The Federal Constitution, Financial Procedure Act 1957, Treasury Instructions and circulars govern the preparation of the Federal Government financial statement.
Central government debt
Although there is no specific legislation or regulation which affects the compilation of the debt's data, generally the data compiled in accordance with the Federal Public Accounts of Malaysia under the Financial Procedure Act, 1957 (Revised-1972).
The principal laws governing the central government accounts – the source documents for data on central government debt – include:

The data on central government debt are disseminated by the Ministry of Finance as a service to the public.
Data sharing and coordination among fiscal data related producing agencies, i.e. Accountant General’s Department, Department of Statistics (DOS), Central Bank of Malaysia (BNM), the Economic Planning Unit (EPU), and Ministry of Finance (MOF) are adequate. There are strict internal provisions for sharing data among the agencies.
Central government debt
Data sharing and coordination among Ministry of Finance (MOF), Bank Negara Malaysia (BNM) and Accountant General (AG) are adequate.
Federal Government financial statement is required by the Federal Constitution to be audited by the Auditor-General before being tabled in Parliament. Internal audit and control is overseen by the MOF’s Corporate Strategy and Communication Division.
Federal Government financial statement is prepared in accordance with the requirements of the Federal Constitution and Financial Procedure Act 1957. Federal Government financial statement is audited by the Auditor-General Department and then tabled in Parliament.
The Accountant-General which prepares the financial statement follows international accounting standards (IPSAS) for cash-based accounts. Internal audit and control is overseen by the MOF’s Corporate Strategy and Communication Division.
Fiscal data reflected in the MOF’s annual Economic Report, the Central Bank’s annual report as well as the monthly statistical bulletin (MSB) are based on the Federal Government financial statement and prepared in accordance with the GFSM 1986.
Sources from AG, Methodology – sent by AG through mail/fax monthly and MOF will prepare statistical report and send to BNM. BNM and MOF will disseminate the statistical report in the website or book, monthly and quarterly.
Only relevant government departments and agencies have access to the data prior to their release mainly Ministry of Finance, the Central Bank of Malaysia, Department of Statistics and Economic Planning Unit.
Central government debt
No officials, except those Ministry of Finance, Accountant General's Department of Malaysia and Bank Negara Malaysia officials who are in charge of the administration of the central government debt, have access to the data before their release to the public.
Public servants observe the Public Officers (Conduct and Disciplinary) Regulation 1993 and Code of Ethics which is consistent with the provisions of the UN International Code of Conduct for Public Officials.
The "Annual Accounts of the Federal Government" released in September of each year, publish details on the borrowing by the Federal (central) Government. The quarterly data on central government debt can be cross-checked with these annual data.
The "Monthly Statistical Bulletin" issued by Bank Negara Malaysia publishes time series data on Federal Government Debt which is also available in Bank Negara Malaysia's website (http://www.bnm.gov.my). Time series data disseminated on a quarterly and annual basis are as follows:
Total Federal Government debt broken down by original maturity (Table 3.1.4);
Domestic Federal Government debt broken down by debt holder (Table 3.1.5); and
Quarterly data on Federal Government debt classified by currency and remaining maturity (Table 3.1.6).
The data are released simultaneously to all interested parties by publishing in the BNM's Monthly Statistical Bulletin, which is made available on BNM's website (http://www.bnm.gov.my), and also published on Malaysia's National Summary Data Page, which is hyperlinked to the IMF's DSBB website".
