Coverage characteristics

5.1.1 Statistical presentation

(1) The data on money stocks are disseminated in 100 million Yen, and cover the all depository institutions (M1, M3): the Bank of Japan, the domestically-licensed banks, foreign banks in Japan, and other financial corporations.  Seasonally adjusted data are also released.

 

(2) The data on loans and discounts are disseminated in 100 million Yen, and show the monthly average amount of loans outstanding of Japanese city banks, regional banks, Shinkin banks, foreign banks and other surveyed domestically licensed banks.

 

The monetary survey disseminates a breakdown of claims as follows on a less timely basis in 100 million Yen, and shows the end of month amount of claims outstanding for each item:

- Claims on government.

 

- Claims on other financial corporations.

 

- Claims on local governments.

- Claims on other sectors.

(3) The data on the external assets and liabilities of banks, etc. are disseminated in 100 million Yen, and cover financial institutions (e. g., city banks, regional banks, trust banks, long-term credit banks, foreign bank's branches in Japan, etc.) which fall under any of those which: i ) are approved by the Minister of Finance to open Special International Finance Account (i.e., banks holding so-called "offshore account"); ii ) have an aggregate transaction of over 10 billion yen in the previous month in any foreign exchange transactions; and iii ) are designated by the Minister of Finance as similar to those listed in category ii).

4.1.2 Timeliness

6-8 business days after the end of the reference month for the data on money stocks.

6-8 business days after the end of the reference month for the data on loans and discounts.

6-7 weeks after the end of the reference month for the data on external assets and liabilities of banks, etc. 

1 month and 10 business days after the end of the reference period for the data on claims on government, other financial corporations, local governments, and other sectors.


Notes: As Japan has an extensive branch banking system, only data on money stocks, and loans and discounts are available within one month. (The breakdown of claims on central government, local governments, public non-financial corporations, and private sector is available 1 month and 10 business days after the end of the reference month. The data on the external position of the banking sector are disseminated 6-7 weeks after the reference month.). In view of the existence of an extensive branch banking system, Japan intends to make use of the "as relevant" provision of the SDDS and will continue to disseminate data on the analytic accounts of the banking sector with the present timeliness.
Access by the Public
Advance dissemination of
release calendar

5.1.3 Advance release calendar

The precise release dates for the data on money stocks and the data on loans and discounts are generally announced in Statistical Releases and Publications Scheduled for the Next Six Months, which is published every end of quarter, and is available to all. These statistical releases are also available on the following BOJ's Internet websites: http://www.boj.or.jp/  (in Japanese), http://www.boj.or.jp/en/index.htm  (in English). In addition, an advance release calendar which gives one-quarter-ahead notice of the approximate release dates, and provides the precise release dates no later than the last business day of the week prior to release, is disseminated on the Internet on the IMF's DSBB. A notice to this effect is published in the Bank of Japan Statistics.

The press release for the data on the external assets and liabilities of banks, etc. is issued by the Ministry of Finance no later than the 20th of each month, and the specific release date is publicly announced by the Minister of Finance one week before the release date. In addition, an advance release calendar which gives one-quarter-ahead notice of the approximate release dates, and provides the precise release dates no later than the last business day of the week prior to release, is disseminated on the Internet on the IMF's DSBB. A notice to this effect is published in the Balance of Payments Monthly.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties as follows:

(1) The data on money stocks are released in the BOJ press release Money Stocks, which is distributed at 8:50 a.m. on the release date, is available to the public at the BOJ's headquarters. The data are posted on the following BOJ's Internet websites (http://www.boj.or.jp/  in Japanese, and http://www.boj.or.jp/en/index.htm  in English).

(2) The data on loans and discounts are released in a BOJ note Principal Figures of Financial Institutions, which is distributed at 8:50 a.m. (local time) on the release date, and is available to the public at the BOJ's headquarters. The data are posted on the following BOJ's Internet websites (http://www.boj.or.jp/  in Japanese, and http://www.boj.or.jp/en/index.htm  in English).

(3) The data for the prescribed breakdown of domestic claims into claims on the public sector and the private sector are released as part of the Monetary Survey posted on the following BOJ’s Internet websites (http://www.boj.or.jp/ in Japanese, and http://www.boj.or.jp/en/index.htm in English) at 8:50 a.m. on the release date.

 

(4) The data on the external assets and liabilities of banks, etc. are released as part of the press release Balance of Payments for xxxxx [relevant month] issued at a press conference held at the Ministry of Finance at 8:50 a.m. on the release date. The press release is available at both the Ministry of Finance and the BOJ at the same time, and on the same day the data are posted on the Ministry of Finance's Internet website (http://www.mof.go.jp/).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The data are compiled and published by the Bank of Japan and the Ministry of Finance as a service to the public.

0.1.2 Data sharing and coordination among data producing agencies

The data for the depository corporations are disseminated in three separate parts, by two different organizations. The Bank of Japan is responsible for two parts: the data on money stocks, and the data on loans and discounts. The Ministry of Finance is responsible for the third part: the data on the external assets and liabilities of banks, etc.

0.1.3 Confidentiality of individual reporters' data

Bank of Japan

The Article 29 of the Bank of Japan Act, which took effect as of April 1998, clarifies the rules with respect to the confidentiality as follows:

(Article 29) The Bank of Japan's officers and employees shall not leak or misappropriate secrets which they have learned in the course of their duties. The same shall apply even after they have left the Bank.

Analytical accounts of the banking sector

The terms and conditions under which the data are compiled are as follows:

(1) In the case of the data on money stocks, the forms on which the data are reported assure the respondent that the data reported will be kept confidential.

(2) In the case of the data on loans and discounts, the data from the individual banks are treated as confidential.

Moreover, the Act on Protection of Personal Information Retained by Independent Administrative Institutions, which was enacted in April 2005 in Japan, requires the Bank to protect personal information.

 

Further the Article 29 of the Bank of Japan Act clarifies rules about the protection of data confidentiality.

(Article 29) The Bank of Japan's officers and employees shall not leak or misappropriate secrets which they have learned in the course of their duties. The same shall apply even after they have left the Bank.

0.1.4 Ensuring statistical reporting

In the case of the data on the external assets and liabilities, the banks, etc. are required to submit monthly reports under the terms of the Foreign Exchange and Foreign Trade Law of December 1, 1949 (as revised on April 1, 1998).

1.3.1 Guidelines for staff behavior

Bank of Japan

“Rules of Ethical Conduct for Executives and Staff of the Bank of Japan” (available in Japanese only) is applied to the work of the statistics.

The Article 32 of the Bank of Japan Act clarifies the rules with respect to the ethical discipline as follows:

 (Article 32 )The Bank of Japan shall, in light of the public nature of its business and in order to ensure the proper execution of their duties by its officers and employees, establish rules on service for its officers and employees, such as rules on the obligations to devote themselves to their duties and to separate themselves from private enterprises, and shall report such rules to the Minister of Finance and, at the same time, make them public. The same shall apply when making any change to the rules.

Moreover, the statistical sections have developed rules, notably on data confidentiality.

Analytical accounts of the banking sector

1.2.2 Internal governmental access to statistics prior to release

In the case of the data on loans and discounts, no officials outside the compiling staff of the BOJ have access to the data before their release to the public.

 

In the case of the data on money stocks, no officials outside the compiling staff of the BOJ have access to the data before their release to the public.

 

In the case of the data on external assets and liabilities of banks, etc., no government agencies, other than the compiling department, have access to the data before their release to the public.

4.3.1 Revision schedule

The revision policy is as follows:

(1) In the case of the data on money stocks, the data are preliminary when first released, and the press release and all publications indicate that data for the most recent month contain estimates for missing data. Seasonally adjusted data are subject to revision once a year.

(2) In the case of the data on loans and discounts, the data for the first month are preliminary and are subject to revision the following month, at which time they become final.

(3) In the case of the data on external assets and liabilities, the data are final when first released and are not subject to revision.

1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques.

The BOJ provides advance notice of major changes in methodology affecting the data on money stocks and loans and discounts. In the case of the data on external assets and liabilities compiled by the Ministry of Finance, there have been no major changes in methodology.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

In the case of data on Money Stocks, footnotes in the Financial and Economic Statistics Monthly and the Bank of Japan Statistics specify the underlying instruments.

In the case of the data on loans and discounts, footnotes provide definitions of underlying instruments.

In the case of the data on the external assets and liabilities of banks, etc., footnotes in the Balance of Payments Quarterly describe the underlying methodology.

4.2.1 Internal consistency

The release note Principal Figures of Financial Institutions for data on loans and discounts publishes breakdowns by type of banks. (See the coverage characteristics cell above.)

The Bank of Japan Statistics (quarterly) publishes the data on detailed components of the balance sheets of banks, deposits outstanding by depositors and the Monetary Survey. As for the data on the Monetary Survey, they are composed of 3 parts: Summary Table; Accounts of Central Bank; and Accounts of Depository Corporations:

- The Summary Table shows the following components on the assets: (1) foreign assets (net); (2) domestic credit total: (3) claims on government (net); (4) claims on other financial corporations; (5) claims on local governments; and (6) claims on other sectors.  On the liabilities: (7) Money (M1); (8) cash currency in circulation; (9) deposit money; (10) quasi-money + CDs; and (11) other items (net).

 

- The Accounts of Central Bank show on the assets: (12) claims on nonresidents; (13) claims on government; (14) claims on depository corporations; (15) claims on other financial corporations; and (16) claims on other sectors.  On the liabilities: (17) monetary base; (18) cash currency issued; (19) current account balances; (20) liabilities to nonresidents; (21) liabilities to government; and (22) other items (net).

- The Accounts of Depository Corporations show on the assets (23) claims on nonresidents; (24) claims on central bank; (25) claims on government; (26) claims on other financial corporations; (27) claims on local governments; (28) claims on other sectors; and (29) of which (28): shares.  On the liabilities: (30) deposit money; (31) quasi-money + CDs; (32) liabilities to nonresidents; (33) liabilities to central bank; (34) liabilities to government; and (35) other items (net).

4.2.2 Temporal consistency

The release note Principal Figures of Financial Institutions for data on loans and discounts publishes breakdowns by type of banks. (See the coverage characteristics cell above.)

The Balance of Payments Monthly publishes the following time series data which permit the data on the external assets and liabilities of banks, etc., to be cross-checked for consistency:

(1) Monthly data for the latest 3 years, quarterly data for the latest 5 years, and annual calendar year data and annual fiscal year for the period since 1993 for: financial account assets (Table 6.1); financial account liabilities (Table 6.2).

(2) Monthly data for the latest 2 years, and annual calendar and fiscal year data for the period since 1991 for: external assets and liabilities of banks, etc (Table 9); and the international investment position of Japan (Appendix 2, in the April issue).

The time-series data from 1970 onward are available in Japanese and English on website (http://www.boj.or.jp/).

Data Category Notes: As Japan has an extensive branch banking system, only data on money stocks and total credit are available within one month. (The breakdown of claims on government, local governments, other financial corporations, and other sectors is available in the monetary survey 1 month and 10 business days after the end of the reference month. The data on the external position of the banking sector are disseminated 6-7 weeks after the reference month.). In view of the existence of an extensive branch banking system, Japan intends to make use of the "as relevant" provision of the SDDS and will continue to disseminate data on the analytic accounts of the banking sector with the present timeliness.
