Coverage characteristics

5.1.1 Statistical presentation

·         EXTRASTAT

 

The foreign trade data are based on customs declarations for exports and imports and, for certain categories of goods transported by cables (electricity) or pipelines (natural gas), on statistical reports.

 

 The National Customs Authority provides the data on goods (at 8-digit level of Combined Nomenclature for exports and at 10-digit level of TARIC for imports) and by countries to the NIS for processing and official dissemination.

 

 ·         INTRASTAT

 

For the trade with UE member states, the source of data is INTRASTAT statistical system, which collects monthly data of intra-community trade with goods from the companies registered in VAT purposes in Romania, who have intra-community trade with goods and who are above the statistical threshold established by NSI.

  • Total value of the international trade with goods is established by merging data obtained from both INTRASTAT and EXTRASTAT system.

 

Statistics are compiled in accordance with EU legislation and the recommendations of the United Nations publication International Merchandise Trade Statistics: Concepts and Definitions M52 Rev.2

 

 Data on exports (FOB price) and imports (CIF price) are disseminated in thousands and millions RON, Euro and US dollars.

- extra and intra-EU aggregated statistics within 40 days after the end of the reference month,

 

- extra-EU detailed statistics within 6 weeks after the end of the  reference month,

 The first aggregated data on EXTRA- and INTRA trade are published in the form of press release within 40 days after the reference month.

5.1.3 Advance release calendar

An advance release calendar which gives one quarter ahead notice of the precise release dates is also disseminated on the Internet on the IMF's Data Dissemination Bulletin Board http://dsbb.imf.org).

 

The precise date of monthly release for international trade data is disseminated on the NIS website (www.insse.ro )

Simultaneous release to all
interested parties

5.1.4 Simultaneous release

Data are made available monthly to all users simultaneously in the press release issued by the NIS. The press release provides information on the amount of exports/dispatches and imports/arrivals, by main partner countries, and on the main  sections of Combined Nomenclature for each flow.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

National Institute of Statistics

All data are compiled and disseminated according to Law no 226/2009 on the organisation and functioning of official statistics in Romania.

International trade statistics are compiled also according to the law  no.422/22 November 2006 regarding the organization and functioning of the statistical system on international trade with goods statistical system, published in Romania's Official Journal no. 967/4 December 2006.

 

The national  legal acts together with  EU legislation concerning EXTRASTAT system (Council Regulation no.1172/1995 and Commission Regulation (EC) no.1917/2000) and INTRASTAT system (Regulation (EC) no.638/2004 of the European Parliament and of the Council, and Commission Regulation (EC) No 1982/2004) systems specify all reporting requirements for international trade statistics.

0.1.2 Data sharing and coordination among data producing agencies

National Institute of Statistics

Official statistics covers all the activities organised for the collection, processing, analysis and dissemination of statistical data,the development of statistical culture, the creation and administration of official statistical data series produced by:

a) public authorities and institutions, excluding the National Bank of Romania, comprising data and information of a demographic, social,economic, environmental, financial and legal nature, which are necessary for acquiring a knowledge of economic and social realities,substantiating development strategies and forecasts, Government decisions and economic operators’ decisions, conducting scientific researches, informing the public and achieving international cooperation in the statistical field;

b) the National Bank of Romania, for the fields in which it has competences according to its own organisation and operating law.

International  trade statistics with goods are compiled by National Institute of Statistic in close  collaboration with the Ministry Economy and Finance and National Customs Authority.

0.1.3 Confidentiality of individual reporters' data

Under the provision of this law, NIS cannot publish, or otherwise make available to one individual or organization, statistics that could enable the identification of data for any individual person or entity. (chapter X of the statistical law).

According to the law no. 422/2006:

  • The statistical data on international trade submitted by each economic operator are only employed for statistical purposes and cannot be used as evidence in court or for determining the VAT payment obligations;
  • The statistical data on Romania’s international trade, broken down by goods and countries, are disseminated in accordance with the EU regulations in the field of international trade statistics;
  • The economic operators who provide data on international trade may ask the National Institute of Statistics to ensure that the data which allow their direct or indirect identification are disseminated complying with the principles of statistical confidentiality;
  • The request of the economic operators must specify the time period during which the request will be applied, the goods for which confidentiality is requested, the flows corresponding to the transactions of goods for which confidentiality is requested

 

A confidentiality agreement is in force between National Customs Authority, NIS and Ministry of Economy and Finance.

 

0.1.4 Ensuring statistical reporting

The Law specifies that: the official statistical services are authorized to ask for and receive free of charge statistical data and information from all natural and legal persons who are located, hold any kind of capital or carry out any type of activity on the Romanian territory. (chapter VIII of the statistical law).

According to the law no.422/2006 the companies registered in Romania for VAT purposes performing intra-community trade with goods above the thresholds established by NSI separately on both flows (arrivals and dispatches) are responsible, according to the European Union regulations, to provide INTRASTAT statistical information.

 

 

0.2.1 Staff, facilities, computing resources, and financing

National Institute of Statistics

The level of funds and the number of jobs necessary for carrying out the activities that, according to the national statistical programmes, are the responsibility of the National Institute of Statistics, shall be established on a yearly basis, within the funds and number of jobs approved for the Secretariat General of the Government, by the Law on the state budget.

The National Institute of Statistics and its territorial directorates shall manage the funds obtained, under the terms of art. 34, through activities set up in accordance with the provisions of Law No 500/2002 on public finance, with subsequent changes.

The National Institute of Statistics shall be authorised to manage external funds, in accordance with legal provisions, and to use additional specialised staff during the period in which the activities financed from these funds are performed.

The External Trade Statistics Department in NSI headquarters has 49 staff.

 

The implementation of INTRASTAT system  in Romania was achieved in the framework of National PHARE 2004 Program

0.4.1 Quality policy

All the members of the National Institute of Statistics and the staff of the other producers of official statistics commit themselves to work and co-operate according to the principles fixed in the Quality Declaration of the European Statistical System.

The compilation process of statistical data on international trade with goods is based on a general set of indicators on quality: relevance, accuracy, timeliness, accessibility, comparability, coherence and completeness.

 

0.4.2 Quality monitoring

The statistical departments of the NIS continually address the issue of the quality of statistical data received from statistical surveys. Quality assessment is connected with the development of national statistical practice on control of the quality of data and its harmonization according to the European Statistical System (ESS) requirements. Focusing on quality is directed at all stages of the production and dissemination of statistical data.

0.4.3 Quality planning

The NIS has adopted the principles of the Quality Declaration of the ESS. Recommendations on quality will be gradually applied in statistical practice for different surveys in line with the accepted criteria established by the ESS. The quality reports on different indicators will be prepared in compliance with the requirements of European Commission and Council Regulations for the respective surveys.

1.1.1 Impartiality of statistics

By law the National Institute of Statistics and the other producers of official statistics must produce and disseminate official statistics respecting scientific independence and in an objective, professional and transparent manner in which all users are treated equally.

1.1.2 Selection of sources, methodology, and modes of dissemination

The government has repeatedly and publicly recognized NIS as fully intellectually independent: it decides by itself which data to collect, which methodology to use, and which results, methodological notes and commentaries are published.

International trade statistics is based on:

  • UN Statistics Division methodology;
  • Community legal framework concerning Extrastat and Intrastat systems;
  • Law  no.422/22 November 2006 regarding the organization and functioning of statistical system on the international trade with goods.

The main sources of information on international trade are:

  • customs declaration;
  • statistical reports for certain categories of goods transported by cables (electricity) or pipelines  (natural gas);
  • Intrastat declarations.

Data are disseminated in the form of :

  • press releases
  • publication on paper
  • CD ROM’s and on-line publications

1.1.3 Commenting on erroneous interpretation and misuse of statistics

Key data are presented and explained at press conferences. One of the objectives is to prevent any misunderstandings or misinterpretations by users. In all cases of incorrect interpretation of data, the NIS responds publicly to provide the correct interpretation.

The most important aspects on the organization of the official statistics in Romania, including the law no 226/2009 on the organisation and functioning of official statistics in Romania, are posted on the National Institute of Statistics Internet website (http://www.insse.ro/indexe.htm).

4.3.1 Revision schedule

The data are considered preliminary when are released for the first time;it is considered revised every month for the previous periods of the reference year and they become final not later than  October of the next year. The final data are published in the relevant issue of the Monthly Statistical Bulletin and of the International Trade Statistical Bulletin, as well as in the NIS annual publications (Romanian Statistical Yearbook, Romanian International Trade Statistical Yearbook and Romanian Statistical Yearbook – time series).

4.3.2 Identification of preliminary and/or revised data

In monthly publications there are special marks identifying the months for which the data are:

-preliminary (generally the data from current month and the cumulate period from the beginning of the current year and also the data from the last year until the moment it is finalized) and

- revised (the data for the previous months of the current year)

 

In all yearly publications only final data  are included.

1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques.

Major changes in methodology are announced and explained in the Monthly Statistical Bulletin and Monthly Statistical Bulletin of Industry and the annual NIS Statistical Yearbook.

Any methodological change is explained in NIS publications containing international trade statistical data.

Advance notice of major changes in methodology, referring to the implementation of the INTRASTAT statistical system have been announced on NSI website (www.insse.ro), on a dedicated site for INTRASTAT system (www.intrastat.ro), in a informing campaign, using also flyers and notifications in the international trade press releases.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The NIS publishes methodological notes in the monthly International Trade Statistical Bulletin, the monthly Statistical Bulletin, the Romanian International Trade Yearbook, the Romanian Statistical Yearbook, on NIS web-site (www.insse.ro, www.intrastat.ro ) The methodological notes can also be found in NIS library.

5.2.2 Disseminated level of detail

Detailed component data are disseminated in NIS publications. Information is available by commodity grouping on 2, 4, 6 and 8 digit level of CN, 2 digit level of SITC, 2 digit of BEC, 2 digit of CPA (starting with data for 2008).

4.2.1 Internal consistency

Detailed component data are disseminated in NIS publications. Information is available by commodity grouping on 2, 4, 6 and 8 digit level of CN, 2 digit level of SITC, 2 digit of BEC, 2 digit of CPA (starting with data for 2008).

4.2.3 Intersectoral and cross-domain consistency

Data can be cross-checked with those disseminated in the balance of payments, although valuation differs (cif vs. fob) and also some methodological issue are treated in a different manner.
