Coverage characteristics

5.1.1 Statistical presentation

From 2001, the consumer price index (CPI) data are disseminated on the basis of an annually chain linked Laspeyres index (1997=100). The index covers the whole country and all economic groups except people living in institutions.

The index is compiled using a sample of more than 500 separate goods and services for which price movements are measured in about 1,000 outlets in 10 areas once a month. The CPI is calculated on the basis of approximately 15,000 separate price quotations. The prices include any taxes. The observation period is the week including the 15th of the month.

The weights are derived from the quarterly estimates of the Estonian Family Expenditure Survey; national accounts estimates of private final consumption and administrative information. From 2001, the weights are updated each year. In recent years the index has been re-based and the weights revised in the third quarter of 1990, in June of 1992, in 1993 and 1997.

The index is not seasonally adjusted.

release calendar

5.1.3 Advance release calendar

A calendar of precise release dates for the entire year is published at the beginning of the calendar year in a separate news release. In order to meet the quarter-ahead requirement of the SDDS for the first quarter of the year, Estonia is posting an advance release calendar on the SOE Internet website http://www.stat.ee and the DSBB http://dsbb.imf.org at the end of September of the previous year. A notice to this effect is given in a weekly calendar of publications which is published every Friday at 9:00 AM.
Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties without exception at 9:00 (local time) on the day of release by issuing a news release, "Consumer Price Index", which is sent to all interested parties, including the media, at their request either by fax or by e-mail. At the same time, the news release is also published on the Internet website of the SOE (http://www.stat.ee).

4.2.1 Internal consistency

Indices for the 12 main groups are published in the monthly "Estonian Statistics" no later than one month after the news release.

The monthly "Main Social and Economic Indicators of Estonia" publishes index changes (monthly, quarterly, and annually) compared with the previous period, and with the same period in the previous year, since 1996.

The "Statistical Yearbook of Estonia" and the December issue of the monthly "Estonian Statistics" publish a summary of the monthly data for the year.

4.2.2 Temporal consistency

Monthly time series data showing the CPI for the period since January 1998 are published on the SOE Internet website (http://www.stat.ee).
