Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in millions of U.S. dollars for the official foreign reserves of the central bank of the government.

Data are disseminated based on the following categories in accordance with the IMF's "Operational Guidelines":

(1) Gross official reserves assets broken down by major components: Foreign currency reserves (securities, deposits): IMF reserve position in Fund, SDRs, gold.

(2) Other foreign currency assets.

(3) Predetermined short-term net drains on foreign currency assets.

(4) Contingent short-term net drains in foreign currency assets.

(5) Memo items.

The value of both the foreign currency holdings and the gold is based on market valuation.

4.1.2 Timeliness

No later than five business days after the end of the reference month for international reserves and Reserves Template.

Advance dissemination of
release calendar

5.1.3 Advance release calendar

An advance release calendar giving one-quarter-ahead precise release dates is disseminated on the IMF's DSBB. A notice to this effect has been published since September 1999 on the Ministry of Finance's press release, which is issued every month for the dissemination of international reserves data.
Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the press release International Reserves/Foreign Currency Liquidity at a press conference held by the Ministry of Finance, and by posting the data on the Ministry of Finance's Internet website (http://www.mof.go.jp) at the same time. Copies of the release are available after the press conference.

The data are disseminated by the Ministry of Finance as a service to the public.

International reserves and foreign currency liquidity

The data are compiled and published under the terms and conditions of the Ministry of Finance Establishment Order of June 7, 2000. Article 61 of this Order requires that the Ministry publish the data on international reserves.

In the event of major changes in methodology, a decision will be made on a case-by-case basis on whether to inform the public in advance, or at the time the change is introduced.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

Documentation on the methodology is not available. However, the international reserves data are compiled in accordance with the methodology set out in the fifth edition of the IMF's Balance of Payment Manual.

4.2.2 Temporal consistency

The BOJ's Balance of Payments Monthly publishes the following time series flow data:

(1) Monthly data for the latest 3 years, quarterly data for the latest 5 years, and annual calendar year data and annual fiscal year for the period since 1993 for: the summary table (Table 1); financial account assets (Table 6.1).

(2) Monthly data for the latest 2 years, and annual calendar and fiscal year data for the period since 1991 for: external assets and liabilities of banks, etc (Table 9); and the international investment position of Japan (Appendix 2).

4.2.3 Intersectoral and cross-domain consistency

The BOJ's Financial Economic Statistics Monthly publishes monthly data on the Accounts of Monetary Authorities, including data on foreign assets.
