| Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information | 0.1.1 Responsibility for collecting, processing, and disseminating statistics Instituto Nacional de Estadísticas The responsibility for collecting, processing, and disseminating all official statistics is laid out, by Law, in the National Institute of Statistics (INE). Besides, INE must submit the Annual Statistical Plan to the President of the Republic. The INE’s Act, Law Nº 17.374, states that the INE is the administratively decentralized technical agency responsible of the official statistics and censuses in Chile. The INE’s Act, Law Nº 17.374, states that the INE is the administratively decentralized technical agency responsible of the official statistics and censuses within the Republic of Chile.
The INE is continuously monitoring and ensuring that its mission is accomplished, and that it is consistent with the legal and institutional structure specified for the production of CPI.
Since most of the data needed for the construction of CPI are produced within INE, it is not necessary a special legal and institutional structure. 0.1.2 Data sharing and coordination among data producing agencies Instituto Nacional de Estadísticas There are many instances where information is shared; both among institutions and within INE’s different departments. Price index: Consumer prices There are ancillary data needed to produce the CPI. This information is obtained from other government and private sources in order to update the structure of the CPI market basket.
There are many instances in which information is shared; both between institutions and within INE´s different departments. These include regular working meetings among different experts of INE’s sections, and mixed commissions with other institutions like the Central Bank, Ministries, etc. 0.1.3 Confidentiality of individual reporters' data Instituto Nacional de Estadísticas Articles 29 and 30 of Law Nº 17.374 specify that data provided by respondents must be held confidential and not released in any way, directly or indirectly, that could identify any individual respondent. This is called “Statistical Secret”.
All INE’s questionnaires contain explanations that the data being collected are protected by the “Statistical Secret“, even when the prices are collected by the surveyors in the different stores they must explain that the information provided is protected by Law.
Any infraction to the Law is considered a punishable act by Penal Code, art. 247ª.
When unit records are made available or released in order to replicate research, explain conclusions or validate some decisions, the confidentiality of individual data is protected by making all records anonymous. Any infraction to the Law is considered a punishable act by Penal Code, art. 247ª.
INE has established rigorous procedures that protect its computer database, which is not connected to Internet or Intranet. And, just one person has the codes to access to the system, in order to input, extract information and calculate the CPI. Besides, access to some categories of data is restricted to CPI’s staff who need it for their specific tasks.
When unit records are made available or released in order to replicate research, explain conclusions or validate some decisions, the confidentiality of individual data is protected by making all records anonymous. 0.1.4 Ensuring statistical reporting Instituto Nacional de Estadísticas According to the Law Nº 17.374, the INE must collect, process and publish the official statistics as well as submit the Annual Statistical Plan to the President of the Republic. Price index: Consumer prices According to Law Nº 17.374, the INE must collect, process and publish the official statistics as well as submit the Annual Statistical Plan to the President of the Republic. 0.2.1 Staff, facilities, computing resources, and financing Instituto Nacional de Estadísticas The INE is modernizing all computer equipments and sending its employees to capacitate in different courses and topics related with statistics, surveys, economics, etc.
The INE has adequate protection for computers resources, including back-up systems for retrieval of statistical series and updates in order to respond suitably to any unexpected situation.
There are instances in which INE´s facilities are not enough to support all needs at the same time, hence making it difficult to accomplish an adequate performance (there are also some deficiencies in the cooling system, area per worker, etc.). Price index: Consumer prices The CPI’s staff works full capacity, making it difficult to ask for medical licenses for illnesses, vacations, etc., especially in the end of the month. There is also not staff turnover.
There are enough resources to verify the indices, conduct analyses and market research, update the item structure, and make corrections to the market basket weights (at basic levels).
The CPI’s staff have years of experience, are well qualified and posses the needed skills for producing high quality price indices that meet international standards. However, the limited budget, staff aging and salaries lower than private sector wages, could threat the current performance of CPI.
The INE is modernizing all computer equipments, sending its employees to different courses and topics related to CPI. However, since the specific equipment in which CPI is calculated and database is stored and managed, is getting old, it is becoming difficult to update information although its performance is still acceptable.
The INE has adequate protection for computers resources, including back-up systems for retrieval of statistical series and updates in order to respond suitably to any unexpected situation.
Office building does not have the sufficient facilities to accomplish an adequate performance, because cooling system and the superficies per worker are not adequate. 0.2.2 Ensuring efficient use of resources Instituto Nacional de Estadísticas INE is subject to periodical auditory, which can be external or internal, in order to ensure efficient use of resources. There are periodical evaluations of staff performance and once a year there is a personal evaluation.
INE periodically seeks expert assistance to evaluate statistical methodologies and compilation systems or in other cases INE sends its employees outside to be trained in a specific topic. 0.3.1 Monitoring user requirements Instituto Nacional de Estadísticas The new INE’s policies on quality improvement, dissemination, participation, etc. have activated a process to disentangle all its statistics and products in order to accomplish its legal role and duty with the data users, whom are kept informed on specific aspects like timeliness, periodicity, methodology, etc. Price index: Consumer prices Actually, INE is in a process to disentangle all its statistics and products in order to accomplish its legal role and duty with the data users, whom are kept informed on specific aspects like timeliness, periodicity, methodology, etc. 0.4.1 Quality policy Instituto Nacional de Estadísticas In a recently internal transformation made inside the INE, quality was set as one of four big fundamentals (the others are: transparency, compromise and human resources). CPI needs to have a proactive attitude, since it is one of the most important indices used in Chile. 0.4.3 Quality planning Instituto Nacional de Estadísticas Even when all INE’s indices have implicitly incorporated the quality dimension in their processes (quality improvement is a very dynamic procedure) there are cases that don’t have easy solutions. Price index: Consumer prices Even when all INE’s indices have implicitly incorporated the quality dimension in the processes and its quality improvement is a very dynamic procedure, there are cases that don’t have easy solutions. 1.1.1 Impartiality of statistics Instituto Nacional de Estadísticas By Law Nº17.374, INE is administratively decentralized technical agency. Its chiefs and technical directors are elected under public contest, which makes INE a technical institution. In addition, there is a tradition of professionalism that is globally recognized, which is essential to the credibility of its statistical results.
