Coverage characteristics

5.1.1 Statistical presentation

Daily data are disseminated on:

(1) The spot exchange rates (buying and selling rates) and ranges for the U.S. Dollar/Yen, the Euro/Yen, and the Euro/U.S. Dollar. The rates are determined based on the spot market rates quoted by major banks and brokers in the Tokyo market.

(2) Daily turnover of the U.S. Dollar/Yen, and the Euro/U.S. Dollar.

(3) The one-month and 3-month spot-forward spreads for the U.S. Dollar/Yen.

(4) The one-month and 3-month option volatility for the U.S. Dollar/Yen.

Monthly average of above listed U.S. Dollar/Yen data are also available.

Timeliness

4.1.2 Timeliness

Data on the U.S. dollar/yen exchange rate as at 9am and 5pm (local time) are available on the Bank of Japan’s website at around 6 pm.

The Bank of Japan disseminates the data as a service to the public.

Bank of Japan

The Article 29 of the Bank of Japan Act, which took effect as of April 1998, clarifies the rules with respect to the confidentiality as follows:

(Article 29) The Bank of Japan's officers and employees shall not leak or misappropriate secrets which they have learned in the course of their duties. The same shall apply even after they have left the Bank.

Exchange rates

No staff outside the section in charge of the statistics has access to the individual reporters’ data. The staff is obliged to protect the confidentiality of the data by the Bank of Japan Law.

Moreover, the Act on Protection of Personal Information Retained by Independent Administrative Institutions, which was enacted in April 2005 in Japan, requires the Bank to protect personal information.

0.1.4 Ensuring statistical reporting

There is no legal mandate to require reports for statistics.

The staffs: The members of Foreign Exchange Operations section, Financial Markets Department.

The number of staffs involved is appropriate.

Methodology: There is no room to select methodology other than simple reference of reports.

Modes of the dissemination: The mode of dissemination is selected to meet users’ needs.

Not applicable. The statistics are so simple that they do not cause erroneous interpretation and misuse.

1.3.1 Guidelines for staff behavior

Bank of Japan

“Rules of Ethical Conduct for Executives and Staff of the Bank of Japan” (available in Japanese only) is applied to the work of the statistics.

The Article 32 of the Bank of Japan Act clarifies the rules with respect to the ethical discipline as follows:

 (Article 32 )The Bank of Japan shall, in light of the public nature of its business and in order to ensure the proper execution of their duties by its officers and employees, establish rules on service for its officers and employees, such as rules on the obligations to devote themselves to their duties and to separate themselves from private enterprises, and shall report such rules to the Minister of Finance and, at the same time, make them public. The same shall apply when making any change to the rules.

Moreover, the statistical sections have developed rules, notably on data confidentiality.
