Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in millions of Euro. The official reserve assets show the following component detail: monetary gold, the reserve position in the IMF (quota and currency held by the IMF); SDRs (allocations, purchases and uses), convertible foreign currency and financial derivatives. For some components the information is also given in original units (troy ounces and SDRs).

The complete template is disseminated.

Monthly for both official reserve assets and the complete reserves template data.
Timeliness

One week after the end of the reference month for official reserve assets, and three weeks for the complete reserves template data.

An advance release calendar for the official reserves and the complete template which gives one-quarter-ahead notice of the release dates is disseminated on the Internet (http://www.bde.es/estadis/estadise.htm).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The compilation and dissemination of the data by the Banco de España are governed in part by Law 13/1994 on the Autonomy of the Banco de España. Article 7.5 f requires the Banco de España to produce and disseminate statistics in the fields under its responsibility.

Furthermore, the National Statistical Plan 2009-2012, which is prepared every four years and is approved by Real Decreto (Royal Decree) and published in the “Boletín Oficial del Estado” (Official Gazette), entrusts the Banco de España with the compilation of the Balance of Payments and International Investment Position statistics, the Survey of Households Finance and the Financial Accounts.

International reserves and foreign currency liquidity

The collection of information on foreign transactions that is used for the compilation of balance of payments statistics is covered by the Law 19/2003, of the Ministry of Economy and Finance, on transactions with the foreign sector.

There is no ministerial commentary accompanying the release of the data. The statistical publications of the Banco de España do not contain interpretative comments. Should there be any such commentary, this is disseminated in articles of economic interest in specific non-statistical publications of the Banco de España, e.g. the "Boletín Económico".

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The Banco de España publishes methodological notes, in Spanish and English, in the "Boletín Estadístico" and in the annual report on the Balance of Payments and International Investment Position. The "Boletín Estadístico" of November 1997, in Spanish, included notes for the international investment position, including one section for international reserve assets.

4.2.2 Temporal consistency

Data prior to 1999 (start of Stage Three of EMU) also include foreign currency denominated claims on non Spanish euro-area residents and, therefore, are not comparable to data as from 1999 onwards.
Data Category Notes: Supplemental metadata referring to euro area-wide aggregates prepared by the ECB can be accessed by clicking (http://dsbb.imf.org/Applications/web/euronote/). It should be noted that the dissemination of these euro area pages does not imply any obligation on the part of the ECB under the SDDS, but is instead intended to enable the National Central Banks of euro area member states to complement the information on their national statistics that they already disseminate as SDDS subscribers.
