Short-term statistics give information on a wide range of economic activities according to the NACE Rev.1 classification (Statistical Classification of Economic Activities in the European Community).

This heading covers the following indicator:
Industry - Production Index. Coverage: Sections C, D and E.

The deadlines for the industrial index may be up to 15 calendar days longer for those Member States whose value added in Sections C, D and E, respectively section F of NACE Rev.1 in a given base year represents less than 3% of the European Community total.

The precise date of data release is disseminated on the website at http://europa.eu.int/comm/eurostat (select language and release calendar) and on the Advance Release Calendar of the euro area page on the DSBB.

Rules on statistical compilation

Council Regulation (EC) N° 322/97 of 17 February 1997 on Community Statistics (OJ N° L 52/1) sets the rules for General provisions, the Community statistical program and its implementation, Principles, Dissemination, Statistical confidentiality and Final provisions.

Production index

The legal basis for the indicators is the Council Regulation No 1165/98 of 19 May 1998 concerning short-term statistics , amended by the Regulation No 1158/2005 of 6 July 2005 concerning short-term statistics, referred hereafter as the STS Regulation.

The definitions of short-term statistics variables are laid down in Commission Regulation No 1503/2006 of 28 September 2006  implementing and amending Council Regulation N° 1165/98 of 19 May 1998 concerning short-term statistics as regards the definition of variables.

The classification by the main industrial groupings (MIGS) is laid down in Commission Regulation N° 586/2001 of 26 March 2001 on implementing Council Regulation N° 1165/98 of 19 May 1998 concerning short-term statistics as regards the definition of Main Industrial Groupings.

0.1.3 Confidentiality of individual reporters' data

Eurostat

Council Regulation (CE) No 322/97 of 17 February 1997 (OJ No L 52/1) and Council Regulation (EURATOM, EEC) no 1588/90 of 11 June 1990 on the transmission of the data subject to statistical confidentiality to the Statistical Office of the European Communities (OJ No L 151/ 1) stipulates the detailed rules used for receiving, processing and disseminating the confidential data.

1.2.2 Internal governmental access to statistics prior to release

The news releases are forwarded for information purposes to the Cabinet of the Commissioner responsible for Eurostat on the evening before the news release's publication. No advance information is given to the Commissioner’s Cabinet for the indicators that are not published in the news release.

The European Central Bank receives the European aggregates under embargo and for internal use only, prior to its release to the public

4.3.1 Revision schedule

Data are revised when additional information from national statistical authorities becomes available.

Methodological recommendations for the collection and compilation of indices are published in "Methodology of  Short-term Business Statistics, Interpretation and guidelines", 2006. Detailed methodological information about Member States practice is available online.

4.2.1 Internal consistency

Eurostat aggregates Member States data to produce geographical aggregates such as the euro-area. The aggregated indices can be disseminated in four presentation forms:

  • Working day adjusted
  • Seasonally adjusted
  • Trend

Depending on the index and presentation form, the aggregation is different:

  • Working day adjusted aggregates: weighted compilation of the nationally working day adjusted data (production index, turnover indices in retail trade) ;

Eurostat approach in seasonal adjustments corresponds to the direct seasonal adjustment method.

Data on Short-term Statistics are disseminated in full detail in the domain EBT. A subset of the most important indicators is disseminated as well in the domain Euroind/IS.
