The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated (as a number and as a percentage of labor force) on registered unemployment and vacancies as on the last day of the month.

The monthly "Statistical Newsreel" of the MSLA publishes detailed data on:

  1. The whole number of registered unemployed (and the number of "available" unemployed) in the Czech Republic at the end of the reference month showing:
    a) Those registered by labor offices (compared with previous periods);
    b) The number of newly registered during the month;
    c) The number of persons removed from the register;
    d) The number of placed job applicants;
    e) The number of labor offices with an increase/decrease in the number of unemployed;
    f) Unemployment among women;
    g) School leavers unemployment (including the unemployed up to 18 years of age);
    h) Number of disabled persons;
    i) The number of persons on unemployment benefit;
    j)  The registered unemployment rate; and
    k) The register of vacancies;
  2. Data for the two previous years on:
    a) The numbers of registered unemployed;
    b) The unemployment rate; and
    c) Registered vacancies;
  3. Data broken down by Czech Republic districts on:
    a) Unemployment rates;
    b) The number of job applicants per vacancy;
    c) Increases and decreases;
    d) Job applicants broken down into women, men, school leavers, the handicapped, persons on unemployment benefit;
    e) Registered unemployment rates; and

Data for individual districts on:
a) The numbers of newly registered during the month;
b) Those removed from the register;
c) The numbers of placed job applicants;
d) Re-trainees (in total and those on benefits); and
e) Vacancies (the total number, of which for school leavers, and the handicapped).

In addition to the data published by the MLSA, data on unemployment are compiled and published by the Czech Statistical Office as follows: the quarterly "Employment and Unemployment in the Czech Republic as measured by the LFSS" publishes data based on the Labor Force Sample Survey (LFSS) which is conducted four times a year.

Breakdowns are disseminated down to the district level.

The data are not seasonally adjusted.

An advance release calendar of the precise release dates is available on website http://portal.mpsv.cz/sz/stat.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing a news release, "Monthly Statistics on Unemployment and Vacancies", to the Czech Press Agency (CTK) and at news conferences held on the day of release by the MLSA.

Copies of the news release can be obtained by the press and the public at the news conferences, and at the press service of the MLSA. A summary of the data is also disseminated on the MLSA's Internet website (http://www.mpsv.cz/clanek.php?lg=2&id=1604) on the day following the news release.

Older data are available on the Internet website of the MLSA Employment service administration – still only in Czech (http://portal.mpsv.cz/sz/stat).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Czech Statistical Office

Statistical surveys carried out by the State Statistical Service (that is, by the Czech Statistical Office [CZSO]), or by statistical units of Government, are governed by the terms of the State Statistical Service Act No. 89/1995 Coll. which came into force on June 15, 1995, and was amended by Act No. 356/1999 Coll., Act. No. 220/2000 Coll., Act. No. 256/2000 Coll., Act No. 411/2000 Coll., Act No. 202/2002 Coll., Act No. 320/2002 Coll., Act No. 81/2004 Coll., Act No. 81/2004 Coll. (part.), Act No. 562/2004 Coll., Act No. 342/2005 Coll., Act No. 245/2006 Coll., and Act No. 230/2006 Coll.

Labor market: Unemployment

The analytical framework and duties of the Ministry of Labor and Social Affairs (MLSA) are based on paragraph 2 of the Employment Act, No. 435/2004 of the Coll., which came into force on October 1, 2004 (”…monitor and evaluate the situation on the labor market on an ongoing basis and prepare prognoses and strategies for developing employment…”).

The Employment Act, No. 435/2004 of the Coll., defines and classifies registered unemployed persons and specifies which categories of citizens are disadvantaged ("at risk") in the labor market. The whole framework is adjusted in methodological instructions by the Employment Service Administration regulating Labor Offices.

The data on unemployment are disseminated by the MLSA as a service to the public.

0.1.3 Confidentiality of individual reporters' data

Protection of individual data represents an important section of the Act.

0.1.4 Ensuring statistical reporting

The Act also specifies the method of imposing reporting duty on businesses and rules out the imposition of reporting duty on the population. Hence, surveys amongst the population may only be performed voluntarily unless the reporting duty is laid down in a special law, such as for the population census in 2001.

Labor market: Unemployment

According to The Act No. 435/2004, Collection of Laws, disadvantaged in the labor market include adolescents, school leavers aged under 30, pregnant women, women taking care of children up to 15 years of age, unemployed young people aged under 25, the unemployed aged over 50, the long-term unemployed (over 6 months), disabled persons, and citizens who need special assistance or are not socially assimilated.

1.1.1 Impartiality of statistics

The Statistics Act defines the independence of the CZSO and its rights and duties towards the reporting units.

The independence of the CZSO particularly reposes on the fact that the CZSO President is appointed by the President of the Czech Republic, on the basis of a proposal made by the Prime Minister. Although he is not a member of Cabinet, the CZSO President may attend Cabinet meetings. The CZSO budget is approved by the Parliament of the Czech Republic. The CZSO is concerned to honor its independence and objectivity by internal regulations pursuing the objectivity of tools used, such as survey methods, statistical classifications, definitions of indicators, etc., as well as the objectivity of releasing and providing statistical data and information.

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

Czech Statistical Office

The State Statistical Services Act is published in Czech in the "Collection of Laws of the Czech Republic", which is available in all public specialised libraries. Under the terms of the Act on the Collection of Laws, copies are also available at any local authority. The State Statistical Services Act is posted on the CZSO Website.

There is no internal government access to the data prior to their release to the public. No government officials have access to the data before they are released to the public.

Methodological notes are published in the quarterly Labor Force Sample Survey Results in the Czech republic.

4.2.1 Internal consistency

In addition to the data published by the MLSA, data on unemployment are compiled and published by the Czech Statistical Office (ILO methodology). These data can be compared with the MLSA data.

4.2.2 Temporal consistency

The CSO's annual "Labor statistics: Time series of Basic Indicators" publishes yearly and monthly data since 1990 on trends of unemployment rate and job applicants by structure and by regions.
