5.1.1 Statistical presentation
- Data are disseminated in crores of rupees (1 crore=10 million) covering the operations of budgetary central government.
- Data are disseminated for the following components:
- "Revenue receipts", broken down into tax and nontax revenue. (Grants are included under nontax revenue.);
- "Capital receipts" (capital revenue).
- "Plan expenditure", broken down into current expenditure, so-called "revenue expenditure", and capital expenditure (with loan disbursements separately identified).
- "Nonplan expenditure", broken down into current expenditure, so-called "revenue expenditure" (with interest payments identified as a separate component) and capital expenditure (with loan disbursements separately identified).
- Various deficit concepts:
(a) the "revenue deficit" ["revenue receipts" less "revenue expenditure"]; (b) the "fiscal deficit" ["revenue receipts", plus capital receipts for the recovery of loans and other receipts, less total expenditure]; and (c) the "primary deficit" [the fiscal deficit, less interest payments].
- Financing of the fiscal deficit broken down into external financing and domestic financing, with domestic financing further broken down into:
(a) market borrowings; (b) securities against small savings; (c) deposit scheme for retiring employees; (d) state provident funds, etc; (e) special deposits of nongovernment provident funds, insurance companies, etc.; (f) national small savings fund (with -i-savings deposits and certificates, -ii- public provident funds, -iii- investment in securities, -iv- income/expenditure of NSSF seperately identified); (g) others; (h)changes in cash balances; (i) investment/disinvestment of surplus cash; and (j) ways and means advances.
- The fiscal year begins on April 1 and ends on March 31.

- An advance release calendar which gives at least one-quarter-ahead notice of the precise release dates is disseminated on the Controller General of Accounts' Internet website (http://www.cgaindia.org/html/arc0304.htm). A notice to this effect is issued in a regular press release.

5.1.4 Simultaneous release
- The data are released simultaneously to all interested parties by posting on the Controller General of Accounts' Internet website (http://www.cgaindia.org/html/macdata0.htm). Details of the financing data are disseminated at (http://www.cgaindia.org/html/dtl20809.htm). A notice to this effect is issued in a regular press release
The data are subsequently disseminated in the Monthly Abstract of Statistics, published by the Central Statistical Organization of the Department of Statistics and Programme Implementation. |

0.1.1 Responsibility for collecting, processing, and disseminating statistics
- The monthly data on central government operations are disseminated by the Controller General of Accounts as a service to the public.
- Compilation of the data on central government operations is governed by Articles 112 and 150 of the Constitution of India.

- The constitution is available in English and all major languages of India from book stores selling government publications or from:
