Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the consumer price index, a modified Laspeyres index (December 1992=100), covering the San Salvador metropolitan area and the three largest departmental capitals in the country.

The market basket is composed of 241 goods and services, divided into four groups: foodstuffs, housing, clothing, and miscellaneous. Every month 1,124 establishments and 3,424 prices are surveyed. Prices of most items are surveyed monthly, but some relatively stable prices are surveyed only once every second month or once a quarter. The prices measured are inclusive of value added tax.

The weights are derived from the urban household income and expenditure survey conducted in the period April 1991March 1992. Although there is no fixed schedule for revising the weights or re-basing the index, the previous weighting structure was based on the 1978 household income and expenditure survey.

The index is not seasonally adjusted.

5.1.3 Advance release calendar

An advance release calendar which gives one-quarter-ahead notice of the precise release dates is disseminated on the Internet website of the BCR (http://www.bcr.gob.sv) and on the IMF's DSBB website.

In addition, the calendar is issued as a press release, which also includes a notice informing the public that the calendar is disseminated on the two Internet websites above.

The data are released simultaneously to all interested parties in the press release Comportamiento del IPC issued by the Communications Directorate of the Ministry of Economy.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The General Directorate of Statistics and Censuses

Data are compiled by the General Directorate of Statistics and Censuses (DIGESTYC), which reports to the Ministry of Economy. The compilation and dissemination of the data are governed by the terms and conditions of the 1955 Organic Law of the National Statistical Service:

  • Article 1 stipulates that all statistics compiled and published by the DIGESTYC and by public agencies are governed by the Organic Law of the National Statistical Service.
  • Article 2 states that the objectives of DIGESTYC are to research and develop methods of planning, and to collect, compile, analyze, publish and distribute statistical data and censuses.
  • Article 22 establishes that the DIGESTYC must make every effort to use the classifications and nomenclatures recommended by international organizations.

Price index: Consumer prices

The CPI is compiled by the General Directorate of Statistics and Censuses (DIGESTYC), which reports to the Ministry of Economy.

Article 18 of the 1955 Organic Law of the National Statistical Service establishes that data compiled by the DIGESTYC are confidential and may be used solely for statistical purposes.

1.2.3 Attribution of statistical products

The press release publishing the CPI data is issued without ministerial commentary. The monthly report Indice de Precios al Consumidor (Consumer Price Index) published by DIGESTYC is accompanied by a brief commentary prepared by DIGESTYC officials.

The data are final when first released and are not subject to revision.

Methodological summaries are disseminated in the monthly Indice de Precios al Consumidor published by DIGESTYC, Ministry of Economy.

4.2.1 Internal consistency

The monthly Indice de Precios al Consumidor publishes the following detailed data:

  • indices for the reference month by group (foodstuffs, housing, clothing, and miscellaneous), and by subgroup; and
  • monthly time series data on the CPI for the current and previous two years.

4.2.2 Temporal consistency

The BCR Internet website http://www.bcr.gob.sv/estadisticas/sr_precios.html for the data en Spanish and (http://www.bcr.gob.sv/ingles/estadisticas/sr_precios.html) for the data in English, disseminates the following time series data:

  1. monthly data for the current and previous five years showing the general index, the monthly variation, the annual variation and the accumulated variation; and
  2. annual data for the general index and the indices for foodstuffs, housing, clothing, and miscellaneous for the latest seven years.
