The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on:
- merchandise exports (free on board values in millions of French francs),
- imports (both free on board and cost insurance freight values in French francs for total imports, only fob values in millions of French francs for detailed data), and
- balances (in millions of French francs)
Data are published both unadjusted and adjusted for seasonal factors and working days.
Data are based on:
- harmonized forms (Intrastat forms) for European Union internal trade
- Customs declaration for trade with other countries.
Data cover merchandise trade for continental France and the overseas « départements » (Guadeloupe, Martinique, Guyane, and Réunion) without any restriction on goods or countries. Statistics follow special trade methodology.

release calendar

5.1.3 Advance release calendar

The data release date is included in the calendar for the four coming months, issued by I.N.S.E.E. on the 25th of each month. The general public can gain direct access to this calendar on I.N.S.E.E. 's web site (http:// www.insee.fr/fr/indicateur/indic_conj/liste_indice.asp). This calendar is also published once a month on I.N.S.E.E's "Tableau de bord hebdomadaire" (in French).

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are first released through a press release "Le chiffre du commerce extérieur" at 8:45 a.m. by the DGDDI. (see Dissemination formats page), provided to the media under embargo before release. The data are also posted on the French government website (http://lekiosque.finances.gouv.fr) and later published in INSEE's "Information rapides" (in French only).

All statistics collected and published by Insee are governed by the statistical Law (« Loi (modifiée) du 7 juin 1951 sur l'obligation, la coordination et le secret en matière de statistique », published in the « Journal officiel de la République française ») and the data processing and privacy protection Law (« Loi du 6 janvier 1978 relative à l'informatique, aux fichiers et aux libertés » (in French) » published in « Journal officiel de la République française »).

0.1.3 Confidentiality of individual reporters' data

Under the provisions of the Statistical Law (« Loi (modifiée) du 7 juin 1951 sur l'obligation, la coordination et le secret en matière de statistique, and the data processing and privacy protection Law (« Loi du 6 janvier 1978 relative à l'informatique, aux fichiers et aux libertés »  Insee cannot publish, or otherwise make available to one individual or organization, statistics that could enable the identification of data for any individual person or entity.

Insee has been repeatedly and publicly recognized by the government as fully intellectually independent: it decides by itself which data to collect, which methodology to use, and which results and commentaries are published.

1.2.2 Internal governmental access to statistics prior to release

The offices of the Minister of Finance and of the Minister of Foreign Trade have access to the data than 6:00 p.m. the day before the day of release.

1.2.3 Attribution of statistical products

No ministerial commentary is attached to the release of data. Occasionally, there can be a ministerial commentary generally issued in the afternoon after the publication. For more information, fax the DGDDI contact person.

4.3.1 Revision schedule

Revised data are disseminated every month along with new monthly results.

Data are provisional, and indicated as such.

Changes in methodology are notified along with the data after implementation. Changes in methodology are notified in advance (in general two months in advance), in the calendar of release dates, and in DGDDI 's « Le chiffre du commerce extérieur ».

4.2.1 Internal consistency

Data are disseminated on web site (http:/www.lekiosque.finances.gouv.fr) by product (macro-economic classification) and main commercial partners (about 50 ).

4.2.3 Intersectoral and cross-domain consistency

The foreign trade statistics results are used, among others, in the compilation of the national accounts and for preparing the balance of payments.

Consistency with national accounts: Data are disseminated on web site (http:/www.lekiosque.finances.gouv.fr) by product (macro-economic classification) and main commercial partners (about 50 ). Data using SITC (UNO's International Trade Classification ) rev. 3, harmonized system and other product classification are available on request to the DGDDI 's contact person.

Consistency with balance of payments: The foreign trade statistics are in accordance with the UN guidelines on International Merchandise Trade Statistics and with the Balance of Payments Manual of the International Monetary Fund, except for a few difference such as:

Balance of payment does not take into account:

- the movements of goods without transfer of property;
- movements of goods for repair and processing;


Balance of payment takes into account ship and aircraft fuelling.
