Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the basis of an annually chain linked Laspeyres type index (2005 = 100) (Prior to June 1992 the monthly CPI, which was introduced in January 1991, used the Paasche formula).

Each month, about 19, 000 prices and tariffs are collected from about 2,100 outlets in 12 regions for 460 basic goods and services. The prices are collected once a month and are recorded from the 8th through the 20th day of a reference month. The formula used for the elementary aggregates is the ratio of arithmetic mean prices. Population weights are used so that the 12 regions provide a national coverage. The weights are derived from the household budget survey and are supplemented by national accounts estimates of private final consumption and administrative data.

The weights were revised in December 1993 and December 1995, and since 1996 the weights have been updated every year. Prices in December of the previous year serve as a base for price comparisons.

5.1.3 Advance release calendar

An advance release calendar showing approximate release dates for the coming four months is disseminated on the CSB's Internet website with following link http://www.csb.gov.lv/SDDS-calendar. Copies of the calendar are also available at the information center of the CSB. The "Monthly Bulletin of Latvian Statistics" indicates where users can access the advance release calendar.

The CSB is an institution of executive power of the Republic of Latvia, financed from the State Budget. Statistics of Latvia has headquarters and four regional data collection and processing units. Activities foreseen in the work program of the official statistics correspond to the financial resources. In the cases of additional tasks to be performed, additional funding is required.

Twenty professional staff works in the Price Statistics Department and there are 15 consumer price collectors in Riga and the regions.

The computing facilities within Price Statistics Department are adequate with all staff having access to their own computing facilities.

0.2.2 Ensuring efficient use of resources

An improved financial and accounting system has been introduced to provide for a more efficient distribution of financial resources among the statistical projects and to increase work efficiency.

The CSB actively reviews possibilities for increased use of administrative data as a means of reducing respondent burden.

All macroeconomic and prices statistics use consistent methodologies and classifications as specified by Eurostat and source data are generally consistent with those requirements, leading to efficiencies in data handling.

0.3.1 Monitoring user requirements

The latest user satisfaction survey has been carried out in May 2007 (http://www.csb.gov.lv/csp/content/?lng=en&cat=4163).  Special, ad hoc workshops with main data user groups (ministries, financial institutions, media, educational and scientific organizations) have been regularly organized by CSB.

CSB has elaborated the Quality guidelines, which is an informative document describing the CSB and the main aspects of its activity: stages, methods and organizational principles of producing the national statistics, policy of data protection and dissemination. The objective of these Guidelines is to promote the implementation of the CSB’s operational strategy by involving in this process every employee of the CSB, developing the communication with society and extending the knowledge of every interested person – respondent, data user and all society – about the activity of CSB.

The CSB prepares Quality Reports on selected statistical domains in accordance with the EU requirements. Quality Reports provide internal and external data users with detailed information on the quality of the data compiled and describe processing stages of statistical products.

The CSB was a subject to a European Statistical System’ peer review in March 2007, establishing compliance with the Eurostat Code of Practice in enhancing the integrity, independence and accountability of its statistical authorities (http://epp.eurostat.ec.europa.eu/pls/portal/docs/PAGE/PGP_DS_QUALITY/PGE_DS_QUALITY_PRR/LV_description_nat.stat.system.pdf).

0.4.3 Quality planning

The CSB of Latvia has established a quality framework based on Operational Strategy of the CSB, mid-term Strategic Goals in Quality in Statistics and Action Plan of implementation of strategic goals in quality in statistics. Monitoring of Action Plan is performed monthly.

The CSB in its actions takes into consideration the European Statistics Code of Practice, the Fundamental Principles of Official Statistics of United Nations and ESS Quality Declaration as well as other related legal acts.

1.1.1 Impartiality of statistics

The Law on State Statistics guarantees that statistical analysis shall be objective and independent from any political party or trend, and that State authorities shall under no circumstances be allowed to influence the decisions of statistical agencies based on the provided statistical information.

Sources, methodology, and modes of dissemination are being selected by using exclusively statistical considerations.

Official statistical data sources are statistical surveys and censuses as well as various administrative data sources.

CSB announces and regularly presents statistical information on economic, social and demographic changes and environmental processes.

Price index: Consumer prices

Selection of sources and methodology is based on the EU Regulations for the Harmonized Index of Consumer Prices as well as on the recommendations and guidelines of international organizations, e.g. “Consumer price Index manual: theory and practices” released by International Labor Organization.

There are established procedures on how to inform users about errors discovered in published statistics and how to ensure objectivity of statements made in press conference. Monitoring of statements made by media on statistical data is carried out continuously.

1.3.1 Guidelines for staff behavior

A manual of instructions is issued to each staff member; this provides guidelines about staff behavior. The State Civil Service Law specifies an oath to be taken by all civil servants and outlines basic duties for civil servants and contains rules of staff conduct. The CSB staff acknowledges European Statistics Code of Practice determining the ethical standards.

The public is informed in advance of major changes in methodology on CSB website. Major changes in methodology are announced in the Press release and Monthly Bulletin of Latvian Statistics at the time the data compiled using the revised methodology are first published. At the same time changes are available on the Internet databases.

4.2.1 Internal consistency

The press release Report on Consumer Price Changes publishes consumer price rates of change for 12 main divisions of COICOP. The CSB website databases and the Monthly Bulletin of Latvian Statistics publish consumer price indices for 12 divisions, 34 groups and 35 classes of COICOP.

4.2.2 Temporal consistency

The CSB Internet website http://www.csb.gov.lv/indicators and databases http://www.csb.gov.lv/databases disseminates monthly and annual time series data for the period since 1998, showing the total CPI as well as sub-indices. Data presented are: index numbers, monthly rate of change, annual rate of change and annual average rate of change.

4.2.3 Intersectoral and cross-domain consistency

The consumer price statistics are largely consistent with other price statistics, national accounts, and other statistical framework, as relevant.
