  • Two versions of the CPI are disseminated in Luxembourg: the national consumer price index (NICP) and, as in other European Union countries, the harmonized consumer price index (HICP). The NICP described here differs from the HICP by the only fact that it does not take into account the consumption of non-residents on the national territory.

  • The monthly HICP (as well as the NICP) indices are published generally between the second and the ninth day of the month following the reference month, after a special index committee (“Commission de l’indice des prix à la consommation”) has officially agreed on the results.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

STATEC

Article 1 of the Law of 9 July 1962 establishes that STATEC is entitled to collect statistical documentation of any collective interest pertaining to the structure and the activity of the country, to establish economic accounts and balance sheets, be those global or sectoral, and to compile a general documentation on statistical definitions and methods.

Data produced by STATEC are disseminated as a service to the public.

0.1.3 Confidentiality of individual reporters' data

STATEC

Article 7 also states that the information gathered by STATEC can only be used for statistical purposes. Any other administrative or fiscal use is forbidden. Individual information can in no case be disclosed to third parties. STATEC officials and representatives entitled to collect information or to collaborate in statistical duties are personally liable for the strict observation of the confidentiality rules, which is also enforced by the penal code.

0.1.4 Ensuring statistical reporting

Article 7 of the Law of 9 July 1962 states that all public administration as well as individuals and legal entities are required to supply the requested statistical information. This requirement is backed by the right of investigation of STATEC's agents. Refusal to furnish information within a predetermined delayor the provision of false information is punishable by fine.

1.1.1 Impartiality of statistics

STATEC

STATEC is fully independent as far as its statistical operations are concerned, in particular with respect to methodology and publications. Although under the authority of the Minister of the Economy, STATEC operates autonomously with respect to professional and scientific standards. Independence was granted by:

  • Statistical Law of 9 July 1962 establishing STATEC (Loi du 9 juillet 1962 portant institution d'un service central de la statistique et des études économiques), modified by the Law of 22 April 1967 (loi du 22 avril 1967 modifiant la loi du 9 juillet 1962), and by the Law of 14 July 1971 (Loi du 14 juillet 1971 portant réorganisation du Service central de la statistique et des études économiques). 
  • Council Regulation (EC) No 322/97 of 17 February 1997 on Community Statistics (OJ No L52, 22.2.1997).

1.1.2 Selection of sources, methodology, and modes of dissemination

STATEC

STATEC is a member of the European Statistical System, which comprises Eurostat and the National Statistical Institutes (NSI's), ministries, agencies and central banks that collect official statistics in EU Member States, Iceland, Norway and Liechtenstein. As such, several European regulations govern the terms and conditions under which STATEC has to produce data. Some examples are:

  • Council Regulation (EURATOM, EEC) No 1588/90 of 11 June 1990 on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities (OJ No L151, 15.6.1990).
  • Council Regulation (EC) No 322/97 of 17 February 1997 on Community Statistics (OJ No L52, 22.2.1997).

1.2.2 Internal governmental access to statistics prior to release

 

 

 

  • Some government officials have access to the data prior to their simultaneous release to all interested parties.

 

 

  • A special Index Committee, called Commission de l’indice des prix à la consummation, meets monthly at STATEC. It comprises the principal social partners (labour unions and employers’ federations), one representative from the Ministry of Economy, experts and one member of the Central bank of Luxembourg (Banque centrale du Luxembourg) as observer. The task of this committee is to issue opinions on all problems relating to the national consumer price index and to officially validate the monthly figures. Every month, it examines retail prices recorded and indices constituting the index and gives an opinion. The members of the Index Committee receive all data 3 to 4 days before the meeting, which is immediately prior to the dissemination of the monthly figures.

  • Figures are final when first released and are not subject to revisions. Corrections are made exceptionally when errors have subsequently been ascertained in the calculations.

  • The provisional, revised or final nature of the data is not indicated in the publication at the time of release.

  • A brief methodological description is available in the Annuaire Statistique du Luxembourg, which can be obtained upon request (against payment) to the above mentioned contact person. Because the methods used for producing the HICP and the NICP are identical, methodological notes concerning the HICP are not published while for the NICP a methodological description is published in:
