Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the industrial production indices, Laspeyres indices (2000=100) covering the manufacturing, mining, electricity, gas, and water supply sectors.

The indices measure the volume of production, which are weighted by the 2000 base period prices to obtain indices for industry branches. These branch indices are then weighted by the base period of the branch (The 2000 base period weights are constant.)

Each month data are collected from 1,446 ( in 2008)  enterprises. From January 2003 the data are seasonally adjusted. Data are collected monthly from economically active enterprises that employ 20 or more persons in industrial production or where industrial turnover in the previous year was higher than 300 thsd lats. Prior to 1999, the coverage included all public sector enterprises and private businesses engaged in industrial production with 50 or more employees (20 or more employees for businesses engaged in the production of wood, articles of wood and cork), or with a net turnover exceeding 200,000 thsd lats in the calendar year preceding the reference period.

From 2002, the average output per month was taken as the base for calculating the average monthly index (2000=100).

5.1.3 Advance release calendar

An advance release calendar showing approximate release dates for the coming four months is disseminated on the CSB's Internet website with following link http://www.csb.gov.lv/SDDS-calendar.

 

Copies of the calendar are also available at the information center of the CSB. The "Monthly Bulletin of Latvian Statistics" indicates where users can access the advance release calendar.

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the press release "Industrial production index in xxxx (month)" both to the media and to the main government officials.

All statistics collected and published by the CSB are governed by the Law on State Statistics adopted on November 6, 1997.

The CSB disseminates the data it compiles as a service to the public.

The Law on State Statistics provides that the CSB cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or entity.

The Law on State Statistics guarantees that statistical analysis shall be objective and independent from any political party or trend, and that State authorities shall under no circumstances be allowed to influence the decisions of statistical agencies based on the provided statistical information.

4.3.1 Revision schedule

The data are provisional when first released. 

The published data are subject to revision in the end of each quarter.

4.3.2 Identification of preliminary and/or revised data

The revised data are published labeled as “Revised data” in the “Monthly bulletin of Latvian Statistics”. The revisions are announced simultaneously with the publication.

Major changes in methodology are announced in the relevant publications at the time the data compiled using the revised methodology are first published. At the same time changes are available on the Data base.

A short description of the methodology and sources used to compile the volume indices is published in the "Monthly Bulletin of Latvian Statistics" and CSB internet website.

4.2.1 Internal consistency

The press release Report on Industrial Output publishes: Industrial Production Output changes (seasonally adjusted data) for current month compared with the corresponding month of the previous year and with the previous month.

The "Monthly Bulletin of Latvian Statistics" has published the following detailed data: (1) time series data on the total production index (annual for the latest 3 years, quarterly for the previous year, monthly for the previous and current year) showing the current period compared with the previous period, and the current period compared with the corresponding period of the previous year, and data adjusted by working days showing current period compared with the corresponding period of the previous year, and 2000=100; and (2) detailed indices at the 2-digit and 3-digit level of NACE Rev. 1.1 showing the unadjusted data for period from the beginning of the current year compared with the corresponding period of the previous year, the seasonally adjusted and unadjusted data for current month compared with the corresponding month of the previous year, and the current month compared with the previous month. The "Monthly Bulletin of Latvian Statistics" published indices for major subgroups [manufacturing; mining; and electricity, gas, and water supply] and for branches at the 2-digit level.

4.2.2 Temporal consistency

The "Statistical Yearbook of Latvia" publishes the following detailed data: (1) annual time series data on the total production index 2000=100 and for the period of previous year from 2000 to 2006; (2) detailed annual indices at the 2-digit level of NACE, Rev. 1.1  (2000=100) for the period from 2000 to 2006.

The CSB internet website http://www.csb.gov.lv/indicators and databases http://www.csb.gov.lv/databases disseminates monthly, quarterly and annual time series data for the following detailed data: seasonally adjusted, unadjusted and by working day adjusted data on the total production index for the period since 2000: the period compared with the previous period; and the period compared with the corresponding period of the previous year and 2000=100. Also the CSB internet website disseminates seasonally adjusted and unadjusted time series data for the main industrial groupings showing the current period compared with the previous period, and the current period compared with the corresponding period of the previous year and 2000=100.
