Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in hundred million Yen for the total gross outstanding central government debt.

All government bonds and borrowings are domestic, and are denominated in Yen.

The following data are disseminated:

  1. A breakdown by broad type of debt instrument into government bonds, government borrowings, and financing bills. 
  2. A breakdown of marketable government bonds by original maturity into: short-term (less than one year); medium-term (from 2 to 5 years); and long-term (10 years and over). A breakdown of fiscal investment and loan program bonds by original maturity into: medium-term (from 2 to 5 years) and long-term (10 years and more). The term of financing bills is approximately 2 months, 3 months or 6 months. (Three types of bonds are not included in the classification by maturity: subsidy bonds, which are redeemable on an installment plan; and subscription bonds and contribution bonds which are redeemable on demand. These three types of bonds are non-marketable government bonds and together account for only about 1 percent of all outstanding government bonds.)
  3. A breakdown of government borrowings by original maturity into: short-term (one year and less than one year); and long-term (over one year).
  4. Total amount of government guarantees.

Quarterly for all prescribed components.

4.1.2 Timeliness

No later than one quarter following the end of the reference quarter for all components.

Advance dissemination of
release calendar

5.1.3 Advance release calendar

A quarter-ahead advance release calendar is disseminated by issuing a news release and by publishing on the following Ministry of Finance's Internet webpage:http://www.mof.go.jp/english/e1c020.htm. In addition, an advance release calendar that gives one-quarter-ahead notice of the precise release date is disseminated on the Internet on the IMF's DSBB.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data for all prescribed components are released simultaneously to all interested parties by issuing the press release Central Government Debt, and by posting the data on the Ministry of Finance's Internet website (http://www.mof.go.jp/english/index.htm) under the Statistics section.

The data are disseminated by the Ministry of Finance as a service to the public.

Central government debt

The data are compiled under the terms and conditions of the Public Finance Law of March 31, 1947.

- Article 28 of the Law calls for the introduction before the Diet of the total amounts of government bonds and government borrowings when the budget for the new fiscal year is under consideration in the Diet.

- Article 46 of the Law requires the annual publication of data on domestic debt in a printed format after approval of the budget for the new fiscal year.

No officials, except those Ministry of Finance and Bank of Japan officials who are in charge of the administration of the central government debt, have access to the data before their release to the public.
