5.1.4 Simultaneous release India's external debt statistics are compiled for two quarters viz. for end-March and end-June by the Reserve Bank and two other quarters viz. end-September and end-December by the Ministry of Finance (MoF), Government of India. 0.1.1 Responsibility for collecting, processing, and disseminating statistics Reserve Bank of India The data are compiled and disseminated under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949. External debt The compilation of Government debt data is governed by Articles 112 and 150 of the Constitution of India. Data on external debt are collected and disseminated as part of management of external debt in accordance with the Government of India (Allocation of Business) Rules, 1961 (Ministry of Finance), as amended from time to time.
0.1.2 Data sharing and coordination among data producing agencies External Debt Management Unit (EDMU) at Ministry of Finance (MoF), Government of India(GoI) and Reserve Bank of India (RBI) ensures adequate coordination among data producing agencies and external debt data sharing among compilers and users.0.1.3 Confidentiality of individual reporters' data Reserve Bank of India Under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949: External debt Individual reporters’ data are not generally revealed and kept confidential restricting their use for statistical purposes only.0.1.4 Ensuring statistical reporting Reserve Bank of India Under the terms and conditions of the Reserve Bank of India Act 1934 and the Banking Regulation Act 1949: External debt While Controller of Aid Accounts & Audit is authorised to collect and maintain accounts relating to Sovereign debt as detailed in General Financial Rules, 2005 (Chapter III), Foreign Exchange Management Act, 1999 (Sections 10(4) and 11(1)), stipulates inter alia, that all the transactions relating to all types of trade credit and commercial borrowings need to be reported. 0.2.1 Staff, facilities, computing resources, and financing The required number of staff is duly deployed with necessary computer support. A statistical package developed by Commonwealth Secretariat, London viz., Commonwealth Secretariat Debt Recording and Management System (CSDRMS) is in place (3 sites) to compile major part of external debt data. In addition, few in-house packages have also been used which are upgraded as and when required for programmed statistical output.0.2.2 Ensuring efficient use of resources A proper coordination among different agencies to avoid duplicity of data collection, using appropriate data computing packages and technical training of staff to scale up efficiency are some of the measures taken on an on-going basis.0.3.1 Monitoring user requirements A feedback system, though not entirely formal, is in place to asses the requirements of external debt data users such as academics, policy makers and international agencies.0.4.1 Quality policy In order to ensure and enhance the quality of external debt data, the veracity of base data are checked at various stages. The data which are compiled including the final output too are verified and authenticated.0.4.2 Quality monitoring Commonwealth Secretariat (vendor) brings out revised versions of CSDRMS from time to time.0.4.3 Quality planning A regular interaction with Commonwealth Secretariat.1.1.1 Impartiality of statistics Data are published as thrown up by the compilation, without any prejudice.1.1.2 Selection of sources, methodology, and modes of dissemination The data on external debt data are essentially collected from those who originally raise external debt. Dissemination of external debt data is made in country-specific format as well as international standard format.1.1.3 Commenting on erroneous interpretation and misuse of statistics Erroneous interpretation and misuse of statistics, on their being detected, are brought to the notice of the concerned statistical entity or compiler or user with an instruction to rectify at the earliest opportunity.1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination Reserve Bank of India The RBI Act 1934 and the Banking Regulation Act 1949 are published in Hindi and English, and copies can be obtained from the Controller of Publications, Government of India, Ministry of Law, Justice and Company Affairs, New Delhi, 110001. External debt Refer to 0.1.41.3.1 Guidelines for staff behavior Do's and Don’ts for each category of staff engaged in debt data compilation are well laid down in staff regulations and rules of respective agencies. |

1.2.3 Attribution of statistical products The statistical agencies or units responsible for collection, compilation and dissemination of external debt statistics are identified and well defined. While the RBI disseminates data for end-March and end-June, MoF is responsible for releasing such data for end-September and end-December every year. |

4.3.1 Revision schedule The revision policy, just finalised, is as follows: External debt data released quarterly with a lag of three months from the reference data, is termed as ‘Quick Estimates’ or ‘Preliminary’. ‘Quick Estimates’ or ‘Preliminary’ data are subjected to revisions during the next year and accordingly, partially revised data is released with lags of six months, nine months and twelve months from the reference data. Partial revised data is finally ‘frozen’ and released as final data with a lag of twenty-four months from the reference date. Extraordinary revisions are undertaken within this cycle in the event of methodological changes in respect of data collection and compilation procedures and/or significant changes indicated by data sources that cause structural shifts in the data series. 4.3.2 Identification of preliminary and/or revised data Quick Estimates or Preliminary data are marked ‘QE’ or ‘P’. Revised data are marked ‘R’.1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques. Major changes in the methodology are announced as and when a change is introduced. |

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques The publications of reports of various Advisory/Technical groups appointed at national level from time to time, carry the necessary documentation of concepts, coverage, scope etc.5.2.2 Disseminated level of detail The disaggregated tables published alongwith the standard formats are generally intended to cater to the needs of the target groups of users. In addition, “External Assistance” published annually by MOF carries a detailed account of Government debt. |

| Data Category Notes: Data Category NotesThe SDDS calls for the dissemination of external debt (EXD) of the general government, the monetary authorities, the banking sector, and all other sectors, to be compiled in accordance with the fifth edition of the IMF's "Balance of Payments Manual". Data should also be broken down by maturity (short-term and long-term) on an original maturity basis and by instrument.
