Coverage characteristics

5.1.1 Statistical presentation

Data cover EU Member States, Romania and Norway.

Debt means total gross debt at nominal value outstanding at the end of the year and consolidated between and within the sectors of general government (ref. Maastricht Treaty, Protocol on the excessive deficit procedure)

‘Quarterly government debt’ means the total gross debt at nominal value outstanding at the end of each quarter of the sector of general government (ref. Council Regulation No 1222/2004).

Rules on statistical compilation

Council Regulation (EC) N° 322/97 of 17 February 1997 on Community Statistics (OJ N° L 52/1) sets the rules for General provisions, the Community statistical program and its implementation, Principles, Dissemination, Statistical confidentiality and Final provisions.

National accounts are compiled in accordance with the European System of Accounts (ESA 1995) adopted in the form of a Council Regulation (EC) dated 25 June 1996, No 2223/96. A consolidated version incorporating related legislation is available on http://europa.eu.int/eur-lex/en/consleg/main/1996/en_1996R2223_index.html

Quarterly government debt are compiled with reference to COUNCIL REGULATION (EC) No 1222/2004 of 28 June 2004 (OJ No L 233/1) concerning the compilation and transmission of data on the quarterly government debt.

0.1.3 Confidentiality of individual reporters' data

Eurostat

Council Regulation (CE) No 322/97 of 17 February 1997 (OJ No L 52/1) and Council Regulation (EURATOM, EEC) no 1588/90 of 11 June 1990 on the transmission of the data subject to statistical confidentiality to the Statistical Office of the European Communities (OJ No L 151/ 1) stipulates the detailed rules used for receiving, processing and disseminating the confidential data.

Revisions may be done with each new data transmission every quarter.

Major changes in methodology may occur as a result of EU legislation or Eurostat decisions (following a consultation procedure with Member States), and therefore announced in the Official Journal of the European Communities or else in a press release.

The ESA95 methodology is referred to in Council Regulation (EC) N° 2223/96 and subsequent legal amendments.

4.2.1 Internal consistency

National data may be available from official national sources.

The consistency of aggregated data with its sub-components is validated before publication. Debt at the end of the fourth quarter of each year is validated against annual data provided for the EU excessive deficit procedure.
