Coverage characteristics

5.1.1 Statistical presentation

Customs statistics of foreign trade is formed on the basis of the data from the cargo customs declarations (CCD). The Export country is the country of goods destination, the import country is the country of goods  origin  with the exception of goods of group 97 ТН ВЭД EURASEC (works of art, antiques) and  reimport goods, taken into account on the country of departure. Statistical value of goods is presented in thsd. USD dollars. At the recalculation it is used  the official exchange rate fixed by the Legislation of the Republic of Kazakhstan for the date of accepting CCD to the registration;

Indicators of foreign trade on regions are given on the place of registration of the legal/ physical person –participant of  foreign trade activities.

5.1.3 Advance release calendar

The schedule of  data release meeting the requirements of CDDC with the indication of precise data of the release minimum for a quarter forward, it is placed on the Website of the Agency of the Republic of Kazakhstan on statistics (ARKS) on the Internet  (http://www.stat.kz).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

All statistics collected and published by the RKSA are governed by the law О государственной статистике (On Government Statistics) (approved on May 7, 1997). The Republic of Kazakhstan Statistics Agency (RKSA) is an independent government institution operating under Republic of Kazakhstan Government Resolution No. 325 of March 30, 1999. The May 1997 Law on Government Statistics No. 98-1, as expanded by amendment No. 280 in January 2002, regulates the collection, compilation, and dissemination of official statistics in Kazakhstan and authorizes the RKSA as the institution responsible for government statistics policy.

Merchandise trade

  • Article 421 of the Customs code identifies the aims of collection and data processing about the transition of goods  (providing state bodies with statistical information); Customs statistics of foreign trade is carrying on according to the legislation of the Republic of Kazakhstan in the field of state statistics;
  • Article 26 of the Customs code identifies date confidentiality, presented to the customs bodies by other state bodies, participants of Foreign Trade activities and other activity in the field of Customs affair.

0.1.3 Confidentiality of individual reporters' data

Articles 11 and 12 of the law О государственной статистике (On Government Statistics) deal with the confidentiality of the individual respondents’ data and the procedures for preventing disclosure of individually identifiable data. Article 11 states that the RKSA is not allowed to disclose individually identifiable statistical information, and that RKSA staff bear personal legal liability for protecting the confidentiality of individually identifiable data. Article 12 extends the same legal procedure to all other agencies compiling statistics. Certain operating procedures have been put into place within the RKSA to ensure compliance with the established norms, and staff are informed of these procedures. In addition, the requirement to maintain the confidentiality of individually identifiable information is emphasized in job descriptions for RKSA staff. Respondents are made aware of these legal provisions. They are informed that the data collected through official statistical surveys may be used only for statistical purposes.

0.1.4 Ensuring statistical reporting

Article 3 of the law О государственной статистике (On Government Statistics) regulates the provision of information by legal entities and households to all agencies that produce statistical data. According to Article 10, the RKSA is authorized to request the information it deems necessary from all public and private institutions, as well as from individuals. All respondents who are requested to do so must furnish the information requested, ensuring that it is accurate and presented in compliance with the format and deadlines specified by the Plan for Statistical Activities. The Law does not establish a procedure for the handling of noncompliance with the established requirements. The Republic of Kazakhstan Code on Administrative Offenses, however, does provide for penalties for noncompliance with reporting requirements, including misreporting.

No government agencies outside the RKSA have access to the data prior to their release to the public.

There is no ministerial commentary accompanying the release of the data. A brief commentary prepared by the RKSA accompanies the release of the data.

4.3.1 Revision schedule

Data at the first release are preliminary. At the end of the year data are recalculated and specified.

4.3.2 Identification of preliminary and/or revised data

The data are provisional when first released. At the end of the year the data are re-calculated to the date of crossing the border, and the data are revised. Final data are published in yearbooks. The status of the data is clearly indicated in the publications.

4.2.1 Internal consistency

Data presented in the tables –bulletins are interrelated between each other and with the data from the electronic tables on the level 4th , 6th and 10th signs in the section “goods-country” and with the data of the section “Foreign trade” of the magazine ”Statistical indicators of social and economic development of the Republic of Kazakhstan and its regions”

  • in the monthly bulletin  “Indicators of foreign trade on the basis of the data of CCD ” are published the data on import and export of goods in dividing into the groups and sections of goods nomenclature, countries, regions;
  • in the monthly express-information there are presented the data on volume of import and export of goods of the separate goods in dividing on countries for “clean” month of the current year and with the increasing result for the current and previous years with the accounting of  rate growth;
  • in the regions collection “Customs statistics of foreign trade” are included the volumes of export/import of goods on the level of 4th signs of goods nomenclature in dividing on countries, commodity structure, volumes of the humanitarian help;
  • the section “Foreign trade” of the magazine “Statistical indicators of social and economic development of the Republic of Kazakhstan and its regions” reflects the dynamics of commodity circulation, export and import with the division for CIS and СЗД beginning from 2005 and volumes of export/import of the separate goods with the accounting of % to the corresponding period of the previous year and  to the previous month, commodity structure presented in the diagrams form.
