I. Data Characteristics
Coverage

The national accounts in Kuwait are prepared by the Statistics and  Census  Sector (SCS) of the Ministry of Planning, and are based on the methodology of the 1968 United Nations "System of National Accounts" ("1968 SNA"). The SCS uses the production and expenditure approaches in compiling data. These approaches utilize measures of gross output by industry and estimates of intermediate consumption. Several aspects of the compilation process should be noted:

  1. The SCS uses the International Standard Industrial Classification divisions, revision 2 (ISIC Rev 2);
  2. Gross output of the petroleum refining industry is based on export values;
  3. The estimates measure all activity of resident units in Kuwait except for the informal legal sector and illegal activities;
  4. The public sector includes units owned completely by the government. Joint-sector units are classified separately in the private sector. The private sector also includes units owned and operated by individuals;
  5. The SCS conducts an annual field survey covering the private sector. Units with 10 or more employees are fully surveyed. Units with less than 10 employees are surveyed on a sample basis;
  6. Public sector estimates are derived from the final government annual statement of accounts. Government accounts are adjusted from the fiscal year to the calendar year using monthly statements of actual expenditures;
  7. Private final consumption is adjusted by direct purchases abroad by residents and purchases by nonresidents in Kuwait; and
  8. Exports are valued f.o.b. and imports c.i.f. The source of data for nonoil exports and imports are customs returns. Data on oil exports are provided by the Central Bank of Kuwait (CBK) from reports provided by the Ministry of Oil on the volume of exports and average prices for specific product categories.

Informal sector data are collected by sample, grossed and added to formal sector data. Informal sector data are not disseminated separately.

Periodicity
The SCS publishes annual data on national accounts in the "Bulletin of National Accounts Statistics". The input-output tables, supply and use tables, and consolidated accounts and sectoral accounts are published every three years. There are no monthly or quarterly estimates of economic activit

Timeliness
Preliminary, simplified data are published approximately six months after the end of the reference year; detailed data are available 18-21 months after the end of the reference year


II. Quality
Documentation of Methodology
Methodological notes are published in the annual "Bulletin of National Accounts Statistics". Separate methodological notes are provided for the input-output tables.

Data to Support Cross-checks and Assurance of Reasonableness

Detailed tables are published in the annual reports that allow for some cross-checking; examples include:

  • Wholesale and retail trade margins calculated by commodity can be checked against production of wholesale and retail industry;
  • Transportation margins calculated by commodity can be checked against the production of the goods transport industry;
  • Taxes received by the government can be checked against taxes paid to the government; and
  • Subsidies provided by the government can be checked against subsidies received from the government.


III. Plans for Improvement
Recent Improvements

In the context of the implementation of the SNA 1993, the Department for Economic Statistics, in coordination with the Information Systems Department, has established a project framework and computer systems to develop economic statistics. Surveys have been developed (in relation to Industry, Construction, Wholesale and Retail Trade, Services) in order to expand the coverage and classification of transactions to meet the requirements of the SNA 1993. In this regard, two new surveys have been added, the first covering the financial sector companies, and the second nonprofit institutions serving households.

  1. Beginning 2002, the annual economic surveys fully cover units with 20 or more employees and units with less than 20 are surveyed on a classes sample basis except financial sector which is fully covered.
  2. ISIC Rev.3 has been adopted in annual economic surveys beginning 2002 5-digit level for activity classification and 7-digit level for products and materials used.
  3. Base year for constant price estimates of GDP has been changed from 1984 which used for (year until 1999) to 1995 for years (1995-2002) and now has been changed to 2000 for years (beginning 2000).

Short Term

  1. Update statistical frames to assure complete coverage and avoid duplication.
  2. As an experiment, national accounts statistics for 1995 were recompiled according to SNA 1993 in order to identify shortcomings in reference to SNA 1993. The experiment will be implemented for 1998 and subsequent data.
  3. Data based on SNA 1968 will continue to be published during the experimental period in 2002-2004. Provisional and revised estimates for national accounts aggregates will be disseminated within 3 months after the end of the reference year.

Medium Term

  1. Develop a coding link between business survey questions and the national accounts to facilitate compilation and data processing.
  2. Improve the data processing system by upgrading training and equipment.
  3. In the context of implementation of SNA 1993, establish an automated system to compile and publish the new data series by June 2005.
  4. Disseminate data electronically through a website.
