Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the Production Index, a Laspeyres index (2005=100) which covers the manufacturing and mining.

 

The Preliminary Report on Indices of Industrial Production, Producer's Shipment, Producer's Inventory and Producer's Inventory Ratio publishes data for the current month on the overall index and sub-indices for 18 industries, similar to the 2-digit level of ISIC.

Seasonally adjusted indices are prepared and published on all series including series by items. The method is X-12-ARIMA.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

Indices of Industrial Production processed and disseminated by the Ministry of Economy, Trade and Industry are governed by the Statistics Act (Act no.53 of 2007).

The Research and Statistics Department, METI, is responsible for compiling, processing, analyzing, and disseminating the data, pursuant to the Ministry of Economy, Trade and Industry Establishment Act (July 16, 1999).

 

The Economic Analysis Office is a division in charge of producing, analyzing, and disseminating production indices, i.e., Indices of Industrial Production. 

0.1.2 Data sharing and coordination among data producing agencies

An administrative organ or an incorporated administrative agency, etc. may utilize questionnaire information pertaining to statistical surveys they have conducted in the following cases:

(i) When producing statistics or conducting statistical research

(ii) When preparing lists of names to be used for surveys for producing statistics.

Indices of Industrial Production produced by the Department are mainly based on the data gathered by the Department itself, though data on some items are provided by other ministries.

The Statistics Act (Articles 39, 40, 41 and 43) protects the confidentiality of any information supplied by individuals, judicial persons or groups, and ensures that the information is used for statistical purposes only. The Act also stipulates the penalty for offenders (Articles 57, 58, 59, 60, 61 and 62).

0.1.4 Ensuring statistical reporting

The administrative organ may, when conducting a fundamental statistical survey, request individuals or juridical persons, or other organizations to report on matters necessary for producing fundamental statistics (Article 13, the Statistical Act).

Production index

Current Surveys of Production conducted by the Department is the basic survey for the Indices of Industrial Production. The Survey is one of designated statistics, and therefore, reporting is mandatory pursuant to the provision of the Statistics Act. Penalties might be imposed for the failure of fulfilling such obligation.

0.2.1 Staff, facilities, computing resources, and financing

Seven staff members are engaged in computing and disseminating industrial production indices.

0.3.1 Monitoring user requirements

Public comments on the draft revision of the comparison base year, which is conducted every five years, are broadly sought on the website. Submitted comments are then reported to the expert meeting on economic indicators consisting of university professors and researchers for their comments, too.

0.4.2 Quality monitoring

The quality of production indices is monitored regularly by comparing the gap between disseminated Laspeyres indices and Fisher indices computed only for verification. Another comparison for monitoring is conducted with annual chain indices as to whether any divergence exists.

 

The quality of preliminary indices is also regularly monitored for future reference.

 

Regarding primary statistics on which the production indices are computed, questionnaire items are regularly reviewed in order to include new products in the survey target and to reflect the results to the production indices.

All publication materials produced by the Department are identified by the indication of the name of METI. When using the data produced by the Department, users are required to indicate the name of statistics and the Department as the source.

4.3.1 Revision schedule

The data are preliminary when first released and are revised twice.

  1. The first revision is published in the monthly bulletin as the Revised Report on Indices of Industrial Production, Producer's Shipment, Producer's Inventory and Producer's Inventory Ratio, which is disseminated around the middle of the second month following the reference month (about half a month after the dissemination of preliminary data).
  2. Annual revision. When the revised report for February is published, each index for every month of the previous year is revised to compile the final series.

A brief description of the methodology is published in the Yearbook of Indices of Industrial Production. In addition, the full English version of the revised Japan Standard Industrial Classification (Rev. 11, March 2002) (JSIC) can be found at Japan's National Statistics website (http://www.stat.go.jp/english/index/seido/sangyo/index.htm).
