Coverage characteristics

5.1.1 Statistical presentation

 

  • Data are disseminated in crore of rupees (1 crore=10 million) on the analytical accounts of the banking sector, covering the accounts of the Reserve Bank of India (RBI), the commercial banks, and the cooperative banks.

 

  • Data are disseminated on the following:

    (1) M3, including currency with the public, demand and time deposits of commercial and cooperative banks, and "other" deposits with the RBI. (Broad money comprises only the monetary liabilities of the banking sector.)

    (2) Net domestic credit to general government, comprising the credit of both the RBI and the commercial and cooperative banks. (The data cover credit to the central government and the state governments. Local governments are not permitted to borrow.)

    (3) Domestic credit to the "commercial" sector, covering the credit of both the RBI and the commercial and cooperative banks. (The "commercial" sector comprises the entire non-banking non-government sector which includes both the private sector and the non-banking public enterprises.)

    (4) Net foreign exchange assets (that is, the net foreign position) of the RBI and commercial and cooperative banks. (The net foreign positions are not defined strictly on a residency basis, particularly for deposits.)

4.1.1 Periodicity

Every two weeks (every alternate Friday).

5.1.3 Advance release calendar

An advance release calendar which provides notice of the precise release dates is disseminated on the Reserve Bank of India's Internet website under the heading "Statistics".

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by publishing the relevant issue of the RBI's Weekly Statistical Supplement and by concurrently posting the data on the RBI's Internet website (http://www.rbi.org.in/) under the heading "Statistics/Weekly".

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Reserve Bank of India

The data are compiled and disseminated under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949.

- Section 43 of the RBI Act requires the RBI to publish every two weeks a consolidated statement showing the aggregate liabilities and assets of all scheduled banks, based on the returns and information received from banks.

Analytical accounts of the banking sector

Section 53 (1) of the RBI Act requires the RBI to provide a weekly statement of accounts of the Issue Department and the Banking Department of the RBI to the Central Government in the form prescribed by the Government, which subsequently publishes the information in the Gazette of India.

0.1.2 Data sharing and coordination among data producing agencies

Various Departments of the Reserve Bank of India collect the required data. Coordination and data sharing amongst the Departments are adequate.

0.1.3 Confidentiality of individual reporters' data

Under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949:

- Section 45E of the RBI Act requires the RBI to maintain the confidentiality of the data collected from banks.

- Section 28 of the Banking Regulation Act also requires the RBI to respect the confidentiality of the data collected from banks. This information, however, can be published or disclosed in the public interest in a consolidated form or in accordance with the practice and usage customary among bankers or as required by any law.

0.1.4 Ensuring statistical reporting

Under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949:

- Section 53 (1) of the RBI Act requires the RBI to provide a weekly statement of accounts of the Issue Department and the Banking Department of the RBI to the Central Government in the form prescribed by the Government, which subsequently publishes the information in the Gazette of India.

Chapter III of the RBI Act gives the RBI the authority to collect credit information from banks.

Adequate resources are available for compilation.

Existing resources are used efficiently through appropriate hardware and software packages and training.

User feedback is available through the mechanism of responses from the readers of the RBI Monthly Bulletin.

Internal consistency checks are in place to ensure quality of data.

0.4.2 Quality monitoring

Internal consistency checks and monitoring of sharp variations are undertaken to maintain the quality of data.

1.1.1 Impartiality of statistics

Data are compiled and assessed by professional economists.

1.1.2 Selection of sources, methodology, and modes of dissemination

Sources and methodology are broadly consistent with best international practices. Data are disseminated in the Reserve Bank's various publications and are also placed on the Reserve Bank's website.

1.1.3 Commenting on erroneous interpretation and misuse of statistics

Detailed analytical commentary on the interpretation of data is provided in the Bank's various publications such as: the quarterly "Macroeconomic and Monetary Developments", the Annual Report; and the Report on Currency and Finance. 

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

Reserve Bank of India

The RBI Act 1934 and the Banking Regulation Act 1949 are published in Hindi and English, and copies can be obtained from the Controller of Publications, Government of India, Ministry of Law, Justice and Company Affairs, New Delhi, 110001.

1.3.1 Guidelines for staff behavior

Staff compiling data are provided necessary training and are required to maintain strict confidentiality of data.

  • Data are released by the Reserve Bank through its publications and are also placed on its website.
  • Detailed analysis is presented in various publications of the Reserve Bank on a periodic basis (see 1.1.3).

4.3.1 Revision schedule

Provisional data are indicated as such and are subject to revision, the extent of which is very small.

The status of the data is indicated in the various publications.  Provisional data are indicated accordingly.

Methodological changes are reported to the public in the Banks' publications at the time the changes are introduced.

Notes on the methodology are published in the Reserve Bank of India Bulletin. More detailed explanations of methodology are published from time to time as supplements to the Bulletin; these are available from the contact person on request.

4.2.1 Internal consistency

 

Consistency checks are carried out internally on a regular basis.

4.2.2 Temporal consistency

 

  • A largely consistent time series has been  published in "Handbook of Monetary Economics" (published in February 2006).
  • The monthly Reserve Bank of India Bulletin publishes detailed time series data broken down by component and by sector, as follows:

    (1) fortnightly data for the reference month and the corresponding month of the previous fiscal year;
    (2) monthly data for the four months preceding the reference month; and
    (3) annual data for the first fiscal year of the decade, and for the 3 fiscal years preceding the current fiscal year.

 

  • The annual Handbook of Statistics on the Indian Economy publishes time series data on the components and sources of money stock.

5.1.2 Dissemination media and format

 

Data are disseminated both in hard copy and on the Reserve Bank's website.
