a special labor measure.

  • There is a methodological break in the series in January 1998. Before that date, persons which were looking for an employment and were also taking part in a special measure for jobless (formation measure or temporary job), were also counted as unemployed. The methodological change is a step towards the International Labor Organization (ILO) unemployment definition.

  • The source data is the administrative records from the Labour Administration (Administration de l'Emploi, ADEM).

  • Registered unemployment is a simple count.

    Data are expressed in levels (number of persons) and as a percentage of the active population (unemployment ratio).

 

 

3.3.2 Other statistical procedures

 

 

 

 

 

  • Seasonal adjusted data is also available for the unemployment ratios (both for unemployment strictly defined and the broader measure of unemployment – see definitions provided in 2.1.1 Concepts and definitions).
