The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics	5.1.1 Statistical presentation Data are disseminated in millions of soms on the analytical accounts of the NBKR. Data are posted monthly on the NBKR website (http://www.nbkr.kg). Aggregated data are provided no later than by the 5th of the following month and are published in the Bulletin of NBKR according to templates, approved by the Editorial Board of NBKR. Data are disseminated on: monetary base (currency emission, with separate identification of banknotes in circulation and deposits of financial institutions at the NBKR). The following data are also disseminated: ·  net foreign assets; ·  net domestic assets by sectors including data on:   net claims on government, including gross and net claims on government (with a breakdown by instruments);  claims on other depository corporations (less bank deposits in the NBKR in foreign currency);  claims on other resident sectors;  shares and other equity;  other items net (non-classified assets and liabilities).
Periodicity	4.1.1 Periodicity Monthly.
Timeliness	4.1.2 Timeliness Data are disseminated no later than on the 5th day of the following month.
Access by the Public
Advance dissemination of release calendar	5.1.3 Advance release calendar An advance release calendar that meets the SDDS requirements giving at least one-quarter ahead precise release dates is placed on the Internet website of the NSC of Kyrgyz Republic (http://www.stat.kg/nsdp/calendar.htm).
Simultaneous release to all interested parties	5.1.4 Simultaneous release Monetary statistics is simultaneously released to all interested parties through the Bulletin of the NBKR and on the NBKR website (http://www.nbkr.kg).
Integrity
Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information	0.1.1 Responsibility for collecting, processing, and disseminating statistics National Bank of the Kyrgyz Republic Compilation and dissemination of data are governed by the terms and conditions of the Law “On National Bank of the Kyrgyz Republic” (No 59, adopted on July 29, 1997). Analytical accounts of the central bank According to the NBKR Law, the NBKR along with other functions defines and conducts monetary policy in the Kyrgyz Republic (item 4) and collects, processes and publishes the monetary statistics (items 8,10,11). 0.1.3 Confidentiality of individual reporters' data National Bank of the Kyrgyz Republic The Law "On the National Bank of the Kyrgyz Republic" guarantees confidentiality of respondents' data. According to the Article 30 of this Law “Information on operations, from banks and other banking organizations, acting by license of the Bank of Kyrgyzstan couldn’t be disclosed without their consent”. According to the Article 49 “No employees of the Bank of Kyrgyzstan shall have the right to disclose either confidential information on the activities of the Bank of Kyrgyzstan or any other information which was made known to them in the course of discharging their duties with exception for the cases envisaged by the laws.” According to the Article 54 of the Law “On Banks and Banking Activity in the Kyrgyz Republic”, all banks, their promoters, shareholders, members of Board of Directors, executive official bodies, staff and bodies, acting in capacity of bank’s staff are prohibited to disclose information to the third parties, except cases, prescribed by Article 55 of this Law. Law of the banking secrecy, adopted in June 2002, establishes legislative basis for keeping, protecting, publishing and dissemination of the information on banking activity. Responsibility of officials for disclosure of statistical information is also defined in the Code of the Kyrgyz Republic about the administrative responsibility (adopted on October 1, 1998). According to the article 409 of the Code, in case when officials don’t observe the prescribed measures (keeping and processing information in organizations and companies independently of types of ownership) they are fined. 0.1.4 Ensuring statistical reporting Article 30 of the NBKR Law and Article 39 of the Law ”On Banks and Banking Activity in the Kyrgyz Republic” state that “NBKR has the right to inquire and get balances, reports and other papers or information on bank’s activity.” The NBKR Law enables the NBKR to obtain information from banks and other financial institutions. Also this Law enables NBKR to execute its duties using a set of juridical sanctions. 1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination National Bank of the Kyrgyz Republic Normative and legal acts («Instructions on completing regulative bank reporting») are distributed among commercial banks in June 2002, and electronic version is available at general server for commercial banks of the Kyrgyz Republic. Laws and enactments, regulating activity of the banking system in the Kyrgyz Republic are available on the NBKR website (http://www.nbkr.kg) in Russian and English.
Identification of internal government access to data before release	1.2.2 Internal governmental access to statistics prior to release Data are provided to the Administration of the President and the Ministry of Economic Development and Trade on a monthly basis.
Identification of ministerial commentary on the occasion of statistical releases	1.2.3 Attribution of statistical products The dissemination of data is not accompanied by any ministerial commentary.
Provision of information about revision and advance notice of major changes in methodology	4.3.1 Revision schedule Data on monetary statistics disseminated by the National Bank of KR are final and are not subject to revision. 1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques. In case of making any changes in the methodology the information about changes is published together with the revised data.
Quality
Dissemination of documentation on methodology and sources used in preparing statistics	5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques Brief notes on sources and methods is published in the methodological supplement to the Bulletin of NBKR. (See also summary methodology)
Dissemination of component detail, reconciliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness	4.2.2 Temporal consistency Data for the last 2 years (for the end of the year) and quarterly data for the current year are available on the NBKR website (http://www.nbkr.kg). Monthly Bulletin of NBKR contains annual data for the last 5 years, monthly data for the current year and the same period of the previous year on the following indicators: balance sheet of NBKR, consolidated balance sheet of commercial banks, monetary aggregates, information on volumes of deposits and credits of the commercial banks.   Consolidated balance of the NBKR for the end of the reference period and for the end of the previous year is published in the Annual report of NBKR. Also there are data on main macroeconomic indicators and monetary aggregates for the 5 last years in the http://www.nbkr.kg.
