5.1.3 Advance release calendar

An advance release calendar which gives at least one-quarter-ahead notice of the precise release dates is disseminated on INE's Internet website (http://www.ine.es).

The advance release calendar that shows the precise release dates for the coming year is disseminated in the last quarter of each year. The calendar is presented to the media at a news conference, and is also disseminated on the INE's Internet website.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the press release "Indices de Producción Industrial". At the same time, the data are also sent by fax to subscribers, and are posted on the INE´s Internet website (http://www.ine.es)  almost immediately after the press release is issued.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The compilation and dissemination of the data are governed by the Statistical Law No. 12/1989 "Ley de la Función Estadística Pública" of May 9, 1989, and Law No. 4/1990 of June 29 on “Presupuesto General del Estado para 1990,” amended by Law No. 13/1996 "Medidas Fiscales, Administrativas y del Orden Social" of December 30, 1996.

0.1.3 Confidentiality of individual reporters' data

Law No. 12/1989 specifies that the INE cannot publish, or make otherwise available, individual data or statistics that would enable the identification of data for any individual person or entity (Article 13).

Furthermore, Law No. 15/1999 of December 13 on Data Protection contains provisions on confidentiality.

0.1.4 Ensuring statistical reporting

Law 4/1990 of June 29 on “Presupuesto General del Estado para 1990,” amended by Law No. 13/1996, makes it compulsory for all households and enterprises to respond to the statistical questionnaires included in the National Statistical Plan.

Law No. 12/1989 establishes the statistical independence of INE in terms of statistical methodology, the publication and dissemination of results, and the design of standard systems on concepts, definitions, statistical units, classifications, nomenclatures and codes for data classification and results presentation (Article 30).

Law No. 12/1989 requires the dissemination to the public of all statistical data included in the National Statistical Plan - a four-year plan, which is approved by "Real Decreto" [Royal Decree] (Article 20).

The Law No. 12/1989, the Law No. 4/1990 and the Law No. 13/1996, and the Royal Decree are available in Spanish on the official website for the "Boletín Oficial del Estado" (http://www.boe.es) . The Law No. 12/1989 (in Spanish and English) and the Royal Decree (in Spanish) are also available on INE´s Internet website (http://www.ine.es).

1.3.1 Guidelines for staff behavior

4.3.1 Revision schedule

The data are provisional when first released. Although there is no regular revision policy, the data may be updated after the receipt of additional information from enterprises. The revised data are disseminated on the INE's Internet website and TEMPUS database, but there is no notification of when the data become final.

Provisional data are indicated as such in publications.

1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques.

Advance notice of major changes in methodology expected to take place during a particular year is given in the annual publication "Plan de actuación del Instituto Nacional de Estadística", which is published in Spanish in the last quarter of the previous year. 4.2.2 Temporal consistency

The INE's TEMPUS database disseminates monthly time series data for the period since January 1975.
