Coverage characteristics

5.1.1 Statistical presentation

The Consumer Price Index (CPI) is a chained Laspeyres index covering all private households and their purchase of goods and services for household consumption. Indices are published as against previous month, December or corresponding month of previous year equal 100.

 

Prices are observed in 850 outlets (retail trade’s and rendering paid services units to population) in 8 cities. The index covers approximately 1.3 thousand locally collected items of consumer goods and services.

 

The weights used in the index (resulting from the structure of average expenditures of households) are derived from the Household Budget Survey (HBS). The weights are updated annually using HBS data from previous year. So, in 2008 the base year is 2007.

 

Data are not seasonally adjusted.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The Law on Official Statistics, No 412-XV from December, 2004 articulates criteria for production and dissemination of official statistical information on the base of principles of impartiality, statistical deontology, relevance, transparency, confidentiality, cost-efficiency, national level coordination, international collaboration.

Article 1 of the Law states that this regulates the organization and functioning of the system of the official statistics, establishing the general principles for the collection, processing, dissemination of the statistical information used for the development of economic and social policies, strategies, decisions by the public authorities, economic entities, development of scientific studies, informing the public, transmission of statistical data to international organisations and other categories of internal and external users. The Law stipulates the rights and obligations of statistical bodies, of reporting units, as well as mechanisms for protecting confidential statistical data.

According the Regulation regarding the activity of the National Bureau for Statistics (NBS), approved by the Governmental Decision no 1049 from 6 October 2005, NBS is responsible for the organization of surveys, the production and dissemination of statistics on the economic, social, demographic situation and the development of the country.

0.1.2 Data sharing and coordination among data producing agencies

In accordance with Art. 11 of the Law, the NBS as the central statistical office is responsible for the coordination of all national statistical activity. The tools to achieve coordination are the Statistical Council and Multi-annual and Annual Programs for Statistics. There are formal inter-agency agreements between agencies involved in statistical surveys, those that hold administrative data source  e.g. between the NBS and the National Bank of Moldova, Ministry of Health and Social Protection, the Ministry of Informational Development, the Tax Administration, National Commission for Securities, etc.

When necessary meetings with other data producing agencies are organized in order to discuss different issues concerning the organization and development of statistical activity.

0.1.3 Confidentiality of individual reporters' data

Chapter V of the Law on Official Statistics states that any data collected for statistical purposes relating to an individual reporting unit, and which can be directly or indirectly identified, has to be treated as confidential. It may not be published, or used for purposes other than statistical ones. The exception is the following information that is not confidential: on state owned enterprises, public institutions, the information that may be obtained from administrative sources accessible to the public.

In addition, Article 25 of the Law states that statistical bodies and their employees cannot make public or provide statistical data: (i) for less than 3 units; (ii) if the share of one unit is over 85 per cent of the total volume.

0.1.4 Ensuring statistical reporting

Article 18 of the Law states that when conducting statistical surveys, according to the program of statistical works, the respondents (legal, as well as natural persons) shall provide free of charge to official statistical bodies complete and accurate data, within the laid down deadlines. In case of noncompliance, the Law provides for administrative sanctions.

 

0.2.1 Staff, facilities, computing resources, and financing

The NBS personnel is highly qualified and experienced. NBS consist of : central office and 32 regional statistical offices (RSO) with the total number of 660 persons (excluding people involved in household surveys). Each staff of the central office is provided with high performance computer.,but the technical echipment of  RSO does not correspond to the necessary level.

A performed local computer network is built up in the NBS headquarter; a network that ensures the transportation of data from RSO to headquarters is functioning.

The financing of statistical activity is provided from the state budget. In order to enhance the technical capacities to produce and disseminate statistical information the NBS provides chargeable services (about 4 % from the total budget).

0.2.2 Ensuring efficient use of resources

In order to ensure the efficient use of resources the following measures are undertaken:

- the permanent monitoring of the appropriate use of resources according their  destination. In this respect internal (provided by the NBS’unit) and independent external monitoring (by the Counting Chamber and the Department for Revision and Control of the Ministry of Finance) of the use of resources are carried out.

- the thorough planning of statistical works (on multi-annual, annual and quarterly basis) that ensure the production and dissemination of reliable and relevant statistical information;

- the continuous work on the optimization of the process of production and dissemination of statistical products (with annual analysis and revision of the list , periodicity of all statistical surveys and of the content of the questionnaires);

- the increasing use of appropriate administrative source of information with the respective reduction of statistical works to avoid the duplication, that allows more efficient use of the resources and decrease the response burden.

Special attention is granted to the improvement of the staff performances, especially its qualification and abilities.

0.3.1 Monitoring user requirements

In order to assure the production and dissemination of relevant statistics in the process of elaboration of draft annual program of statistical works, the interested public and other institutions are consulted. In order to discuss the problematic issues, several advisory groups that consist of representatives from NBS and other interested institutions are functioning.

 For studying users’ requirements in order to improve  the staistical products, methods and means of communication NBS organizes and participates at different meetings with users, carries out user’s surveys, participates at the exhibitions.

0.4.1 Quality policy

The NBS management and the professional staff give a prior importance to the quality and ensure that work practices reflect this priority.

Quality awareness is evidenced by references to quality in the Law on Official Statistics according which the production of statistical information is based on the principles of impartiality, statistical deontology (Art. 5).

0.4.2 Quality monitoring

A range of measures to ensure the high quality of works at each stage of information flow are undertaken.

The primary and processed data are carefully checked for their internal, temporal consistency, as well as cross-checked with available data from other statistical and administrative sources of information.

In order to ensure the high quality of primary data, frequently there are meetings (workshops) organized with respondents in order to explain the definitions, the right way to fill in the questionnaires, especially when these are essentially modified or firstly implemented.

0.4.3 Quality planning

In the process of elaborating the statistical program for the following year the analysis and revision of all statistical surveys as well as the identification of new adequate administrative information are made. The updating and elaboration of new software applications for data processing   are also planned and performed.

1.1.1 Impartiality of statistics

The Art. 5 of the Law on Official Statistics states the impartiality as one of the basic principles in the statistical activity, according which the statistical bodies have to conduct all  activities necessary to produce and disseminate the statistical information impartially and independently, without any pressure from local and central public authorities, political parties, trade unions, employers’ organizations and other legal persons, as well as from physical persons;

 

1.1.2 Selection of sources, methodology, and modes of dissemination

According the Art. 5 of the Law the selection of data sources, methods and procedures are made according the statistical deontology on the scientific basis.

In the Art. 21 of the Law it is stipulated that the dissemination is provided ensuring the equal access of users to the statistical data.

 

1.1.3 Commenting on erroneous interpretation and misuse of statistics

NBS has the right to give comments on erroneous interpretation and misuse of statistics and use this in appropriate cases.

To ensure a correct interpretation and utilisation of statistical information by the public at large the NBS organises meetings (press conferences, seminars, round tables) with users in order to provide the most recent statistics and give explanations on specific issues related to the elaboration of statistical information (definitions, methodologies, data collection methods).

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination

According the Art. 5 of the Law the respondents and users should be provided with the legal basis and goal of statistical surveys, methodologies, techniques and methods, used for production of statistics, as well as the timetable of the  dissemination of statistical information.

The Law on Official Statistics is publicly available, through the Official Journal “Monitorul Oficial”. The text of the law (with translation in Russian and English) is posted on the NBS Internet Web site (http://www.statistica.md/legal/Legea_statistica_oficiala_en.pdf ).

Information about the rules for dissemination of statistical information, products and services, advanced released calendar, and the catalogue of statistical publications are also available on the NBS website http://www.statistica.md/.

 

1.3.1 Guidelines for staff behavior

NBS personnel assume the obligation to fulfil the responsibilities according the Ethical Code and principle of statistical deontology stipulated in the Art. 5 of the Law on Official Statistics.

4.3.1 Revision schedule

Data are final when first released . Exceptionally, revisions of CPI can be made when weights are revised, but not later than for March. Revised CPI data for January, February 2008 are published in April 2008, with the data for March. Index numbers for all other months of the year are final when first released.

In the case of revisions, the information on this is given in the relevant publications.

 

 

1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques.

The intended major changes in methodologies, as well as of source of data and statistical techniques are usually discussed   with the partners, including main users among public authorities and other interested institutions.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The methodology regarding CPI compilation is described in the annual publication “Prices in the Republic of Moldova”, in the quarterly statistical publication “Social and economic developments in the Republic of Moldova” and in the “Statistical Yearbook of the Republic of Moldova”.

5.2.2 Disseminated level of detail

The publications include tables with detailed information on general CPI and indexes by food, non-food groups and services, as well as by main groups of products and services and their specific share in the total basket for calculation of CPI.

4.2.1 Internal consistency

A detailed breakdown including the weights (structure of expenditures) published in annual publications in “Prices in the Republic of Moldova” and “Statistical Yearbook of the Republic of Moldova” and in monthly Bulletin, allowing the users to evaluate the quality of CPI.

4.2.2 Temporal consistency

The temporal consistency generally is assured, excepting the cases of impossibility of adjusting the time series when some methodological changes occur.

4.2.3 Intersectoral and cross-domain consistency

The data are compared and analyzed on cross-domain consistency especially with data on industrial production price indexes and agriculture producer’s price indexes).
