Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in millions of New Israeli Sheqalim (NIS) on central government operations, covering the budgetary central government. The data do not include the operations of the National Insurance Institute (a social security fund), the extrabudgetary funds of the Accountant General, or the transactions related to the non-budgetary part of the government foreign borrowing guaranteed by the U.S. government.

Data are disseminated on: total revenue; total expenditure, with interest payments shown separately; the deficit/surplus; net allocation of credit (lending minus repayments); and net funding from the public, including a breakdown into domestic and foreign financing, with a further breakdown into: (a) gross borrowing, (b) repayments of principal, (c) net sales of financial assets, and (d) changes in cash and bank deposits. Financing data classified by currency into domestic currency and foreign currency financing are also published.

The fiscal year is the same as the calendar year.

5.1.3 Advance release calendar

A quarter-ahead calendar of the approximate release data is published in the CBS's monthly Selected Economic Indicators in both Hebrew and English.

In addition, a quarter-ahead calendar showing the precise release dates is published on the IMF's DSBB advance release calendar page for Israel.

A footnote to the central government operations data published in the press release and on the following Ministry of Finance's Internet website (http://www.mof.gov.il/hashkal) indicates that the advance release calendar for this category is disseminated on the IMF's DSBB, and that a hyperlink is provided from the Ministry of Finance's Internet website to the IMF's DSBB website.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the press release Budget Deficit and How It Is Financed. On the same day, the data in the news release are also posted on the Ministry of Finance's Internet website (http://www.mof.gov.il/hashkal).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The data are compiled and disseminated under the terms of the 1992 government decision concerning the budget deficit target (the "Budget Deficit Reduction Law"), which requires that regular monthly budgetary data be made available to the public.

The annual data on central government operations are required to be presented to the State Comptroller and the Knesset under the terms and conditions set in the "Budget Law".

The monthly data on central government operations are disseminated by the Ministry of Finance as a service to the public.

The Budget Deficit Reduction Law as well as the Budget Law are published in Hebrew and English. A copy of the Budget Law can be obtained at the Knesset archives, the ministries, and at the university libraries.

1.2.2 Internal governmental access to statistics prior to release

The data on actual outturns (the "budget performance" figures) are presented to the Minister of Finance and his staff on the day of the release, prior to their release to the public.

1.2.3 Attribution of statistical products

On occasion, the Ministry of Finance issues an official commentary together with the release of the data. These comments are explanations prepared by the compilers of the data.

4.3.1 Revision schedule

The data are provisional when first released and are subject to revision. Final data are based on the bookkeeping records of budget performance and are published on an annual basis only. The final annual data are published six months after the end of the reference year in the Annual Financial Report of the Ministry of Finance.

Changes in methodology are usually presented to the public at the time they are introduced.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The methodology is published each year at the time of the presentation of the annual budget in the document Major Provisions of the Budget, released in Hebrew and English. Copies can obtained from the above address and are also available for reading at most public libraries, free of charge.

4.2.1 Internal consistency

The monthly CBS Selected Economic Indicators publishes data on: (1) total revenue; (2) tax revenue broken down into: (a) direct taxes and payments to the National Insurance Institute, (b) indirect taxes on domestic production, and (c) indirect taxes on imports; (3) total expenditure; (4) the deficit/surplus (balance); and (5) detailed data for net funding from the public.

The Ministry of Finance's Internet website (http://www.mof.gov.il/hashkal) disseminates: (1) the aggregate data published in the press release; and (2) detailed breakdowns of the monthly data (disseminated during the month following the publication of the press release).

4.2.2 Temporal consistency

The Annual Financial Report, the annual financial statements of the Accountant-General on the budgetary central government income and expenditure, publishes annual time series data for the period since 1992 showing: (1) budgetary revenue by tax category; (2) budgetary nontax revenue by item; and (3) expenditure broken down by ministry, department or project unit.
