Coverage characteristics

5.1.1 Statistical presentation

Data are disseminated on the number of population which are consistent with the 1990 census enumeration and updated monthly using birth, death, emigration, and immigration statistics.

The data are measured at the first of the month for the monthly data and as at July 1 for the annual data.

The census is held every ten years.

Monthly estimates are released within 3 months after the end of the reference month.

Annual mid-year estimates are released within 12 months after the end of the reference period.

5.1.4 Simultaneous release

Population estimates are disseminated on the Bureau of Census Internet website (http://www.census.gov/population/www/estimates/popest.html) at the national, state, county, place and county subdivision, and metropolitan area level, as well as for Puerto Rico municipios. 

Annual data are also available in hardcopy format. The data on the monthly and annual estimates are disseminated on the following Bureau of Census Internet website (http://www.census.gov/population/www/estimates/uspop.html). The annual data are also released in a hardcopy publication which includes a note informing the public that the monthly and annual data are released on the Internet website.

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The U.S. Census is mandated by Article 1, Section 2 of the Constitution of the United States. The collection of the data is authorized under Title 13, United States Code, which also requires the publication of the data. No individual-level input data are released.

The U.S. Constitution can be accessed on the following Internet website (http://www.house.gov/Constitution/Constitution.html). Copies of the United States Code are available, free of charge, at the following Internet addresses (http://www.access.gpo.gov/nara/index.html), or for a fee from the Superintendent of Documents, U.S. Government Printing Office, P.O. Box 371954, Pittsburgh, PA 15250-7954.

Confidentiality provisions governing the compilation of the data are set forth in Title 13, United States Code, Chapter 9, Section 301.

0.4.1 Quality policy

The Office of Management and Budget's Statistical Policy Directive Number 3 requirs prompt release of Principal Economic Indicators. The intent of the directive is to preserve the time value of such information, strike a balance between timeliness and accuracy; and provides for a performance evaluation of each principal indicator at least every 3 years.

Any Federal Government agency which demonstrates a need for the data can access it prior to release if they agree not to release it before the U.S. Bureau of the Census release.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

Documentation is provided as part of any hardcopy publications. Detailed methodological documentation also is available on the Internet at (http://www.census.gov/population/www/estimates/popest.html) under the sections on concepts and methodology.

4.2.2 Temporal consistency

Summary data on national level population are published on the Internet website for the following: total monthly population estimates, 1980 to current; annual population estimates by age group and sex, selected years from 1990 to current; and annual population estimates by sex, race and Hispanic origin, selected years from 1990 to current.

Detailed data files are also published on the Internet for monthly population estimates, 1990 to current, and historical national population estimates, 1900 to current. In addition, quarterly population estimates, 1980 to current, are available for each of the 4 population universes described in the coverage characteristics cell. The files also show a breakdown of national population estimates by single year of age, by sex, by race (white, black, Hispanic, American Indian, Eskimo and Aleut, Asian and Pacific Islander), and by Hispanic origin (Hispanics can be of any race).

Annual mid-year state and county data by age, sex, race, and origin are released within two years of the reference date. Annual mid-year total population data for 46,000 political units are released within two years of the reference date.

The annual data are also available in hardcopy format.
