5.1.1 Statistical presentation

Data are disseminated on the population estimates (ten thousands of persons).

The base population is the population for Japan (with data on total population and Japanese population) based on the latest Population Census counts. As for the Japanese population, the net increase by change of nationality is also taken into account.

The SBJ computes and publishes both monthly and annual data on population. The monthly data are estimates of the first day of every month and include information, in ten thousands of persons, for the population of the whole country by 5-year age group and sex. (See below for information on the more detailed annual data.)

The monthly data are released to the public by publishing monthly reports and by posting on the following Statistics Bureau Internet websites: (http://www.stat.go.jp/data/jinsui/index.htm) in Japanese and (http://www.stat.go.jp/english/data/jinsui/index.htm) in English. The annual data as of October 1 are disseminated by distributing a hardcopy summary report (available in Japanese only) and by posting on the Internet websites (the addresses are shown above) on the date of release (normally in April of the following year). The Population Estimates Series: Annual Report on Current Population Estimates as of October 1 is published subsequently.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The Ministry of Internal Affairs and Communications (MIC) executes and tabulates the Population Census and other fundamental statistical censuses and surveys in order to accomplish its responsibilities by the Law to Establish the MIC (July 16, 1999) . These census and surveys conducted by the Statistics Bureau of Japan (SBJ) are governed by the Statistics Act (Act no.53 of  2007).

Population

The Cabinet Order on the Organization of the Ministry of Internal Affairs and Communications (MIC) (Article 117) specify that the Statistics Bureau of Japan (SBJ) has the responsibility for the data execution and tabulation of the population estimates.

The Statistics Act (Article 5), Cabinet Order for the Population Census, the Regulation for the Execution of the Population Census and the Regulation for Instruction for the Establishment of Enumeration Districts for the Population Census stipulate the methods and dissemination of the Population Census which supplies the base population for the population estimate. 

The MIC publishes the data on the population estimates as a service to the public.

The administrative organ or an incorporated administrative agency, etc. may utilize questionnaire information pertaining to statistical surveys they have conducted in the following cases:

(i) When producing statistics or conducting statistical research

(ii) When preparing lists of names to be used for surveys for producing statistics.

The Statistics Act (Article 39, 40, 41 and 43) stipulates the confidentiality of statistics. The act also stipulates the penalty for offenders (Article 57,58,59,60,61 and 62).

The administrative organ may, when conducting a fundamental statistical survey, request individuals or juridical persons, or other organizations to report on matters necessary for producing fundamental statistics. (Statistics Act (Article 13)).

In the “Mission and action precept of the SBJ”, which is announced in April 2003, following points are shown; (i) To maintain the statistics which are useful to the society systematically, corresponding to the changes of socioeconomic situation, (ii) To pursue the neutral, objective, and accurate statistics based on definitive theories and technologies and (iii) To contribute to internal and external development of statistics by acquiring professional knowledge appropriate as a staff of the statistical agency playing a core part in Japan, with attention to the latest theories and technologies actively. The concepts are well known broadly to the whole organization.  The staffs have a chance to take various trainings.

1.1.1 Impartiality of statistics

It is an important role for the SBJ to provide accurate statistics. The SBJ does not make a political decision. Therefore, the published statistics data are not interfered by other governmental organizations.

The SBJ puts high value on the specialties such as the data processing (or IT) and statistical techniques. The Statistical Research and Training Institute provide statistical training for the personnel of national and local governments regularly. And we always try to enhance the statistical techniques through internal workshops including external committee members (academic experts).

1.3.1 Guidelines for staff behavior

All officials attend the ethical training program as they start to work. As for statistics, confidentiality rules and disclosure penalties covering all statistical activities are covered in the Statistic Law. 4.3.2 Identification of preliminary and/or revised data

The estimated population is sometimes revised to take account of revisions in the basic statistics used in the estimation, or in order to link the estimated series to the results of the latest population census. The latest result is based on the results of 2005 Population Census as of October 1, 2005.

A major change in methodology would be identified when the new data are released.

The Monthly Report on Current Population Estimates publishes information on the outline of the estimation. The Population Estimates Series: Annual Report on Current Population Estimates as of October 1 publishes more detailed information about the methodology, such as coverage of the estimates, method of estimation and data sources.

4.2.1 Internal consistency

Some tables of both monthly and annual estimates are posted on the Statistics Bureau Internet websites: (http://www.stat.go.jp/data/jinsui/index.htm) in Japanese and (http://www.stat.go.jp/english/data/jinsui/index.htm) in English.

4.2.2 Temporal consistency

The Population Estimates Series: Annual Report on Current Population Estimates as of October 1 publishes: (1) data, in thousands of persons, for the population of the whole country broken down by sex and by single year age groups; and (2) data on the population by prefecture, broken down by sex and by 5-year age groups.

The monthly and annual estimates computed five years after the Census date are not necessarily equal to the population figures of the next Census, but the differences are generally very small. Moreover the differences are adjusted based on the results of the latest Population Census.
