Coverage characteristics

5.1.1 Statistical presentation

The data for the analytical accounts of the central bank are disseminated in two separate parts: data on the monetary base; and the "Bank of Japan Accounts", which include data on domestic claims on the government (effectively claims on the public sector), domestic claims on the private sector, and the external position (foreign assets and liabilities).

The data on the monetary base are in 100 million Yen, and are based on the BOJ's accounting records. The data include cash currency in circulation (banknotes and coins) and current accounts balances. Seasonally adjusted data are also released.

Periodicity

4.1.1 Periodicity

3 times a month in the case of the Bank of Japan Accounts (at the end of the first 10 days, the end of the second 10 days, and at the end of the month).

Monthly in the case of the data on the monetary base.

Timeliness

4.1.2 Timeliness

On the 2nd or 5th business day after the reference period on the Bank of Japan Accounts.

 

On the 2nd business day after the end of the reference month in the case of the data on the monetary base.

5.1.3 Advance release calendar

The precise release dates for the data on the Bank of Japan accounts and the data on the monetary base are generally announced in Statistical Releases and Publications Scheduled for the Next Six Months, which are published every end of quarter, and is available to all. These statistical releases are also available on the following BOJ's Internet websites: http://www.boj.or.jp/  (in Japanese), http://www.boj.or.jp/en/index.htm  (in English). In addition, an advance release calendar which gives one-quarter-ahead notice of the approximate release dates, and provides the precise release dates no later than the last business day of the week prior to release, is disseminated on the Internet on the IMF's DSBB. A notice to this effect is published in the Bank of Japan Statistics.

5.1.4 Simultaneous release

The data on the monetary base are released in the BOJ press release Monetary Base, which is available to the public at the BOJ's headquarters. The data are subsequently posted on the following BOJ's Internet websites: http://www.boj.or.jp/  (in Japanese) and http://www.boj.or.jp/en/index.htm  (in English).

The data on the Bank of Japan Accounts are released and subsequently posted on the following BOJ’s Internet websites http://www.boj.or.jp/  (in Japanese) and http://www.boj.or.jp/en/index.htm (in English).

0.1.3 Confidentiality of individual reporters' data

Bank of Japan

The Article 29 of the Bank of Japan Act, which took effect as of April 1998, clarifies the rules with respect to the confidentiality as follows:

(Article 29) The Bank of Japan's officers and employees shall not leak or misappropriate secrets which they have learned in the course of their duties. The same shall apply even after they have left the Bank.

1.3.1 Guidelines for staff behavior

“Rules of Ethical Conduct for Executives and Staff of the Bank of Japan” (available in Japanese only) is applied to the work of the statistics.

The Article 32 of the Bank of Japan Act clarifies the rules with respect to the ethical discipline as follows:

 (Article 32 )The Bank of Japan shall, in light of the public nature of its business and in order to ensure the proper execution of their duties by its officers and employees, establish rules on service for its officers and employees, such as rules on the obligations to devote themselves to their duties and to separate themselves from private enterprises, and shall report such rules to the Minister of Finance and, at the same time, make them public. The same shall apply when making any change to the rules.

Moreover, the statistical sections have developed rules, notably on data confidentiality.

4.3.1 Revision schedule

The data on domestic claims on government, domestic claims on the private sector, foreign assets, and foreign liabilities are final when first released and are not subject to revision. The data on the monetary base are not regularly revised. However, the seasonally adjusted data series on the monetary base are subject to revision once a year.

Footnotes in the Financial and Economic Statistics Monthly and the Bank of Japan Statistics specify the underlying instruments and the methodology of the reserve requirement rate change adjustment.

4.2.1 Internal consistency

The Financial and Economic Statistics Monthly (FESM) and the Bank of Japan Statistics publish data on the detailed components of the balance sheet of the BOJ (Bank of Japan Accounts). Also, the publications  include relevant data Loans and Discounts by the Bank of Japan, which provides sectorial breakdown of loans and discounts to domestic financial institutions. See also the Monetary Base and the Bank of Japan's Transactions, which explains the relation between the monetary base and various transactions conducted by the Bank.

4.2.2 Temporal consistency

The Financial and Economic Statistics Monthly (FESM) and the Bank of Japan Statistics  provide the time series data of the items and footnotes, which briefly explain the statistical continuities of items on the balance sheet (retroactive data in the latter publication starts at an earlier period than the former).
