5.1.1 Statistical presentation

The official reserve assets and the data template on international reserves and foreign currency liquidity, disseminated within one week and one month respectively after the end of the reference month, are compiled in accordance with the IMF's Operational Guidelines.

Data on international reserve assets are disseminated in billions of US dollars. Data in the data template on international reserves and foreign currency liquidity are disseminated in millions of US dollars.

Data on assets and liabilities vis-a-vis the Mainland of China are treated as external positions.

5.1.3 Advance release calendar

An advance release calendar giving the precise release dates for the coming calendar year is issued in a press release in October of each year for both the official reserve assets and the data template on international reserves and foreign currency liquidity.

The data are available to all simultaneously through the press releases which disseminate respectively the official reserve assets and the data template on international reserves and foreign currency liquidity.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Hong Kong Monetary Authority

The Exchange Fund (Amendment) Ordinance 1992, which provides the Financial Secretary with the power to appoint a Monetary Authority to assist him in the performance of his functions under the Exchange Fund Ordinance (Cap. 66), came into operation on 1 April 1993. Section 7 of the Exchange Fund Ordinance requires that the accounts of the Exchange Fund be audited in accordance with the directive of the Chief Executive of Hong Kong SAR.

International reserves and foreign currency liquidity

The HKMA published quarterly figures on the foreign currency assets of the Exchange Fund for the first time at the end of September 1995 (with quarterly figures from December 1993) and moved on to monthly disclosures from the end of January 1997.

The Exchange Fund (Amendment) Ordinance 1992, which provides the Financial Secretary with the power to appoint a Monetary Authority to assist him in the performance of his functions under the Exchange Fund Ordinance (Cap. 66), came into operation on 1 April 1993. 0.4.2 Quality monitoring

The annually published balance sheet is audited by the Director of Audit of the Hong Kong SAR government. Interim monthly balance sheets are subject to internal review.

Explanatory notes accompany the data published in the HKMA's Monthly Statistical Bulletin.

Information on the principal accounting policies is disclosed in the notes to the Financial Statements of the audited annual financial statements of the Exchange Fund published in the HKMA Annual Report.

4.2.1 Internal consistency

The "Exchange Fund Abridged Balance Sheet" is published monthly via press release approximately 4 weeks after the end of the reference month. The asset side of the Abridged Balance Sheet of the Exchange Fund comprises: foreign currency assets (including gold) and Hong Kong dollar assets. The liability side comprises: Certificates of Indebtedness; Government-issued currency notes and coins in circulation; Balance of the banking system; Exchange Fund Bills and Notes (collectively form the Monetary Base of Hong Kong); Placements by other Hong Kong SAR government funds; Placements by banks, Placements by Hong Kong statutory bodies and other financial institutions; and Other liabilities.

4.2.2 Temporal consistency

Beginning in January 1999, the HKMA Monthly Statistical Bulletin publishes monthly time series balance sheet data. (For the period from Dec 1993 to Dec 1998, half-yearly data are available.) The Bulletin is published on the HKMA Internet website (http://www.info.gov.hk/hkma/eng/public/index.htm).

The HKMA Annual Report contains audited balance sheets of the Exchange Fund at 31 December of the current and preceding year.
