Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated in thousands of lats on total exports (valued on a f.o.b. basis), total imports (valued on a c.i.f. basis), and the trade balance.

The data are obtained from the following sources: starting in May 2004 foreign trade data for Member States in the European Union are collected with the Intrastat system using monthly statistical surveys; foreign trade data for the third countries are compiled on the basis of information taken from the customs declaration forms, prior to 2003 - the results of monthly surveys for the data on traded electricity and natural gas. The conversion into lats is based on the daily exchange rate at the time of the transaction (for the trade with third countries).

The data are compiled according to the Special Trade System and therefore imports to and exports from customs warehouses are excluded. Temporary exports and imports, repair trade, leasing, goods for diplomatic corps and embassies are also excluded from the merchandise trade data.

Statistical data on foreign trade are compiled in compliance with so-called national principle, which unlike so-called Community principle 2006 does not include information on exports and imports of goods, which certain EU Member State sells in certain third country (which is not EU member state) trough Latvia, but starting from 2008 it does not include also data on commodity arrivals/dispatches from/to certain EU Member State, which trough Latvia exports/imports goods to/from other third country, nevertheless in all mentioned cases customs declaration is done in Latvia.

5.1.3 Advance release calendar

An advance release calendar showing approximate release dates for the coming four months is disseminated on the CSB's Internet website with following link http://www.csb.gov.lv/SDDS-calendar .

Copies of the calendar are also available at the Information Centre of the CSB. The "Monthly Bulletin of Latvian Statistics" indicates where users can access the advance release calendar.

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

The data are released simultaneously to all interested parties by issuing the monthly news release "Merchandise Trade in xxx (month)" to the media. Quarterly press releases are “Foreign trade of Latvia in food products and fuel” and “Latvia’s foreign trade. Main commodities and partners”.

The data are subsequently published in the "Monthly Bulletin of Latvian Statistics", quarterly – in the “Macroeconomic indicators of Latvia”.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

All statistics collected and published by the CSB are governed by the Law on State Statistics adopted on November 6, 1997.

The CSB disseminates the data it compiles as a service to the public.

Statistics on trading of goods are based on the following Community legislations: statistics on trade between the Member States of the European Union are based on the European Parliament and Council Regulation (EC) No. 638/2004 of March 2004, statistics on the EU trade with non-member countries are based on Council Regulation (EC) No 1172/95 of 22 May 1995.

 

All statistical data collected and published by the CSB are governed by the Law on State Statistics, adopted on November 6, 1997.

4.3.1 Revision schedule

Revision policy: The data are preliminary when first released (compiled within 40 days after the reference period) and are the subject to revision. The monthly data are revised two months after the first release. Wherewith the quarterly and annual data are finalized when all appropriate monthly revisions have been done. The public is informed about the revisions when they have occurred.

A brief description of methodology and data sources are published in each issue of the “Monthly Bulletin of Latvian Statistics” and “Statistical Yearbook of Latvia” in the chapter on ”Foreign Trade”« also in the public database.

4.2.2 Temporal consistency

The "Monthly Bulletin of Latvian Statistics" publishes monthly time series data for the period since 1996 for foreign trade data (in the editions in 2008 – since 2005): broken down by country; classified according to sections and chapters of the Harmonized System (HS); classified by country groups and the HS sections.

Quarterly foreign trade data are published in a short publication Latvia’s foreign trade. Main commodities and partners” and in chapter “Foreign trade” of “Macroeconomic indicators of Latvia” classified according to sections of the HS and according to the CPA and BEC since 2002. “

The CSB Internet website (http://www.csb.gov.lv) disseminates monthly, quarterly, and annual time series data for the period since 1993 showing data in millions of lats on: total exports and total imports; exports and imports to the European Union; and exports and imports to the CIS countries; since 2007 – monthly time series data on exports and imports broken down by countries in lats, at CN 4-digit level.
