Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the CPI, which is a Laspeyres type index (2005 = 100) covering 18 territorial units that represent the whole population of Lithuania. Elementary aggregates of goods and services, as well as their groups, represented by 858 goods and services in 4,000 outlets.

 

Each month, about 63,000 price quotes for goods and services are recorded in the selected trade and service outlets. Goods and services are grouped according to the COICOP classification into 12 divisions, 38 groups and 96 classes.

 

All items and services are started to be priced from the 1st day every month. Prices are collected mainly during the 14 working days. From 15th to 19th working days prices are collected additionally for seasonal food items and fuel.


The CPI is renewed annually: a new weighting system is prepared and the item list, as well as outlet list, is updated. The 2009 CPI is based on a weighting system that takes account of 514 items of consumption expenditure - primary entities of goods and services and their related groups for which monetary expenditure can be assigned. This new weighting system was developed primarily in accordance with the statistical data gained from the October 2007- September 2008 Household Budget Survey on monetary consumption expenditure.

5.1.3 Advance release calendar

An advance release calendar that meets the SDDS requirements giving at least one quarter ahead precise release dates is placed on the Bank of Lithuania's (LB) Internet website ((http://www.lbank.lt/eng/statistics/calendar.htm); and on the IMF DSBB, which can also be accessed via a hyperlink from the Bank's Internet website (section Statistics: Special Data Dissemination Standard). A "rolling" advance release calendar that provides precise release dates one quarter ahead is also published in the monthly bulletin of Statistics Lithuania Economic and Social Development in Lithuania. Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the press release on CPI that is sent by fax and e-mail to the media. Copies are available at SL headquarters, or can also be faxed or sent by e-mail to other users on request to the contact person. Information about the availability of the press release is published in each issue of the monthly bulletin Economic and Social Development in Lithuania. At the same time the press release in Lithuanian is published on the SL's Internet website (http://www.stat.gov.lt/en/).

0.1.1 Responsibility for collecting, processing, and disseminating statistics

All statistics is collected and published by Statistics Lithuania (SL) governed by the Law on Statistics (Gazette, 1999,No.60-1945;2006,No.77-2975) Article 1 of the Law on Statistics states that this law shall establish general principles on the organization of official statistics, the rights and duties of natural and legal persons in providing data for the statistical needs, the rights and duties of State and local government institutions in managing and using statistical data, data protection as well as liability for violations of this law. Article 5 of the Law on Statistics states the main tasks of institutions and agencies managing official statistics.

 

 

 

The Government Resolution No 537 (June 1997) On the Application of the IMF Special Data Dissemination Standard in Lithuania (Gazette, 1997, No. 50-1197) defines the responsibilities for the compilation and dissemination of data in compliance with the SDDS requirements.

 

 

 

The system of Lithuanian statistics is regulated also by the Regulation of the European Council (EEC) No. 322/97 of 17 February 1997 on the Community Statistics; it is guided by the Fundamental Principles of Official Statistics approved by the United Nations Economic Commission for Europe (UNECE, April 1992).

 

 

 

 

Price index: Consumer prices

Under the Law on the Ratification of Conventions of the International Labour Organization of the Republic of Lithuania (October, 1997) the Labour Statistics Convention, 1985 (No.160) was ratified. According to this Convention each Member that ratifies this Convention undertakes that it will regularly collect, compile and publish basic labour statistics, including consumer price indices.

0.1.2 Data sharing and coordination among data producing agencies

Statistics Lithuania

Statistics Lithuania (SL), the central statistical office to the Government of the Republic of Lithuania is a leading statistical institution that shall implement a uniform State policy in the fields of organization and methodology of statistics and co-ordinate official statistics in the country. Plans of other institutions producing official statistics, submitted annually, are included in the work programme of the Official Statistics of Lithuania.

0.1.3 Confidentiality of individual reporters' data

SL cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or entity.

 

 

 

 

 

 

 

Rules for Data Acknowledgement as Confidential One and its Usage (2001) of Statistics Lithuania define conceptions of confidential statistical data, personal data and specified personal data and determine their storage and management procedures. These rules are based on the Law on Statistics, Law on Legal Protection of Personal Data (Gazette, 1996, No. 63-1479; 2003, No. 15-597) and other legal acts of the Republic of Lithuania, and EU documents regulating data confidentiality. 

0.1.4 Ensuring statistical reporting

The mandate to collect information for the production and dissemination of official statistics is specified in the Law on Statistics. Legal persons must free of charge provide statistical data for the implementation of the work programme of Official Statistics. Natural persons must provide data only if it is provided for by law or the work programme of the Official Statistics.

 

 

 

In case of the violation of the requirements of the Law on Statistics and other legal acts pertaining to statistics, natural persons, heads of enterprises, agencies and organizations, as well as other persons responsible for the preparation and provision of official statistics shall be held liable under the law.

0.2.1 Staff, facilities, computing resources, and financing

The Department of Statistics is an institution of executive power of the Republic of Lithuania, financed from the State Budget. Statistics Lithuania comprises headquarters of the Department of Statistics and five regional statistical offices. Activities foreseen in the work programme of the Official Statistics correspond to the financial resources. In the cases of additional works to be performed, additional funding is required. 

0.2.2 Ensuring efficient use of resources

Internal and independent external measures are used to monitor the statistical authority’s use of resources. The Internal Audit Service carries out the internal monitoring of the use of resources. The State Control and Civil Service department to the Ministry of Interior performs External monitoring of the efficient use of resources.

0.3.1 Monitoring user requirements

User satisfaction surveys have been performed since 1999. Currently, several types of user satisfaction surveys are carried out (e.g., general user satisfaction survey, ad hoc user satisfaction surveys specialized on separate user groups, web surveys). Common user groupings are established and applied for all user satisfaction surveys, where user profiling is relevant. In 2007, user satisfaction index was calculated for the first time.

0.4.1 Quality policy

In 2007 Statistics Lithuania was awarded a certification on the conformity with the requirements for a Quality Management System of the ISO 9001:2000 standard. The area of the application of the Quality Management System at Statistics Lithuania – organization of statistical surveys, preparation and dissemination of statistical information. One of the key particularities of the Quality Management System is a systematic approach towards quality management, based on process management, allowing effective organization of the institution’s activity, rational distribution of resources, expeditious reaction to the needs and expectations of users, respondents and other institutions managing official statistics.  

 

 

0.4.2 Quality monitoring

A process measurement and monitoring system implemented at Statistics Lithuania allows making expeditious decisions, based on impartial information, which are important for the enhancement of activity and elimination of drawbacks.
Statistics Lithuania uses the following tools for quality monitoring and assurance:

 

- Monitoring of performance indicators (including ESS quality indicators for statistics).

 

- Self-assessment of survey managers (based on DESAP (European checklists for survey managers )),

 

- Regular inspections of statistical surveys,

 

- Testing of previously approved statistical questionnaires.

0.4.3 Quality planning

Statistics Lithuania established quality planning framework consisting from three cornerstones: establishment of Quality Policy, defining Quality Goals and elaboration of Action Plan for Implementation of Quality Goals.  Quality policy is based on the provisions of national and EU legislation, Strategy of Statistics Lithuania, European Statistics Code of Practice, user needs and expectations. It defines overall intentions and directions of institution related to quality.

 

Monitoring of implementation of Quality Policy and Quality Goals is performed quarterly.

1.1.1 Impartiality of statistics

Principle of the impartiality of statistics is laid down in national legislation. The implementation of impartiality supports:

 

 

 

- To set up procedures ensuring equal access to statistical releases,

 

 

 

- Publication of the Statistical release calendar in advance,

 

 

 

- Dissemination of information on the methods and procedures used by Statistics Lithuania.

 

 

 

 

1.1.2 Selection of sources, methodology, and modes of dissemination

Statistics Lithuania

Sources, methodology, and modes of dissemination are being selected by using exclusively statistical considerations. The Methodology Commission established by Director General of Statistics Lithuania approves all survey methodologies.

 

 

 

Official statistical data sources shall be the following: (1) statistical surveys and censuses as well as bookkeeping data of natural and legal persons, and (2) information systems of the Bank of Lithuania, tax inspectorates, customs, education and health institutions, labour exchange, social security and municipal economy institutions, State registers, as well as data from administrative or personal documents accumulated by county governors, local government institutions and agencies.

 

 

 

Statistics Lithuania, within the limits of its competence, announces and regularly presents via mass media statistical information on economic, social and demographic changes and environmental processes.

Selection of sources and methodology is based on the EU Regulations for the Harmonized Index of Consumer Prices and Consumer Price Index Manual: Theory and Practices prepared by ILO/ IMF/ OECD/ UNECE/ Eurostat/ The World Bank. Significant methodological solutions are approved by the Methodological Commission of the Department of Statistics Lithuania.

1.1.3 Commenting on erroneous interpretation and misuse of statistics

There are established procedures on how to inform users about errors discovered in published statistics and how to ensure objectivity of statements made in press conference. Monitoring of statements made by media on statistical data is carried out continuously.

4.3.1 Revision schedule

4.2.1 Internal consistency

Only one consistent series of the Consumer Price Index is published domestically. 

 

 

 

 

4.2.2 Temporal consistency

The monthly Economic and Social Development in Lithuania publishes weights, monthly, annual, and in ascending order since December of the previous year rates of change for the total CPI and for 12 divisions, 27 groups and 20 classes of COICOP, average annual rates of change for the total CPI and for 12 divisions of COICOP, information on COICOP classes of consumer goods and services which imposed the most considerable impact on the consumer price change over the month as well as monthly, annual and average annual rates of change for goods and services of the Harmonized Index of Consumer Prices (HICP) – total and by 12 COICOP/HICP divisions.

The annual Statistical Yearbook of Lithuania provides annual time series data on: the total CPI; average annual rates of change by 12 groups of COICOP; annual rates of change in prices for consumer goods and services by 12 divisions, 9 groups and 10 classes of COICOP; and average annual retail prices for main foodstuff. It also publishes monthly time series on total CPI and 12 divisions of COICOP (2005=100), as well as annual and average annual HICP.

The SL Internet website (http://www.stat.gov.lt/en/) publishes monthly CPI time series (2005=100), monthly, quarterly, annual and average annual rates of change in consumer goods and services, average prices for some goods ((Statistics (Pre-defined tables) → Economy and finance (macroeconomics)→ Price indices→ Consumer price indices)). The monthly Economic and Social Development in Lithuania and the annual Statistical Yearbook of Lithuania can also be downloaded from the SL’s Internet website.

More detailed breakdowns of data, as long as they are not confidential, can be supplied to users on request, according to the order established by Statistics Lithuania.

4.2.3 Intersectoral and cross-domain consistency

CPI is cross-checked against the Producer Price Index.
