The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics	5.1.1 Statistical presentation Data for central government debt (domestic and external) are compiled and disseminated in soms and U.S. dollars (at current exchange rate).    Data for domestic debt are given by type of debt instrument. These data cover: Government treasury bills with maturities of 3, 6, 9, 12, 18 and 24 months, Government treasury liabilities, Government treasury bills (of settlement, GTBs) with maturities of 3, 6 and 12 months, Population’s guaranteed deposits—assumed liabilities, Treasury bonds (commercial bank's debt to depositors), Treasury bonds (the Government's debt to Kyrgyzelbank). Data for domestic debt are provided by type of debt. Debt service projections: interest and amortization projections based on committed loans are also disseminated. Data for external debt are compiled in U.S. dollars and cover all debt liabilities of central government including state's guaranteed foreign loans. Data for central government guaranteed external debt are indicated separately. Data for external debt are disseminated by creditor, currency, and maturity. There is a breakdown of domestic debt by type of debt holder into bank and nonbank holders.

Timeliness	4.1.2 Timeliness Within 40 days after the end of reference quarter.
Access by the Public
Advance dissemination of release calendar	5.1.3 Advance release calendar An advance release calendar that meets the SDDS requirements, giving at least one-quarter-ahead precise release dates is placed on the website of the National Statistical Committee of the Kyrgyz Republic http://www.stat.kg/nsdp/calendar.htm. A regular notice to this effect is published in the Social and Economic Position of the Kyrgyz Republic (NSC) (in Kyrgyz and Russian).
Simultaneous release to all interested parties	5.1.4 Simultaneous release Statistical data are simultaneously released to all interested parties in publications Social and Economic Position of the Kyrgyz Republic (NSC), Balance of Payment of the Kyrgyz Republic (NB KR), Financial Bulletin of the Ministry of Finance.
Integrity
Dissemination of terms and conditions under which official statistics are produced, including those relating to the confidentiality of individually identifiable information	0.1.1 Responsibility for collecting, processing, and disseminating statistics Ministry of Finance The compilation and dissemination of the data are governed by the terms and conditions of the Laws of the Kyrgyz Republic "On Main Provisions of the Treasury of the Kyrgyz Republic" № 1554-XII dated May 28, 1994; "On Main Principles of Budget Law in the Kyrgyz Republic" № 69 dated June 11, 1998; "On the State Budget of the Kyrgyz Republic", which is enacted every financial year, and "On Government and Non-government Debt of the Kyrgyz Republic” № 83 dated September 21, 2001. 1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination Ministry of Finance These Laws are available to the public in Russian, and are posted on the Ministry of Finance website at www.minfin.kg.
Identification of internal government access to data before release	1.2.2 Internal governmental access to statistics prior to release Ministry of Finance No institution or person has access to the data before release (publication), except the Ministry of Finance staff, who compiles and consolidates the data.
Identification of ministerial commentary on the occasion of statistical releases	1.2.3 Attribution of statistical products There are  no ministerial commentaries accompanying the release of the data.
Provision of information about revision and advance notice of major changes in methodology	4.3.1 Revision schedule Actual data are final, while projections are preliminary. Data become final once transactions have actually occurred and upon receipts of the corresponding reports from the National Bank of Kyrgyz Republic, Central Treasury of the Ministry of Finance and transaction notices from creditors. In cases when the debt service projections have been released (i.e., preliminary data were published) the later revisions will be published when the actual transactions are done. 4.3.2 Identification of preliminary and/or revised data The status is indicated in Social and Economic Position of the Kyrgyz Republic (NSC) (in Kyrgyz and Russian), Balance of Payments of the Kyrgyz Republic (in Kyrgyz, Russian and English), Financial Bulletin of the Ministry of Finance (in Russian). 1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques. Ministry of Finance Major changes in methodology are announced in the relevant publications at the time the data are compiled using the revised methodology when first published.
Quality
Dissemination of documentation on methodology and sources used in preparing statistics	5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques Documentation of the methodology are contained and disseminated in publications such as Social and Economic Position of the Kyrgyz Republic  (NSC) (in Kyrgyz and Russian), Balance of Payments of the Kyrgyz Republic (in Kyrgyz, Russian and English), Financial Bulletin of the Ministry of Finance (in Russian). Dissemination of component detail, reconciliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness	4.2.1 Internal consistency Released data for outstanding debt shows accrued external and domestic debt as of the end of period with breakdown by Government debt, loans of the National Bank of Kyrgyz Republic, and state guaranteed private debt, as well as debt service.  Debt indicators are released at the end of the year. At present, a regular overview of debt restructuring within the Paris Club is also released.
