The Central Provident Fund Act specifies that the individual payroll information be kept strictly confidential.
The Statistics Act specifies that the disseminating agencies cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or entity without prior consent.
The Statistics Act designates the Chief Statistician as the national coordinator, responsible for developing national statistical standards and standardizing definitions, classifications, terms, procedures and concepts for use in statistical activities; and for promoting the observance of approved national statistical standards.
Major changes in methodology are announced in advance through the release of an information paper and subsequently in the Singapore Yearbook of Manpower Statistics. Minor changes are announced at the time they are introduced.
The data refer to the average (mean) monthly earnings of all full-time and part-time employees who are active contributors to the Central Provident Fund (CPF). An active CPF contributor refers to a person who has at least one contribution paid for him for the current or any of the preceding 3 months.
Average (mean) monthly earnings refer to all remuneration received before deduction of the employee Central Provident Fund (CPF) contributions and personal income tax. It comprises basic wages, overtime pay, commissions, allowances and bonuses but exclude employer CPF contributions.
Average (mean) monthly earnings by sex are compiled according to R170 Labor Statistics Recommendation 1985 under the Current International Recommendations on Labor Statistics, as updated (Geneva: International Labor Organization (ILO), 1985).

- Occupational coverage: All occupational groups (exclude self-employed persons).
- Geographical coverage: The whole country is covered.
- Coverage of workers: The statistics cover full-time and part-time employees who contribute to the Central Provident Fund (CPF). They cover all Singaporean and Permanent Resident employees in both private and public sectors but exclude employees who are foreigners on valid work passes issued by the Ministry of Manpower, Singapore. The data do not cover identifiable self-employed persons who have made CPF contributions.
Transactions coverage: The data exclude employers' CPF contributions.

Classification -- Branch of economic activity (industry): The Singapore Standard Industrial Classification 2010 is based on the basic framework and principles of classification of International Standard Industrial Classification of All Economic Activities (ISIC), Revision 4.
Sources of data: The data are derived from payroll records held by the CPF Board, which provides aggregated payroll data to the DOS.
Data are compiled from a complete count of the CPF Board's administrative records. All employers are required under the CPF Act to register with the CPF Board and make monthly contributions for all eligible employees at the prevailing rates. Employers are requested to report the wages for each employee in the payment schedule.
Data are released on the 30th (28th for the month of February) of the second month after the end of the reference quarter. If the 30th (28th for the month of February) falls on a Saturday, Sunday and public holiday, the data will be released on the next working day.
Quarterly data on "Average Monthly Nominal Earnings Per Employee (Overall Economy)" are available for free access via the Singapore Department of Statistics (DOS) website (www.singstat.gov.sg/tablebuilder).
