5.1.1 Statistical presentation

Data are disseminated on two Laspeyres indices (January 2006=100)

(1) Compensation Index per Hour: covers basic wages per hour, incentives, stipends, commissions, vacation payments, cash payments, housing and rental allowances, leave payments, and family allowances.

(2) Labor Cost Index per Hour: includes hourly compensation (as defined above) plus overtime, training costs, reimbursements, welfare service costs, and other (uniforms, clothing, etc.).

The indices are compiled from a monthly survey of a representative sample of the nation. The sample covers 1,231 institutions with more than10 employees, representing nearly 11% of the total economic activity. Every economic sector, excepting agriculture and livestock are covered. Even though the sample is representative at a national level, it is not at a regional level. Thus, it is not feasible to decompose the indices by country regions.

The weights used for the Compensation Index per Hour are based on the number of hours paid in ordinary time, and those for the Labor Cost Index per Hour, on the total hours for hourly cost. The weights are based on mid-2003 and January 2006 values.

The data are also presented as percentage changes: monthly, during the year, and yearly (12 months).

The data are not seasonally adjusted.

Advance dissemination of
release calendar

5.1.3 Advance release calendar

An advance release calendar that gives 12-month-ahead notice of the release dates is posted on Central Bank of Chile’s Internet website (http://www.bcentral.cl/eng/ under 'Economic Statistics'/'SDDS'/'Advance Release Calendar'). The calendar includes the precise release dates for the current calendar year and the approximate release dates for the remaining months. The precise dates for the following calendar year are given no later than the week before the end of the previous year.

The current calendar for the release of all the monthly INE’s statistics is available on INE´s Internet website (http://www.ine.cl) under ‘Sala de Prensa’/´Calendario Indicadores’. The update is made before the end of the year.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by giving to the press INE 's news release "Indicadores Mensuales- Precios y Remuneraciones" (Monthly Indicators – Prices and Wages). The date and time of release are notified in advance by e-mail to the specialized economic press.

Simultaneously, the news is posted on INE´s Internet website (http://www.ine.cl) , under ‘Sala de Prensa’/‘Boletines’. Subsequently the corresponding INE’s series on Internet are updated (under ‘Estadísticas Laborales’/‘Remuneraciones’)

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The responsibility for collecting, processing, and disseminating all official statistics is laid out, by Law, in the National Institute of Statistics (INE). Besides, INE must submit the Annual Statistical Plan to the President of the Republic.

The INE’s Act, Law Nº 17.374, states that the INE is the administratively decentralized technical agency responsible of the official statistics and censuses in Chile.

The Annual Statistical Plan specifically states that the INE must produce and disseminate monthly data on wholesale price index.

0.1.2 Data sharing and coordination among data producing agencies

There are many instances where information is shared; both among institutions and within INE’s different departments.

These include mixed commissions with other institutions like the Central Bank, Ministries, etc.

All these efforts are made in order to avoid duplicates, better use of resources and understand data requirements. 

0.1.3 Confidentiality of individual reporters' data

Articles 29 and 30 of Law Nº 17.374 specify that data provided by respondents must be held confidential and not released in any way, directly or indirectly, that could identify any individual respondent. This is called Statistical Secret.

 

All INEs questionnaires contain explanations that the data being collected are protected by the Statistical Secret, even when the prices are collected by the surveyors in the different stores they must  explain that the information provided is protected by Law.

 

Any infraction to the Law is considered a punishable act by Penal Code, art. 247ª.

 

When unit records are made available or released in order to replicate research, explain conclusions or validate some decisions, the confidentiality of individual data is protected by making all records anonymous.

0.1.4 Ensuring statistical reporting

According to the Law Nº 17.374, the INE must collect, process and publish the official statistics as well as submit the Annual Statistical Plan to the President of the Republic.

The Annual Statistical Plan specifically states that the INE must produce and disseminate monthly data on different Indices, related indices and product indicators.  

Article 22 of the Law 17.374 states fines and legal requirements for those respondents who don’t
cooperate or provide with false data.

0.2.1 Staff, facilities, computing resources, and financing

The INE is modernizing all computer equipments and sending its employees to capacitate in different courses and topics related with statistics, surveys, economics, etc.

However, there is some equipment that is becoming old although their performance is acceptable.   

 

The INE has adequate protection for computers resources, including back-up systems for retrieval of statistical series and updates in order to respond suitably to any unexpected situation.

 

There are instances in which INE´s facilities are not enough to support all needs at the same time, hence making it difficult to accomplish an adequate performance (there are also some deficiencies in the cooling system, area per worker, etc.).   

0.2.2 Ensuring efficient use of resources

INE is subject to periodical auditory, which can be external or internal, in order to ensure efficient use of resources. There are periodical evaluations of staff performance and once a year there is a personal evaluation.

 

INE periodically seeks expert assistance to evaluate statistical methodologies and compilation systems or in other cases INE sends its employees outside to be trained in a specific topic.

0.3.1 Monitoring user requirements

The new INE’s policies on quality improvement, dissemination, participation, etc. have activated a process to disentangle all its statistics and products in order to accomplish its legal role and duty with the data users, whom are kept informed on specific aspects like timeliness, periodicity, methodology, etc.

In fact, all new indices or indices in process to be updated are subject to new and emerging data requirements by the users, and INE has created different meetings with policy departments, academics, ministries and other private sector representatives in order to respond to all requirements and generate a consensus.

0.4.1 Quality policy

In a recently internal transformation made inside the INE,  quality was set as one of four big fundamentals (the others are: transparency, compromise and human resources). These are the basis for accomplishing INEs Mission and Vision.

Besides, there is an internal committee of quality that periodically publishes and imparts quality courses to all INE
s employees.

INE is also implementing externally recognized processes, ISO 9001-2000 that focus on quality.

Even when all INE’s indices have implicitly incorporated the quality dimension in their processes  (quality improvement is a very dynamic procedure) there are cases that dont have easy solutions.

When quality requirements are identified during ongoing monitoring and in periodic reviews, these are addressed explicitly  through incorporating them into the ongoing work program.

1.1.1 Impartiality of statistics

By Law Nº17.374, INE is administratively decentralized technical agency. Its chiefs and technical directors are elected under public contest, which makes INE a technical institution. In addition, there is a tradition of professionalism that is globally recognized, which is essential to the credibility of its statistical results.

 

Once a year there is an individual evaluation in all INEs departments where each departments boss evaluates individual performance, deciding to fire, recruit or promote someone based on relevant aptitude or expertise.

 

The INEs staff is continuously training its staff  in methodology subjects, compilation methods and others topics.

The choice of statistical methods and sources of data is made solely on the basis of statistical, budgetary and updating considerations.

INE makes efforts to provide depth explanations to its users about all INE’s statistical series and their proper use in analyses; in fact INE has explanatory materials and briefings which can be obtained in the INEs internet website, and INE has also a  FAQ page on its webpage and an office of information.

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

INE disseminates its statistical series on its web page and in written bulletins. Law Nº 17.374 and the last Annual Statistical Plan, in Spanish, can be obtained from the INEs web site, http://www.ine.cl under Corporativo /Nuestra Institucion, and under Ley Organica, and Plan Nacional respectively.

1.3.1 Guidelines for staff behavior

All INEs members and new staff have to sign a legal compromise in order to accomplish the Statistical Secret, and they are provided with clear guidelines on ethical standards in legal documents that belong to Law Nº17.374.

Besides, inside the INE there exist a strong culture for maintaining ethical standards.
