I. Analytical Framework, Concepts, Definitions, and Classifications

2.1.1 Concepts and definitions

 

 

 

 

 

 

 

  • The definition of labour cost is laid down in Commission Regulation (EC) 1726/1999.

    Labour cost indicators show the short-term development of the total cost for employers of employing the labour force on an hourly basis. The quarterly indicator represents an average of the respective three months' data.

 

 

 

 

 

 

 

 

 

 

  • The definition of the Labour Cost Index is laid down in Commission Regulation (EC) 450/2003 and 1216/2003 implementing the latter. Since 2005 the LCI is in conformity with these regulations.

  • For the Labour Cost Index, total labour cost comprise wages and salaries (D11) and employers’ social contributions (D12). Vocational training (D2) and other expenditure (D3) are not part of total labour cost. Taxes on employment paid by the employer (D4) do not exist in Luxembourg. Subsidies (D5) lower the total labour cost.

    The Labour Cost Index covers hourly labour costs, broken down into wages (all employees' gross earnings including bonuses, before deduction of employee’s legal social contributions and taxes) and non-wage labour costs (employers' indirect labour costs), in all sizes of enterprises in the private economy.

  • Total labour costs include employees' gross earnings and indirect costs:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

    • Gross earnings include direct remuneration and bonuses as well as the value of any social contributions, income taxes, etc. payable by the employee, even if actually withheld by the employer and paid directly to social insurance schemes, tax authorities, etc. on behalf of the employee.

    • Indirect costs include the social contributions incurred by employers in order to secure for their employees the entitlement to social benefits.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

  • Hourly wages and salaries including bonuses represent the ratio of the total gross wages and salaries and the number of paid hours.

 

 

 

 

 

 

 

 

 

 

  • Due to the nature of the administrative data source used, figures do not necessary include the part of the wages that exceeds seven times (11 779.32 euro per month since 1st March 2009) legal minimum wage.

  • Administrative records exclude resident employees working abroad. Agents working in international institutions are not covered.

  • Due to the nature of the administrative data source used, figures do not necessary include the part of the wages that exceeds seven times (11 779.32 euro per month since 1st March 2009) legal minimum wage.

IV. Nature of the Basic Data Sources

3.1.1 Source data collection programs

 

 

 

 

 

 

 

  • Aggregated (by five digit-level of NACE-Lux) administrative records provided by the Social security services (Inspection générale de la Sécurité Sociale-IGSS) completed by the results of Labour cost survey 2004. These records cover the affiliated employees declared by the employers to the social security services. They cover commuters coming from the neighbouring countries to work in Luxembourg, but exclude resident employees working abroad. 

3.1.3 Source data timeliness

 

 

 

  • Transmission of administrative files by IGSS to STATEC is realized monthly with a time lag of about t+3 months. In order to respect the transmission delay for the LCI within 70 days, Social security services provide records to STATEC when the third month of each quarter covers 80 % of the population. In this framework, four quarterly series are simultaneously produced: Total labour costs, gross wages and salaries, other labour cost and total labour cost excluding bonuses. Labour cost survey completes the administrative data by integrating hours worked. It also partially completes labour cost elements such as wages and salaries in kind, non-compulsory social security contributions paid by the employer, salaries exceeding seven times the legal minimum wage.
