The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in Czech koruna (CZK), euro, (EUR) and U.S. dollars (USD); imports are published at c.i.f. and f.o.b. valuation, exports – at f.o.b. valuation.

Geographic detail:
Country of origin/destination/consignment. The territorial breakdown is according to ISO 3166 alpha 2.

Commodity detail: Publications according to HS 2, HS 4 and HS 6, or SITC 1, SITC 2, SITC 3 and SITC 4, or CPA 2. More detailed data are available in CN 8 and SITC 5.

Other: According to Regulation (EC) No 1915/2005, since the 1st January 2006 data on net mass in kg is provided only for those items of goods for which the quantity is not given in supplementary units. Considering that the CZSO does not compute Unit Value Indices any more.

Only data on total imports and exports are seasonally adjusted (with Demetra).

5.1.3 Advance release calendar

The Czech Statistical Office publishes the following advance notice: The "Dates of News Releases in Chronological Order" are issued in December of each year with precise dates for the coming calendar year. At the same time they are posted on the CZSO Internet web site  http://www.czso.cz/eng/redakce.nsf/i/home or more precisely http://www.czso.cz/eng/redakce.nsf/i/calendar_of_news_releases (see "List" or "Calendar" with concrete dates).

They are also available in hardcopy from the Information Services Department of the CZSO (phone +420 274 052 715 and Fax: +420 274 054 070. e-mail: michaela.kralova@czso.cz).

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the news release "External Trade" at 9:00 a.m. on the day of release on the CZSO Internet web site http://www.czso.cz/eng/csu.nsf/kalendar/aktual-vzo.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Czech Statistical Office

Statistical surveys carried out by the State Statistical Service (that is, by the Czech Statistical Office [CZSO]), or by statistical units of Government, are governed by the terms of the State Statistical Service Act No. 89/1995 Coll. which came into force on June 15, 1995, and was amended by Act No. 356/1999 Coll., Act. No. 220/2000 Coll., Act. No. 256/2000 Coll., Act No. 411/2000 Coll., Act No. 202/2002 Coll., Act No. 320/2002 Coll., Act No. 81/2004 Coll., Act No. 81/2004 Coll. (part.), Act No. 562/2004 Coll., Act No. 342/2005 Coll., Act No. 245/2006 Coll., and Act No. 230/2006 Coll.

Merchandise trade

The merchandise trade data are disseminated by the CZSO as a service to the public on the basis of an internal directive of the CZSO President.

Legislative framework: In terms of legislation, external trade statistics are governed in particular by the following legal regulations of the European Communities, as amended:

Regulation (EC) 638/2004 of the European Parliament and of the Council of March 31, 2004, on Community statistics relating to the trading of goods between Member States and repealing Council Regulation (EEC) No 3330/91;

Commission Regulation (EC) No 1982/2004 of November 18, 2004, implementing Regulation (EC) No 638/2004 of the European Parliament and of the Council on Community statistics relating to the trading of goods between Member States and repealing Commission Regulation (EC) No 1901/2000 and (EEC) No 3590/1992;

Council Regulation (EC) No 1172/95 of 22 May 1995 on the statistics relating to the trading of goods by the Community and its Member States with non-member countries;

Commission Regulation (EC) No 1917/2000 of  7 September 2000 laying down certain provisions for the implementation of Council Regulation (EC) No 1172/95 as regards statistics on external trade;

Commission Regulation (EC) No 1833/2006 of 13 December 2006 on the nomenclature of countries and territories for the external trade statistics of the Community and statistics of trade between the Member States;

Council Regulation (EEC) No 2658/87 of 23 July 1987 on the tariff and statistical nomenclature and on the Common Customs Tariff;

Commission Regulation (EC) No 1719/2005 of 27 October 2005 amending Annex I to Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff;

Council Regulation (EEC) No 2913/92 of October 12, 1992 establishing the Community Customs Code;

Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code;

Commission Regulation (EC) No 1949/2005 of 28 November 2005 amending Regulation (EC) No 1917/2000 with regard to specific movements and the exclusion of trade relating to repair transactions;

Commission Regulation (EC) NO 1214/2007 of 20 September 2007 amending Annex I to Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff;

Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax.

0.1.2 Data sharing and coordination among data producing agencies

The source of information on external trade is data collected by customs authorities. Starting from processing of the January 2004 data, data collection and the first check are carried out by the Directorate General of Customs (DGC). The Czech Statistical Office is responsible agency for the compilation and dissemination of trade statistics.

0.1.3 Confidentiality of individual reporters' data

Protection of individual data represents an important section of the Act.

Merchandise trade

The CZSO collects the real 8-digit CN codes.

The principle of passive confidentiality is applied according to Art. 11 of the Regulation (EC) No 638/2004 of the European Parliament and of the Council of 31 March 2004 on Community statistics relating to the trading of goods between Member States and repealing Council Regulation (EEC) No 3330/91 and Art. 22 of the Council Regulation (EC) No 1172/95 of 22 May 1995 on the statistics relating to the trading of goods by the Community and its Member States with non-member countries.

0.1.4 Ensuring statistical reporting

The Act also specifies the method of imposing reporting duty on businesses and rules out the imposition of reporting duty on the population. Hence, surveys amongst the population may only be performed voluntarily unless the reporting duty is laid down in a special law, such as for the population census in 2001.

Merchandise trade

Surveys on external trade of the Czech Republic are governed by the following national legislation:

The Customs Act No 13/1993 Sb., as amended;

Decree No 201/2005 Sb. of the Czech Statistical Office and of the Ministry of Finance on statistics on exported and imported goods and on the way of communicating data on trade between the CR and other Member States of the European Communities;

Decree No 563/2006 amending Decree No 201/2005 Sb., on statistics on exported and imported goods and on the way of communicating data on trade between the CR and other Member States of the European Communities;

Decree No 393/2008 amending Decree No 201/2005 Sb., on statistics on exported and imported goods and on the way of communicating data on trade between the CR and other Member States of the European Communities, as amended by Decree No 563/2006 Sb.;

Decree No 199/2004 Sb. of the Ministry of Finance laying down certain provisions of the Customs Act and repealing certain decrees regulating exemption from import duty and non-preferential origin of goods, as amended;

Act No 235/2004 Sb., on Value Added Tax, as amended;

Act No 337/1992 Sb., on Administration of Taxes and Fees, as amended;

Act 513/1991 Sb., the Commercial Code;

Act 563/1991 Sb., the Accounting Act, as amended.

1.1.1 Impartiality of statistics

The Statistics Act defines the independence of the CZSO and its rights and duties towards the reporting units.

The independence of the CZSO particularly reposes on the fact that the CZSO President is appointed by the President of the Czech Republic, on the basis of a proposal made by the Prime Minister. Although he is not a member of Cabinet, the CZSO President may attend Cabinet meetings. The CZSO budget is approved by the Parliament of the Czech Republic. The CZSO is concerned to honor its independence and objectivity by internal regulations pursuing the objectivity of tools used, such as survey methods, statistical classifications, definitions of indicators, etc., as well as the objectivity of releasing and providing statistical data and information.

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

Czech Statistical Office

The State Statistical Services Act is published in Czech in the "Collection of Laws of the Czech Republic", which is available in all public specialised libraries. Under the terms of the Act on the Collection of Laws, copies are also available at any local authority. The State Statistical Services Act is posted on the CZSO Website.

1.2.2 Internal governmental access to statistics prior to release

There is no internal government access to the data prior to their release to the public. No government officials have access to the data before they are released to the public.

A commentary prepared by the relevant division of the CZSO accompanies the release of the data.

4.3.1 Revision schedule

The data are preliminary when first released. To incorporate returns which were not included in the previous processing for various reasons, the data are updated. These returns are always included in the data for the period in which the goods were cleared through Customs, and the data for individual months are thus gradually updated. Since September 2003, the CZSO has changed the way of updating monthly results from monthly- to quarterly- base. That means that monthly data remain constant in the course of a quarter.

 

Updated data for the whole period from the beginning of a year will always be published together with preliminary data for the first month of the following quarter, i.e. updates are coming out in May (1st quarter), September (1st-2nd quarters), December (1st-3rd quarters) and February (1st-4th quarters). Updated and final data for the preceding year will be published together with updates for the 1st quarter (i.e. in May) and the 1st-2nd quarters (in September), respectively. The revised and final monthly data are published in the relevant issue of the news release.

The status of the data is indicated in the publications.
