| Coverage characteristics | 5.1.1 Statistical presentation Data, in euro, cover the budgetary units of central government. Component detail comprises, on a cumulative basis from the beginning of the year to the last working day of each month, central government revenue and expenditure (including interest payments), the surplus/deficit, sources and application of funds (financing, comprising borrowing and repayments and the change in deposits and other balances). Financing is also broken down by instrument. Comparative data for the equivalent period in the previous year are also shown. The fiscal year coincides with the calendar year. | |||||||||||

| Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information | 0.1.1 Responsibility for collecting, processing, and disseminating statistics Department of Finance Under the Ministers and Secretaries Act, 1924, the Department of Finance is responsible for ".... the administration and business generally of the public finance of Ireland and all powers, duties and functions connected with the same, including in particular, the collection and expenditure of the revenues of Ireland from whatever source arising....". Two Government Orders since then have allocated additional functions to the Department. However, there is no legislation that confers responsibility on the Department for the collection, processing and dissemination of statistics. Statistical information published by the Department is as a by-product of the Department’s core functions.Central government operations The Exchequer Statement, which is an account of receipts into and issues from the Exchequer Account (on a cumulative basis from 1 January) is published each month both on the internet and in Iris Oifigiuil (the official gazette of the Irish Government published twice weekly). A summary is posted to the Bloomberg system. This procedure is not set out in law or other regulations. 0.1.3 Confidentiality of individual reporters' data Department of Finance Both Central Government (State) and General Government data are compiled using data generally from published sources or, more rarely, from aggregated data that does not compromise confidentiality requirements.0.1.4 Ensuring statistical reporting Department of Finance Neither legislation nor special measures are required in this regard for Government Operations.0.2.1 Staff, facilities, computing resources, and financing Department of Finance Finance, staff and computer resources are adequate to ensure that published data meet the requirements of timeliness and quality.0.2.2 Ensuring efficient use of resources Department of Finance Statistical information published by the Department is as a by-product of the Department’s core functions. | Dissemination of documentation on methodology and sources used in preparing statistics | 5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques Methodological notes are not provided. The deficit or surplus (Exchequer Balance) is a cash flow measurement, that simply identifies the difference in the year to date between, on the one hand, receipts physically paid into the Exchequer Account, and, on the other, expenditure actually borne by the Exchequer.(See also summary methodology) | |||||||||||
| Dissemination of component detail, reconciliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness | 4.2.1 Internal consistency The end month Exchequer Statement on the internet and in Iris Oifigiuil shows the data at a more disaggregated level than the data posted to the Bloomberg system. The annual Finance Accounts, which is published six months after the end of the year, contains the audited details shown in the final Exchequer Statement for the year. Both the Finance Accounts and Iris Oifigiuil are available from the Government Publications Sales Office, Molesworth Street, Dublin 2. 5.1.2 Dissemination media and format Data disseminated through the Department of Finance website, Bloomberg and in paper format.
