The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the Consumer Price Index (two base periods: December 2005=100 and average 2005=100), a modified Laspeyres index. The index that takes average 1995=100 is also calculated.

Indices are compiled for the aggregate CPI (households in total), as well as for the following indices: households of pensioners and households living in Prague. The weights for the aggregate CPI are based on the structure of the average expenditures for all households. The weights for the other CPI are based on the structure of expenditures of a given social or regional group of households.

The main CPI data are not seasonally adjusted, but the aggregate data published are seasonally adjusted with CPI (preceding month=100).

Periodicity

4.1.1 Periodicity

Monthly
Timeliness

4.1.2 Timeliness

Within 15 days after the end of the reference period.
Access by the Public
Advance dissemination of
release calendar

5.1.3 Advance release calendar

The Czech Statistical Office publishes the following advance notice: The "Dates of News Releases in Chronological Order" are issued in December of each year with precise dates for the coming calendar year. At the same time they are posted on the CZSO Internet web site http://www.czso.cz/eng/redakce.nsf/i/home or more precisely http://www.czso.cz/eng/redakce.nsf/i/calendar_of_news_releases (see "List" or "Calendar" with concrete dates).

They are also available in hardcopy from the Information Services Department of the CZSO (Phone +420 274 052 715 and FAX: +420 274 054 070. E-mail: michaela.kralova@czso.cz).

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the news release "Consumer Price Indices - Inflation" at 9:00 a.m. on the day of release.

If asked, on the day of release at 08:00 a.m. ministries, media, associations, labor unions, chambers of commerce, and members of parliament are informed that the data will be disseminated on the CZSO Internet web site http://czso.cz/eng/csu.nsf/kalendar/aktual-isc at 9:00 a.m.

Integrity
Dissemination of terms and
conditions under which
official statistics are
produced, including those
relating to the confidentiality
of individually identifiable
information

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Czech Statistical Office

Statistical surveys carried out by the State Statistical Service (that is, by the Czech Statistical Office [CZSO]), or by statistical units of Government, are governed by the terms of the State Statistical Service Act No. 89/1995 Coll. which came into force on June 15, 1995, and was amended by Act No. 356/1999 Coll., Act. No. 220/2000 Coll., Act. No. 256/2000 Coll., Act No. 411/2000 Coll., Act No. 202/2002 Coll., Act No. 320/2002 Coll., Act No. 81/2004 Coll., Act No. 81/2004 Coll. (part.), Act No. 562/2004 Coll., Act No. 342/2005 Coll., Act No. 245/2006 Coll., and Act No. 230/2006 Coll.

Price index: Consumer prices

The consumer prices data are disseminated by the CZSO as a service to the public on the basis of an internal directive of the CZSO President.

0.1.3 Confidentiality of individual reporters' data

Czech Statistical Office

Protection of individual data represents an important section of the Act.

0.1.4 Ensuring statistical reporting

Czech Statistical Office

The Act also specifies the method of imposing reporting duty on businesses and rules out the imposition of reporting duty on the population. Hence, surveys amongst the population may only be performed voluntarily unless the reporting duty is laid down in a special law, such as for the population census in 2001.

1.1.1 Impartiality of statistics

Czech Statistical Office

The Statistics Act defines the independence of the CZSO and its rights and duties towards the reporting units.

The independence of the CZSO particularly reposes on the fact that the CZSO President is appointed by the President of the Czech Republic, on the basis of a proposal made by the Prime Minister. Although he is not a member of Cabinet, the CZSO President may attend Cabinet meetings. The CZSO budget is approved by the Parliament of the Czech Republic. The CZSO is concerned to honor its independence and objectivity by internal regulations pursuing the objectivity of tools used, such as survey methods, statistical classifications, definitions of indicators, etc., as well as the objectivity of releasing and providing statistical data and information.

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

Czech Statistical Office

The State Statistical Services Act is published in Czech in the "Collection of Laws of the Czech Republic", which is available in all public specialised libraries. Under the terms of the Act on the Collection of Laws, copies are also available at any local authority. The State Statistical Services Act is posted on the CZSO Website.

Identification of internal
government access to data
before release

1.2.2 Internal governmental access to statistics prior to release

Czech Statistical Office

There is no internal government access to the data prior to their release to the public. No government officials have access to the data before they are released to the public.
Identification of ministerial
commentary on the occasion of
statistical releases

1.2.3 Attribution of statistical products

There is no ministerial commentary. A commentary prepared by the CZSO accompanies the release of the data.

Provision of information
about revision and advance
notice of major changes in
methodology

4.3.1 Revision schedule

The data are final when first released and are not subject to revision.

1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques.

A description of any modifications in methodology is published in the relevant issue of the monthly publication "Consumer Price Indices-Detailed Information" Series 7-Prices, at the time the changes are introduced.
Quality
Dissemination of
documentation on methodology
and sources used in preparing
statistics

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

A brief description of the methodology is published in the methodological explanatory notes section of the monthly publication "Consumer Price Indices-Detailed Breakdown" Series 7-Prices.

A more comprehensive description of the methodology and sources used to compile the CPI is published as an independent document after the last comprehensive revision of the index. This document "Consumer Price Indices - Revision 2005" was issued by the Czech Statistical Office in electronic format. It is available in Czech on the CZSO website.

(See also summary methodology)
Dissemination of component
detail, reconciliations with
related data, and statistical
frameworks that support
statistical cross-checks
and provide assurance of
reasonableness

4.2.2 Temporal consistency

The Statistical Yearbook of the Czech Republic publishes the following: (1) average annual data for the last 4 years on the CPI for households in total, broken down into the 12 divisions of COICOP listed above; (2) the group indices of consumer prices are arranged to comply with the structure of the 2001 consumer basket and are rebased to the year 2000 (= 100).
