| 0. Prerequisites | |
0.1.1 Responsibility for collecting, processing, and disseminating statistics National Bureau for Statistics The Law on Official Statistics, No 412-XV from December, 2004 articulates criteria for production and dissemination of official statistical information on the base of principles of impartiality, statistical deontology, relevance, transparency, confidentiality, cost-efficiency, national level coordination, international collaboration. Article 1 of the Law states that this regulates the organization and functioning of the system of the official statistics, establishing the general principles for the collection, processing, dissemination of the statistical information used for the development of economic and social policies, strategies, decisions by the public authorities, economic entities, development of scientific studies, informing the public, transmission of statistical data to international organisations and other categories of internal and external users. The Law stipulates the rights and obligations of statistical bodies, of reporting units, as well as mechanisms for protecting confidential statistical data. According the Regulation regarding the activity of the National Bureau of Statistics (NBS), approved by the Governmental Decision no 1034 from 29 December 2011, NBS is responsible for the organization of surveys, the production and dissemination of statistics on the social and economic situation and the development of the country. 0.1.2 Data sharing and coordination among data producing agencies National Bureau for Statistics In accordance with Art. 11 of the Law, the NBS as the central statistical office is responsible for the coordination of all national statistical activity. The tools to achieve coordination are the Statistical Council and Multi-annual and Annual Programs for Statistics. There are formal inter-agency agreements between agencies involved in statistical surveys, those that hold administrative data source e.g. between the NBS and the National Bank of Moldova, Ministry of Health and Social Protection, the Ministry of Informational Development, the Tax Administration, National Commission for Securities, etc. When necessary meetings with other data producing agencies are organized in order to discuss different issues concerning the organization and development of statistical activity. Population The main partners of NBS in production of demographic statistics are the Ministry of Teсhnologies and Communications (that holds the Population Register) and the Ministry of Health (that provides data on deaths). 0.1.3 Confidentiality of individual reporters' data National Bureau for Statistics Chapter V of the Law on Official Statistics states that any data collected for statistical purposes relating to an individual reporting unit, and which can be directly or indirectly identified, has to be treated as confidential. It may not be published, or used for purposes other than statistical ones. The exception is the following information that is not confidential: on state owned enterprises, public institutions, the information that may be obtained from administrative sources accessible to the public. In addition, Article 25 of the Law states that statistical bodies and their employees cannot make public or provide statistical data: (i) for less than 3 units; (ii) if the share of one unit is over 85 per cent of the total volume. 0.1.4 Ensuring statistical reporting National Bureau for Statistics Article 18 of the Law states that when conducting statistical surveys, according to the program of statistical works, the respondents (legal, as well as natural persons) shall provide free of charge to official statistical bodies complete and accurate data, within the laid down deadlines. In case of noncompliance, the Law provides for administrative sanctions. |

0.2.1 Staff, facilities, computing resources, and financing National Bureau for Statistics The NBS personnel is highly qualified and experienced. NBS consist of: central office and 32 regional statistical offices (RSO) with the total number of about 600 persons (excluding interviewers involved in household surveys). Each staff of the central office is provided with high performance computers. A performed local computer network is built up in the NBS headquarter; a network that ensures the transportation of data from RSO to headquarters is functioning. The financing of statistical activity is provided from the state budget. In order to enhance the technical capacities to produce and disseminate statistical information the NBS provides chargeable services (about 4 % from the total budget). 0.2.2 Ensuring efficient use of resources National Bureau for Statistics In order to ensure the efficient use of resources the following measures are undertaken:

0.3.1 Monitoring user requirements National Bureau for Statistics In order to assure the production and dissemination of relevant statistics in the process of elaboration of draft annual program of statistical works, the interested public and other institutions are consulted. In order to discuss the problematic issues, several advisory groups that consist of representatives from NBS and other interested institutions are functioning. For studying users’ requirements in order to improve the statistical products, methods and means of communication NBS organizes and participates at different meetings with users, carries out user’s surveys, participates at the exhibitions. |

0.4.1 Quality policy National Bureau for Statistics The NBS management and the professional staff give a prior importance to the quality and ensure that work practices reflect this priority. Quality awareness is evidenced by references to quality in the Law on Official Statistics according which the production of statistical information is based on the principles of impartiality, statistical deontology (Art. 5). 0.4.2 Quality monitoring National Bureau for Statistics A range of measures to ensure the high quality of works at each stage of information flow are undertaken. The primary and processed data are carefully checked for their internal, temporal consistency, as well as cross-checked with available data from other statistical and administrative sources of information. In order to ensure the high quality of primary data, frequently there are meetings (workshops) organized with respondents in order to explain the definitions, the right way to fill in the questionnaires, especially when these are essentially modified or firstly implemented. 0.4.3 Quality planning National Bureau for Statistics In the process of elaborating the statistical program for the following year the analysis and revision of all statistical surveys as well as the identification of new adequate administrative information are made. The updating and elaboration of new software applications for data processing are also planned and performed. |

| 1. Integrity | |
1.1.1 Impartiality of statistics National Bureau for Statistics The Art. 5 of the Law on Official Statistics states the impartiality as one of the basic principles in the statistical activity, according which the statistical bodies have to conduct all activities necessary to produce and disseminate the statistical information impartially and independently, without any pressure from local and central public authorities, political parties, trade unions, employers’ organizations and other legal persons, as well as from physical persons. 1.1.2 Selection of sources, methodology, and modes of dissemination National Bureau for Statistics According the Art. 5 of the Law the selection of data sources, methods and procedures are made according the statistical deontology on the scientific basis. In the Art. 21 of the Law it is stipulated that the dissemination is provided ensuring the equal access of users to the statistical data. 1.1.3 Commenting on erroneous interpretation and misuse of statistics National Bureau for Statistics NBS has the right to give comments on erroneous interpretation and misuse of statistics and use this in appropriate cases. To ensure a correct interpretation and use of statistical information by the public at large the NBS organizes meetings (press conferences, seminars, round tables) with users in order to provide the most recent statistics and give explanations on specific issues related to the elaboration of statistical information (definitions, methodologies, data collection methods). |

1.2.1 Disclosure of terms and conditions for statistical collection, processing, and dissemination National Bureau for Statistics According the Art. 5 of the Law the respondents and users should be provided with the legal basis and goal of statistical surveys, methodologies, techniques and methods, used for production of statistics, as well as the timetable of the dissemination of statistical information. The Law on Official Statistics is publicly available, through the Official Journal “Monitorul Oficial”. The text of the law is posted on the NBS official website http://www.statistica.md/legal/Legea_statistica_oficiala_en.pdf Information about the rules for dissemination of statistical information, products and services, advanced released calendar are also available on the NBS website http://www.statistica.md/ . 1.2.2 Internal governmental access to statistics prior to release National Bureau for Statistics No government officials outside the NBS have access to the data prior to their release. 1.2.3 Attribution of statistical products National Bureau for Statistics There is no ministerial commentary on the data upon release. 1.2.4 Advance notice of major changes in methodology, source data, and statistical techniques. National Bureau for Statistics The intended major changes in methodologies, as well as of source of data and statistical techniques are usually discussed with the partners, including main users among public authorities and other interested institutions. The note on changes (if such exists) accompanies data release. |

1.3.1 Guidelines for staff behavior National Bureau for Statistics NBS personnel assume the obligation to fulfill the responsibilities according the principle of statistical deontology stipulated in the Art. 5, data protection rules stated in the Art.26 of the Law on Official Statistics as well as ethical norms. |

| 2. Methodology | |
2.1.1 Concepts and definitions Analytical framework: The methodology of population, fertility and mortality statistics in Moldova generally follows the respective UN recommendations. The concept for the population data is to start from the results of the Population Census. For the years between censuses, the population data are calculated by NBS on the basis of the data collected through permanent, compulsory systems, on vital statistics and migration one. In statistics of birth, deaths and migration, used for the population data, time reference is the date on which the event occurred and place of registration is permanent residence of specified person. |

Scope of the data Population coverage: The data present the number and demographic structure (sex and age) of the population. Geographic coverage: Data are available at the raion level (the administrative-territorial unit at the 2nd level). As for the localities data on the number of population is available in total, without breakdown by sex and age. Exceptions to coverage Geographic coverage: The data do not cover the territory of Transnistria region (the left side of the Nistru river and municipality Bender). |

| 3. Accuracy and reliability | |
3.1.1 Source data collection programs The population register, which is under the authority of the Ministry of Information Technology and Communications (MITC), covers all persons who are registered by their present residence or notify that the respective agency of changes of residence as well as vital events (births, deaths, marriages, divorces). Civil Registration: For all civil registration forms (questionnaires) have to be filled at local Civil Registration Offices of the Ministry of Justice, the data is entered to computers and subsequently transmitted to a central data base. For vital events, additional questionnaires have to be filled at local CRO offices which forward them to the NBS for data entry and processing. On population stock and migratory moves the NBS receives tabulated results from the MITC. Population Census: The most recent census was carried out in October 2004.(See: Population, Coverage characteristics). 3.1.2 Source data definitions, scope, classifications, valuation, and time of recording Generally, existing data sources are consistent with the definitions, time of recording required for the elaboration of qualitative population statistics. But, there are difficulties regarding the estimation of international migration, especially abroad. The definitions used in Moldova are not fully in compliance with the international and EU definitions (place of usual residence for a continuous period of at least 12 months before the reference date). 3.1.3 Source data timeliness The provision of administrative and statistical data meets requirements for timeliness to produce demographic statistics data. |

3.3.1 Source data statistical techniques Population data are calculated for 1st January. A total population figure is computed annually, starting from the last available census results, each year adding births, subtracting deaths data and using an adjusted estimate for the migration balance based on registrations/deregistration of residence provided by the MITC. |

3.4.1 Validation of intermediate results The data are compared and analyzed on internal, temporal consistency and with other data sources. 3.4.3 Assessment of discrepancies and other problems in statistical outputs When the results of the Census of population are available the current population statistics data are carefully analyzed with the Census data. |

| 4. Serviceability | |
4.1.2 Timeliness The final current estimates on population and demographic phenomena are produced 4 months after the reference year. |

4.2.2 Temporal consistency The temporal consistency generally is assured, excepting the cases of impossibility of adjusting the time series when some methodological changes occur. Information for the whole country is presented in long dynamic series, and for the regional-administrative units it is also available in long dynamic series but being impossible to compare them due to administrative territorial changes. Sources for comparative data assessment are not available. 4.2.3 Intersectoral and cross-domain consistency The data are compared and analyzed on cross-domain consistency. |

4.3.1 Revision schedule Data are preliminary when first released. Revisions are made when census final results are available. 4.3.2 Identification of preliminary and/or revised data The tables indicate either in the title or in footnotes that the data are preliminary. |

| 5. Accessibility | |
5.1.1 Statistical presentation The main characteristics permanently registered on population and demographic events are: sex and age. These characteristics usually belong to current estimates on the population. In addition, in Population Census and demographic statistics other common characteristics are: registered: occupational status, level of education, marital status, citizenship and nationality (ethnic group etc.). During the census, more specific socio-economic characteristics on population are registered (the religion, status of employment, the occupation or current activity). The population estimates in the period between the Population Censuses are calculated based on the data from last Population Census by taking the annual number of births and arrivals in a given period and subtracting the number of deaths and departures. 5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques The reference metadata, concepts and definitions are published on the website www.statistica.md , under the heading Methodology. Brief details of the methodology are published also in the statistical publications. 5.2.2 Disseminated level of detail The publications include tables with detailed information (by age groups, urban/rural area, raions and local authorities). |
