0.1.1 Responsibility for collecting, processing, and disseminating statistics

Ministerio de Hacienda y Credito Publico

There is no single law or formal arrangement defining the specific responsibilities of the varios public sector units working on the compilation of fiscal statistics.

The Organic Budget Law (Decree 111 of 1996) published in the "Diario Oficial" (Official Gazette) 42692 of January 18, 1996 establishes the functions to be performed by CONFIS, including the supervision of the Financial Plan, which requires regular monitoring of the nonfinancial public sector.

Decree 085 of 1995 published in the "Diario Oficial" (Official Gazette) 41673 of January 10, 1995, requires that the Dirección General de Crédito Público (General Directorate of Public Credit) provide the Unidad Administrativa de Contabilidad Nacional (National Accounting Administrative Unit) with a general statement of the national government's domestic and external debt.

Decree 085 of 1995, published in the official gazette Diario Oficial 41673 of January 10, 1995 requires the Public Credit Directorate to supply the financial data on the national government’s public debt to the National Accounting Office.

The Decree is 085 of 1995 is available in Spanish, from the Ministry of Finance and Public Credit.

Central government operations

The data on central government operations are published by the Ministerio de Hacienda y Credito Publico as a service to the public.

0.1.3 Confidentiality of individual reporters' data

Under the terms of the Constitution, the data on NFPS are not confidential.

0.2.1 Staff, facilities, computing resources, and financing

The AFPC appears to have sufficient staff to perform its duties but needs more computing resources.

Process are in place to monitor the quality of report received.

However, there is not system to monitor the quality of statistical programs, except through staff meetings to follow progress of the work progam and identify emerging issues associated with the quality of statistics compiled.

The Law is published only in Spanish and may be purchased by the public at Ministerio de Hacienda y Credito Publico offices.

4.3.1 Revision schedule

Final data on National Central Government operations are available to the public one quarter after the end of the fiscal year.

The data are provisional when first published and are subject to revision. Any revisions to the data are accompanied with corresponding explanatory notes in subsequent publications.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The publications containing Nonfinancial public sector operations data do not include methodological notes on the compilation of data.

However, the methodology used can be found in the IMF's "A Manual on Government Finance Statistics".

A copy of the Manual is available to the public at the library of the Ministerio de Hacienda y Credito Publico (Phone: 57 1 2433110) and that of the Banco de la República (Phone: 57 1 2438895).

4.2.1 Internal consistency

The Ministerio de Hacienda y Credito Público's "Documentos CONFIS" and "Indicadores de Coyuntura Económica", and the Banco de la República's "Revista del Banco de la República" publish monthly time series data on National Central Government operations for the period since 1995, as follows:

 

  •  income [revenue] broken down into:

 

    •  tax (domestic and foreign) and

 

    • nontax; and expenditure, broken down into:

 

      •  expenditure on operations,

 

      • expenditure on debt service, and

 

      • expenditure on investment.

 

The monthly "Informe Financiero" published by the Office of the Controller General of the Republic disseminates actual cash operations of the central government, in addition to information on the budgetary execution of the central government revenues and payments of the current year and the previous year.

4.2.2 Temporal consistency

The AFPC traditionally reviews the temporal consistency of the data (monthly data added to quarters and sum of quarterly data equals annual data).

Data are also compared with equivalent periods for early years.

The Banco de la Republica's Internet website disseminates the following series:

  • Revenue: Annual series from 1985, monthly from 1995.
  • Outlays: Annual series from 1985, monthly from 1995.
    • Interest:  Annual series from 1985, monthly from 1995.
  • Deficit or Surplus: Annual series from 1985, monthly from 1995.
  • Domestic Financing: Annual series from 1985, monthly from 1995.
  • External Financing: Annual series from 1985, monthly from 1995.

4.2.3 Intersectoral and cross-domain consistency

The data on government finance may also be cross-checked with the balance of payments and banking data.

 

However, there is no routine reconcilition of GFS with other macroenonomic sectors.

5.1.2 Dissemination media and format

The Ministerio de Hacienda y Credito Público's "Documentos CONFIS" and "Indicadores de Coyuntura Económica."

The Banco de la República's "Revista del Banco de la República."
