Coverage characteristics

5.1.1 Statistical presentation

The monthly statement La situation du budget de l'Etat provides the following information: central government budget (budgetary organizations of central government excluding various central government agencies, local government, and social security); detailed presentation of central government expenditure and revenue ("budget general"); and the general execution balance broken down into the general budget balance and special treasury account balances. The Situation Provisoire des Operations du Tresor (SPOT), which is published in the Notes Bleues de Bercy, provides information on the central government financing by type of debt instrument, broken down into negotiable instruments (OAT, Treasury bills and notes), non-negotiable instruments and cash position.

France is availing itself of a flexibility option on the timeliness of the central government operations data.

Advance dissemination of
release calendar

5.1.3 Advance release calendar

The data release date is included in the calendar for the four coming months, issued by I.N.S.E.E. on the 25th of each month. The general public can gain direct access to this calendar on I.N.S.E.E. 's web site (http://www.insee.fr/en/agenda/agenda_indic.asp). This calendar is also published once a month in INSEE's Tableau de bord hebdomadaire (in French).

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The monthly statement La situation de budget de l'Etat is sent by post simultaneously to all users. The statement may also be accessed on the Internet at (http://www.finances.gouv.fr/minefi/minefi_ang/chiffres/index.htm).The Notes Bleues de Bercy, which includes SPOT, is available by subscription and is published (abstracts only) on the Internet at (http://www.minefi.gouv.fr/minefi/recherche/index.phtml).

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

Data provided by the Directorate of Government Accounting refer to the annual approved budgets ("lois de finances") and, where applicable, supplementary budgets ("lois de finances rectificatives"). Additional methodological information and factual commentaries are published with the monthly data .

4.2.1 Internal consistency

Accounting data are compared to N-1 or N-2 data for expenditure, N-1 data for revenue. They can be cross-checked subsequently with the Summary Statements of Treasury Operations (SROT) and the general accounting records of the fiscal administration.
